Skateparks - Safety requirements and test methods

This draft European Standard applies to facilities for users of skateboards or similar roller sports equipment as well as BMX cycles (hereinafter referred to as skatepark/skateparks).
It specifies general and specific requirements and the test method for skateparks.
Not all possible forms of design, combinations and/or construction of skateparks and/or skate elements will be specified with this European Standard.
This standard does not apply to bike facilities modelled from ground, gravel or rock.

Es legt sicherheitstechnische Anforderungen und Anforderungen an Prüfung und Kennzeichnung, Informationen des Herstellers, Informationen für die Nutzer, wie auch an Inspektion und Wartung fest, um Nutzer und dritte Personen (z. B. Zuschauer) bei bestimmungsgemäßer oder vernünftigerweise vorher-sehbarer Nutzung eines Skateparks weitestgehend vor Gefahren zu schützen.
Diese Norm gilt nicht für Bikeanlagen, die aus Erden, Kies oder Gestein modelliert sind.

Le présent projet de Norme européenne s’applique aux installations pour utilisateurs de skateboards (planches à roulettes ou équipements), de sports à roulettes similaires ainsi que de vélos BMX (installations désignées par la suite sous le nom de skateparks).
Il précise les exigences générales et spécifiques ainsi que la méthode d’essai pour les skateparks.
La présente Norme européenne n’a pas vocation à spécifier toutes les formes possibles d’agencement, de combinaison ou de construction de skateparks ou de modules.
La présente norme ne s’applique pas aux pistes et installations pour vélo réalisées en terre, gravier ou cailloux.

This document (EN 14974:2019) has been prepared by Technical Committee CEN/TC 136 “Sports,

playground and other recreational facilities and equipment”, the secretariat of which is held by DIN.

This European Standard shall be given the status of a national standard, either by publication of an

identical text or by endorsement, at the latest by November 2019, and conflicting national standards

shall be withdrawn at the latest by November 2019.

Attention is drawn to the possibility that some of the elements of this document may be the subject of

patent rights. CEN shall not be held responsible for identifying any or all such patent rights.

Introduction

This standard primarily targets planners, manufacturers, constructors, public authorities, operators,

technical experts and inspectors of skate elements and/or skateparks.

The purpose of this European Standard is to specify the safety requirements, which to a large extent

protect users and third parties (e.g. spectators) from hazards.

The use of skateparks is connected with sporting risks. Sporting skills and the use of suitable roller

sports equipment in combination with appropriate protective equipment essentially reduces the risk of

accident.

Not all possible forms of design, combinations, materials and/or structural elements of skateparks

and/or skate elements will be specified within this European Standard, as they are constantly

developing. Skateparks are often characterised by interconnected flowing rolling surfaces and elements.

With regard to these specific skate elements the general requirements of this standard need to be

considered.

It is essential that the development, construction and maintenance are carried out by competent

persons with sufficient training, experience and knowledge of this standard, as well as an

understanding of roller sports.

1 Scope

This document applies to skateparks for public use intended for the use of skateboards, other roller

sports equipments and BMX bikes.

It specifies safety requirements and requirements for testing and marking, information supplied by the

manufacturer, information for users, as well as for inspection and maintenance to protect users and

third parties (e.g. spectators) from hazards, as far as possible, when using a skatepark as intended, or as

can be reasonably expected.

This standard does not apply to bike facilities modelled from ground, gravel or rock.

4 Materials
4.1 General

Materials shall be selected and protected so that the structural integrity of the equipment manufactured

from does not deteriorate before the next relevant maintenance inspection.

The requirements in 4.2 and 4.3 relating to resistance to weather conditions may be ignored if the

skatepark is installed in indoor or covered areas.
No substance that can adversely affect health shall be present in the skatepark.

NOTE The restrictions on the marking and use of certain dangerous substances and preparations are ruled by

Regulation (EC) No 1907/2006.
4.2 Timber and associated products
4.2.1 General
Skate elements made of timber components shall be protected against rotting.

Consideration shall be given to the selection of timber and/or chemical components used. Some timbers

discolour surfaces and some chemical components accelerate corrosion of metals.

Constructive wood preservation measures shall be used, e.g. skate elements made of timber

components shall allow for water to drain or drop freely from them.
4.2.2 Solid wood

For outdoor use, solid wood shall meet the biological attack requirements of use class 4 according to

EN 335:2013. This natural or conferred durability of solid wood shall meet the levels required by

EN 351-1 and EN 599-1.

For structural use, solid wood shall be of at least class C 24 according to EN 338:2016.

4.2.3 Laminated wood

For outdoor use, laminated wood shall meet the requirements of use class 4 according to EN 335:2013.

Laminated wood with bondings shall be of structural quality, taking into account the intended use of it.

4.2.4 Plywood panel

Plywood panels shall meet the biological attack requirements of use class 2 for indoor use and of use

class 3 for outdoor use, according to EN 335:2013 and CEN/TS 1099.

