This document specifies requirements for indoor environmental parameters for thermal environment,
indoor air quality, lighting and acoustics and specifies how to establish these parameters for building
system design and energy performance calculations.
This European Standard includes design criteria for the local thermal discomfort factors, draught, radiant
temperature asymmetry, vertical air temperature differences and floor surface temperature.
This European Standard is applicable where the criteria for indoor environment are set by human
occupancy and where the production or process does not have a major impact on indoor environment.
This European Standard also specifies occupancy schedules to be used in standard energy calculations
and how different categories of criteria for the indoor environment can be used.
The criteria in this European Standard can also be used in national calculation methods. This standard
sets criteria for the indoor environment based on existing standards and reports listed under normative
references or in the bibliography.
This European Standard does not specify design methods, but gives input parameters to the design of
building envelope, heating, cooling, ventilation and lighting.

Dieses Dokument legt Anforderungen an Parameter für die Innenraumqualität in Zusammenhang mit thermischem Raumklima, Raumluftqualität, Beleuchtung und Akustik fest und gibt an, wie diese Parameter festzulegen sind, die bei der Auslegung von Anlagen in Gebäuden und bei Energieeffizienzberechnungen verwendet werden sollen.
Diese Europäische Norm enthält Auslegungskriterien für lokale thermische Unbehaglichkeitsfaktoren wie Zugluft, Asymmetrie der Strahlungstemperatur, vertikale Lufttemperaturdifferenzen und Fußbodenoberflächen¬temperaturen.
Diese Europäische Norm gilt, wenn die Kriterien für die Innenraumqualität durch die menschliche Nutzung bestimmt werden und wenn die Produktions- oder sonstigen Prozesse keine größeren Auswirkungen auf die Innenraumqualität haben, in dem sie stattfinden.
Außerdem legt diese Europäische Norm Belegungspläne zur Verwendung für Standard-Energieberechnungen und die Vorgehensweise bei der Verwendung verschiedener Kategorien von Kriterien für die Innenraumqualität fest.
Die in dieser Europäischen Norm festgelegten Kriterien können auch in nationalen Berechnungsverfahren angewendet werden. Diese Norm legt Kriterien für die Innenraumqualität auf der Grundlage bestehender Normen und Berichte fest, die in den Abschnitten „Normative Verweisungen“ und „Literaturhinweise“ aufgeführt sind.
Diese Europäische Norm legt keine Auslegungsverfahren fest, sondern gibt Eingangsparameter für die Auslegung von Gebäudehülle, Heizung, Kühlung, Lüftung und Beleuchtung an.
Tabelle 1 zeigt die relative Position dieser Norm innerhalb des EPB Normenpakets im Kontext der modularen Struktur, wie sie in EN ISO 52000 1 festgelegt ist.
ANMERKUNG 1 Dieselbe Tabelle ist in CEN ISO/TR 52000 2 zu finden; sie enthält für jedes Modul die Nummern der relevanten EPB-Normen und der dazugehörigen Technischen Berichte, die bereits veröffentlicht oder in Vorbereitung sind.

La présente Norme européenne spécifie les prescriptions relatives aux paramètres de l'environnement intérieur pour l'ambiance thermique, la qualité de l’air intérieur, l'éclairage et l'acoustique et spécifie le mode d’établissement de ces paramètres pour la conception des systèmes du bâtiment et les calculs de la performance énergétique.
La présente Norme européenne inclut les critères de dimensionnement pour les facteurs d’inconfort thermique local, les courants d’air, l'asymétrie de la température radiante, les différences de température d’air verticales, et la température de la surface du sol.
La présente Norme européenne s’applique lorsque les critères d’ambiance intérieure sont déterminés par l’occupation humaine et lorsque l’ambiance intérieure n’est pas notablement impactée par la production ou par le procédé.
La présente Norme européenne spécifie également les horaires d'occupation à utiliser dans les calculs énergétiques normalisés et comment les différentes catégories de critères peuvent être utilisées pour l'ambiance intérieure.
Les critères mentionnés dans la présente Norme européenne peuvent également être utilisés dans les méthodes de calcul nationales. La présente norme détermine les critères d’ambiance intérieure sur la base de normes et rapports existants énumérés dans les références normatives ou la bibliographie.
La présente Norme européenne ne spécifie pas de méthode de dimensionnement, mais donne les paramètres d’entrée pour la conception de l'enveloppe, du chauffage, du refroidissement, de la ventilation et de l’éclairage des bâtiments.
Le Tableau 1 indique la position relative de la présente norme dans l’ensemble de normes PEB dans le cadre de la structure modulaire donnée dans l'ISO/FDIS 52000-1.