For structural use and climatic resistance, the requirements for plywood panels according to EN 636

shall be met. The longitudinal modulus of elasticity and shear stress (mean value in each direction) and

bending, compressive and shear strength (characteristic value in each direction) shall be specified

according to EN 789.
4.2.5 Oriented strand boards (OSB)

Oriented strand boards shall meet the biological attack requirements of use class 2 for indoor use

according to EN 335:2013. For structural use the requirements of class OSB 4 shall be met according to

EN 300:2006. In addition, its mechanical properties, measured in accordance with EN 789, shall be

defined.
The use of oriented strand boards outdoors is not permissible.
4.2.6 Particle boards (chipboards)

Particle boards shall only be used for indoor skateparks. They shall meet the biological attack

requirements of use class 2 according to EN 335:2013.
For structural use, particle boards shall comply with EN 312.
4.3 Metals
Metal components shall be resistant to weathering under atmospheric conditions.
Stainless steel according to EN 10020 shall not be used as a grinding surface.
4.4 Concrete

4.4.1 Concrete for skateparks and skate elements shall comply with EN 206 and EN 1992-1-1

(Eurocode 2) together with relevant national annexes (e.g. concrete mix, exposure classes,

reinforcement, etc.).
In situ concrete and precast concrete shall comply with EN 13670.
Sprayed concrete shall comply with EN 14487 (all parts).

4.4.2 Concrete for rolling surfaces shall comply with the minimum requirement of strength class

given in table 1.

4.5 Asphalt

Asphalt shall at least be built up to the top layer. The binder agent shall be of the type 50/70 or harder.

Eroded and coarse-grained surfaces made from asphalt are not permitted for skateparks.

Asphalt surfaces are particularly not recommended as rolling surfaces in extreme heat.

4.6 Other materials

The use of other materials is acceptable provided their sport-specific suitability and durability has been

sufficiently proven.
NOTE Fiberglass rolling surfaces can cause risks.
5 Fastenings
5.1 General
Fastening systems shall be protected against corrosion.

NOTE This protection can be achieved, for example, by galvanising or equivalent procedures.

5.2 Bonding

If glues are used, they shall be suitable for the particular purpose and durable.

5.3 Metal fastenings
Retainer clips, tacks and nails shall not be used for rolling surfaces.
6 Safety requirements
6.1 General requirements

6.1.1 Where skateparks are erected or built in combination with playgrounds, sports grounds, holiday

parks and similar establishments, they shall be physically separated by an appropriate distance using

structural or spatial measures, so that neither the users of the skatepark nor their roller sports

equipment pose any risk to users of other facilities or other third parties.
6.1.2 There shall be adequate access to the skatepark for emergency services.

6.1.3 All externally accessible edges shall be rounded with a radius of at least 3 mm or chamfered by a

minimum of (3 × 3) mm.

6.1.4 The difference between a horizontal rolling surface and the toe of the foot plate shall not exceed

5 mm (see Figure 1). The foot plate shall be tangential with the inclined rolling surface. A transition

shall not meet the ground with its foot plate at an angle greater than 15°

6.1.5 It shall not be possible to dismantle skate elements without tools.

6.1.6 Skate elements shall be screwed together, or be securely joined by other means, or fixed to the

ground to prevent displacement and meet the requirements of 6.2.1.

Portable skate elements shall only be used in supervised conditions. They shall be manufactured so that

they can be temporarily fixed securely.

6.1.7 No pointed and/or sharp parts (e.g. screws, splinters) shall protrude from the externally

accessible parts of the skate elements.
6.1.8 The ends of all the tubular parts, including the coping, shall be capped.

6.1.9 The free-fall height of the rolling and grinding surfaces shall not exceed 1 500 mm. For

exceptions, see relevant subclauses under 6.3. The free-fall height shall be measured 1 000 mm

horizontally from the upper edge of the supporting surface to the adjoining surface located at a lower

level.

6.1.10 When a skate element is provided with an extension, the total width requirement shall be

determined by the higher level of the skate element according to Tables 2, 3 and 4.

If the difference in height (H) is less than 500 mm and the extension width (W ) is less than the total

width (W ) x 1/3, width requirements only applies to the lower level of the skate element (see

Figure 2).

6.1.11 If different skate elements are in a cluster or combined, each of them shall also meet at least the

requirements of this standard. Element groups shall meet the general requirements of this standard.

6.1.12 For skate elements placed side by side, lateral openings in between them shall be closed. This

excludes curbs/ ledges and rails.

6.1.13 The minimum thickness on all sides of the rolling surface or skate element shall be at least

40 mm (e.g. see Figure 11).

6.1.14 If rails or curbs/ledges are installed adjacent to each other on the rolling surface, the distance

between the components shall be at least 1 500 mm.

6.1.15 Where a skate element or a group of elements meets at an angle of less than 60° and the height

is above 600 mm, the corner shall be closed to a width of at least 200 mm.
6.2 Design/construction
6.2.1 Structural integrity and stability

Skate elements shall be designed and constructed with sufficient stability. They shall not tilt, dent or

wobble. Skate elements shall be firmly fixed to the ground or be secured against displacement or

toppling over either by their own weight or by anchoring.

All rolling surfaces and skate elements shall be constructed to withstand the following load cases:

1) Load case 1 – Distributed load and point load:

All skate elements and rolling surfaces shall be able to withstand a distributed load Q of

3,5 kN/m applied perpendicularly to the tangent of the rolling surface (according to Figure 3).

Additionally, the skate elements and rolling surfaces shall withstand a point load Q of 7,0 kN,

distributed over an area 50 mm × 50 mm at any point.
2) Load case 2 – Line load:

All skate elements shall withstand a line load Q of 1,5 kN/m horizontally in the middle of the

highest part of the rolling surface and barrier.

The load Q (according to Figure 3) shall be measured separately. Testing of barriers and rails is

carried out at several points at a distance of 1 000 mm to each other and in any direction.

The test force is initiated two-dimensionally over a length of 80 mm and shall withstand a

horizontal transverse load of Q 1,5 kN/m.