This document (EN 16798-1:2019) has been prepared by Technical Committee CEN/TC 156 “Ventilation
for buildings”, the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by November 2019, and conflicting national standards shall
be withdrawn at the latest by November 2019.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 15251:2007.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association.

This standard has been produced to meet the requirements of Directive 2010/31/EU (19 May 2010) on
the energy performance of buildings (recast), referred to as “recast EPbd”.
EN 15251:2007 was produced to meet the requirements of Directive 2002/91/EC (16 December 2002)
on energy performance of buildings referred to as “EPBD”.
For the convenience of Standards users CEN/TC 156, together with responsible Working Group
Convenors, have prepared a simple table below relating, where appropriate, the relationship between the
‘EPBD’ and ‘recast EPBD’ standard numbers prepared by Technical Committee CEN/TC 156 “Ventilation
for buildings”.

Introduction
This European Standard is part of a series of standards aiming at international harmonization of the
methodology for the assessment of the energy performance of buildings, called “set of EPB standards”.
All EPB standards follow specific rules to ensure overall consistency, unambiguity and transparency.
All EPB standards provide a certain flexibility with regard to the methods, the required input data and
references to other EPB standards, by the introduction of a normative template in Annex A and Annex B
with informative default choices.
For the correct use of this standard a normative template is given in Annex A to specify these choices.
Informative default choices are provided in Annex B.
The main target groups of this standard are all the users of the set of EPB standards (e.g. architects,
engineers, regulators).
Use by or for regulators: In case the standard is used in the context of national or regional legal
requirements, mandatory choices may be given at national or regional level for such specific applications.
These choices (either the informative default choices from Annex B or choices adapted to national /
regional needs, but in any case following the template of this Annex A) can be made available as national
annex or as separate (e.g. legal) document (national data sheet).
NOTE So in this case:
— the regulators will specify the choices;
— the individual user will apply the standard to assess the energy performance of a building, and thereby use the
choices made by the regulators.
Topics addressed in this standard can be subject to public regulation. Public regulation on the same topics
can override the default values in Annex B of this standard. Public regulation on the same topics can even,
for certain applications, override the use of this standard. Legal requirements and choices are in general
not published in standards but in legal documents. In order to avoid double publications and difficult
updating of double documents, a national annex may refer to the legal texts where national choices have
been made by public authorities. Different national annexes or national data sheets are possible for
different applications.
It is expected, if the default values, choices and references to other EPB standards in Annex B are not
followed due to national regulations, policy or traditions, that:
— national or regional authorities prepare data sheets containing the choices and national or regional
values, according to the model in Annex A. In this case the national annex (e.g. NA) refers to this text;
— or, by default, the national standards body will consider the possibility to add or include a national
annex in agreement with the template of Annex A, in accordance to the legal documents that give
national or regional values and choices.
Further target groups are parties wanting to motivate their assumptions by classifying the building
energy performance for a dedicated building stock.
More information is provided in the Technical Report accompanying this standard (CEN/TR 16798-2 [7],
under preparation).
The first edition of this standard was published in 2007 as EN 15251. The major change consisted in
splitting up the standard in a normative Part 1 and a Technical Report as Part 2. Part 1 includes an
Annex B with tables with default values and an Annex A with similar empty tables to be used for national
values. Further technical changes are the introduction of a category IV, inclusion of daylight factor and
occupant schedules.

Energy consumption of buildings depends significantly on the criteria used for the indoor environment
(heating, cooling, ventilation and lighting) and building (including systems) design and operation. Indoor
environment also affects health, productivity and comfort of the occupants. Recent studies have shown
that costs of poor indoor environment for the employer, the building owner and for society, as a whole
are often considerable higher than the cost of the energy used in the same building. It has also been shown
that good indoor environmental quality can improve overall work and learning performance and reduce
absenteeism. In addition uncomfortable occupants are likely to take actions to make themselves
comfortable which may have energy implications. There is therefore a need for specifying criteria for the
indoor environment for design and energy calculations for buildings and building service systems.

Dieses Dokument (EN 16798-1:2019) wurde vom Technischen Komitee CEN/TC 156 „Lüftung von Gebäuden“
erarbeitet, dessen Sekretariat von BSI gehalten wird.
Diese Europäische Norm muss den Status einer nationalen Norm erhalten, entweder durch Veröffentlichung
eines identischen Textes oder durch Anerkennung bis November 2019, und etwaige entgegenstehende
nationale Normen müssen bis November 2019 zurückgezogen werden.
Es wird auf die Möglichkeit hingewiesen, dass einige Elemente dieses Dokuments Patentrechte berühren
können. CEN ist nicht dafür verantwortlich, einige oder alle diesbezüglichen Patentrechte zu identifizieren.
Dieses Dokument ersetzt EN 15251:2007.
Dieses Dokument wurde unter einem Normungsauftrag erarbeitet, den die Europäische Kommission und die
Europäische Freihandelszone CEN erteilt haben.
Auf die wichtigsten technischen Änderungen, die in dieser neuen Ausgabe vorgenommen wurden, wird in der
Einleitung Bezug genommen.
Die verschiedenen Teile von EN 16798 sind unten aufgeführt.
Diese Norm wurde so erstellt, dass sie die Anforderungen der Richtlinie 2010/31/EU (19. Mai 2010) über die
Gesamtenergieeffizienz von Gebäuden (Neufassung), als „EPDB-Neufassung“ bezeichnet, erfüllt.
EN 15212:2007 wurde so erstellt, dass die Anforderungen der Richtlinie 2002/91/EG (16. Dezember 2002)
über die Gesamtenergieeffizienz von Gebäuden, als „EPBD“ bezeichnet, erfüllt werden.
Zum Nutzen der Normenanwender erarbeitete CEN/TC 156 gemeinsam mit den zuständigen Obleuten der
Arbeitsgruppen die nachfolgende einfache Tabelle, die, wo zweckmäßig, einen Zusammenhang zwischen den
Normennummern der ‚EPBD‘ und der ‚EPBD-Neufassung‘ herstellt, die vom Technischen Komitee CEN/TC 156
„Lüftung von Gebäuden“ erarbeitet wurde.

Einleitung
Diese Europäische Norm ist Teil einer Normenreihe, deren Ziel die internationale Harmonisierung der
Methodik für die Bewertung der Energieeffizienz von Gebäuden ist, und die als „EPB-Normenpaket“
bezeichnet wird.
Alle EPB-Normen folgen bestimmten Regeln, um Einheitlichkeit, Eindeutigkeit und Transparenz
sicherzustellen.
Alle EPB-Normen sind hinsichtlich der Verfahren, der erforderlichen Eingabedaten und Verweisungen auf
andere EPB-Normen flexibel, indem sie in Anhang A eine normative Vorlage und in Anhang B informative
Standardauswahlmöglichkeiten bereitstellen.
Für die korrekte Anwendung dieser Norm enthält Anhang A eine normative Vorlage, in der Angaben zu diesen
Auswahlmöglichkeiten zu machen sind. Informative Standardauswahlmöglichkeiten finden sich in Anhang B.
Die Hauptzielgruppen dieser Norm sind sämtliche Anwender des EPB-Normenpakets (z. B. Architekten,
Ingenieure, Regulierungsbehörden).
Verwendung durch oder für Regulierungsbehörden: Wenn die Norm im Kontext nationaler oder regionaler
gesetzlicher Anforderungen verwendet wird, dürfen auf nationaler oder regionaler Ebene für diese
spezifischen Anwendungen Pflichtauswahlmöglichkeiten vorgegeben werden. Diese Auswahlmöglichkeiten
(entweder die informativen Standardauswahlmöglichkeiten aus Anhang B oder die an einen nationalen oder
regionalen Bedarf angepassten Auswahlmöglichkeiten, in jedem Fall aber nach der Vorlage dieses Anhangs A)
können als nationaler Anhang oder als separates (z. B. gesetzliches) Dokument (nationales Datenblatt)
verfügbar gemacht werden.
ANMERKUNG In diesem Fall:
— legen die Regulierungsbehörden die Auswahlmöglichkeiten fest;
— wendet der einzelne Nutzer die Norm und damit auch die von den Regulierungsbehörden vorgegebenen
Auswahlmöglichkeiten zur Bewertung der Energieeffizienz eines Gebäudes an.
In dieser Norm behandelte Themen können Gegenstand gesetzlicher Vorschriften sein. Gesetzliche
Vorschriften zu denselben Themen können den Standardauswahlmöglichkeiten in Anhang B dieser Norm
übergeordnet sein. Gesetzliche Vorschriften zu denselben Themen können bei bestimmten Anwendungen
selbst dieser Norm übergeordnet sein. Gesetzliche Anforderungen und Auswahlmöglichkeiten werden im
Allgemeinen nicht in Normen veröffentlicht, sondern in gesetzlichen Vorschriften. Damit eine doppelte
Veröffentlichung und die schwierige Anpassung doppelt vorliegender Dokumente vermieden werden, darf ein
nationaler Anhang auf Gesetzestexte verweisen, in denen nationale Auswahlmöglichkeiten durch Behörden
festgelegt worden sind. Für verschiedene Anwendungen sind unterschiedliche nationale Anhänge oder
nationale Datenblätter möglich.
Für den Fall, dass Standardauswahlmöglichkeiten und -werte sowie Verweisungen auf andere
Gebäudeeffizienznormen in Anhang B aufgrund nationaler Regulierungen, Grundsätze oder Traditionen nicht
befolgt werden, wird erwartet, dass:
— nationale oder regionale Behörden Datenblätter mit den Auswahlmöglichkeiten und nationalen oder

Die erste Ausgabe dieser Norm wurde im Jahr 2007 als EN 15251 veröffentlicht. Die wichtigste Änderung ist
die Untergliederung der Norm in einen normativen Teil 1 und in einen Technischen Bericht als Teil 2. Zu Teil 1
gehören ein Anhang B mit Tabellen, die Standardwerte angeben, und ein Anhang A mit ähnlichen, leeren
Tabellen, die für auf nationaler Ebene festgelegte Werte zu verwenden sind. Weitere technische Änderungen
sind die Einführung einer Kategorie IV, der Einbezug eines Tageslichtfaktors und von Belegungsplänen.
Der Energieverbrauch von Gebäuden hängt in erheblichem Maße von den Innenraumkriterien ab (Heizung,
Kühlung, Lüftung und Beleuchtung), die für die Auslegung und den Betrieb des Gebäudes (einschließlich
seiner Anlagen) angewendet werden. Die Innenraumbedingungen beeinflussen auch Gesundheit,
Produktivität und Behaglichkeit der Nutzer. Neuere Studien haben gezeigt, dass die Kosten in Zusammenhang
mit schlechter Innenraumqualität für den Arbeitgeber, den Gebäudeeigentümer und die Gesellschaft
insgesamt häufig höher sind als die Energiekosten der betreffenden Gebäude. Es wurde auch nachgewiesen,
dass eine geeignete Innenraumqualität die Gesamtleistung beim Arbeiten und Lernen verbessern und
Fehlzeiten verringern kann. Darüber hinaus neigen Personen in einem unbehaglichen Umgebungsklima dazu,
Kompensationsmaßnahmen zu treffen, die sich auf den Energieverbrauch auswirken können. Es besteht also
die Notwendigkeit, Kriterien für die Innenraumqualität festzulegen, die bei Auslegungs- und
Energieberechnungen für Gebäude und technische Gebäudeausrüstungssysteme anzuwenden sind.
Die vorliegende Norm ist eine Überarbeitung der EN 15251:2007. Diese Norm legt verschiedene Typen und
Kategorien von Kriterien fest, die einen erheblichen Einfluss auf den Energiebedarf haben können. Für das
thermische Raumklima sind darin Kriterien für die Heizperiode (kalte Jahreszeit/Winter) und die Kühlperiode
(warme Jahreszeit/Sommer) aufgeführt. Die in EN 15251 angegebenen Kriterien dienen jedoch hauptsächlich
zur Bemessung von Anlagen der technischen Gebäudeausrüstung, wie Heizungs-, Kühl- und Lüftungsanlagen.
Sie können nicht direkt für eine Bilanzperiodenbewertung des thermischen Innenraumklimas verwendet
werden. Studien haben gezeigt, dass sich die Erwartungen, die die Nutzer an frei be- und entlüftete Gebäude
stellen, von denen, die sie an klimatisierte Gebäude stellen, unterscheiden können, was Bestandteil dieser
Norm ist.
Die vorliegende Norm legt fest, wie Kriterien für die Anlagenbemessung erstellt und verwendet werden
können. Darüber hinaus legt sie die Hauptparameter fest, die als Eingangswerte für die Energieberechnung

Introduction
Energy consumption of buildings depends significantly on the criteria used for the indoor environment (heating,
cooling, ventilation and lighting) and building (including systems) design and operation. Indoor environment
also affects health, productivity and comfort of the occupants. Recent studies have shown that costs of poor
indoor environment for the employer, the building owner and for society, as a whole are often considerable
higher than the cost of the energy used in the same building. It has also been shown that good indoor
environmental quality can improve overall work and learning performance and reduce absenteeism. In
addition uncomfortable occupants are likely to take actions to make themselves comfortable which may have
energy implications. There is therefore a need for specifying criteria for the indoor environment for design and
energy calculations for buildings and building service systems.
The present standard is a revision of EN15251-2007. There exist other national and international standards,
and technical reports, which specify criteria for thermal comfort and indoor air quality (EN ISO 7730, CR1752).
These documents do specify different types and categories of criteria, which may have a significant influence
on the energy demand. For the thermal environment criteria for the heating season (cold/winter) and cooling
season (warm/summer) are listed. These criteria are, however, mainly for dimensioning of building, heating,
cooling and ventilation systems. They may not be used directly for energy calculations and year-round
evaluation of the indoor thermal environment. Studies have shown that occupant expectations in natural
ventilated buildings may differ from conditioned buildings, which will be part of this standard
The present standard specifies how design criteria shall be established and used for dimensioning of systems.
It defines how to establish and define the main parameters to be used as input for building energy calculation
and short and long term evaluation of the indoor environment. Finally this standard will identify parameters to
be used for monitoring and displaying of the indoor environment as recommended in the Energy Performance
of Buildings Directive.
Different categories of criteria may be used depending on type of building, type of occupants, type of climate
and national conditions. The Standard specifies several different categories of indoor environment which could
be selected for the space to be conditioned. These different categories can be used for design and may also
be used to give an overall, yearly evaluation of the indoor environment by evaluating the percentage of time in
each category.
1 Scope
• This European Standard deals with the indoor environmental parameters for thermal environment,
indoor air quality, lighting and acoustic.
• This standard specifies how to establish indoor environmental input parameters for building system
design and energy performance calculations.
• This standard includes design criteria for the local thermal discomfort factors. draught, radiant
temperature asymmetry, vertical air temperature differences, floor surface temperature.
• This standard is applicable where the criteria for indoor environment are set by human occupancy and
where the production or process does not have a major impact on indoor environment.
• This standard specifies occupancy schedules to be used in standard energy calculations.
• This standard specifies how different categories of criteria for the indoor environment can be used.
But does not require certain criteria to be used. This is up to national regulations or individual project
specifications.

• The criteria in this standard can also be used in national calculation methods. This standard sets
criteria for the indoor environment based on existing standards and reports listed under normative

3 Terms and definitions
For the general purposes of this European Standard, the terms and definitions given in EN 12792, EN ISO
13731 and EN 12464, EN12665 and EN15603 shall apply.
3.1
Adaptation, thermal
Physiological, psychological or behavioural adjustment of building occupants to the interior thermal
environment in order to avoid or to limit thermal discomfort. In naturally ventilated buildings these are often in
response to changes in indoor environment induced by outside weather conditions.

Adaptation, Perceived Air Quality
Sensory adaptation to perceived air quality (odour), which occurs during the first 15 min. exposure to
bioeffluents.

Active cooling
See mechanical cooling.

Buildings, Very Low-Polluting
A building where predominantly low-emitting materials and furniture are used and activities with emission of
pollutants are prohibited and no previous emitting sources (like tobacco smoke) was present. Criteria are
listed in Annex B3.

Buildings, Low-Polluting
Buildings where an effort has been done to select low-emitting materials and activities with emission of
pollutants are limited or prohibited. Criteria are listed in Annex B3.
3.6
Buildings, non Low-Polluting
Old or new buildings where no effort has been done to select low-emitting materials and activities with
emission of pollutants not prohibited. Previous emissions (like tobacco smoke) may have taken place.
3.7
Buildings without mechanical cooling
Buildings that do not have any mechanical cooling and rely on other techniques to reduce high indoor
temperature during the warm season like moderately-sized windows, adequate sun shielding, use of building
mass, natural ventilation, night time ventilation etc. for preventing overheating.

Cooling season
Parts of the year during which (usually summer), at least parts of the day and part (some rooms) of the
building, cooling are needed to keep the indoor temperatures at specified levels.

Ratio of the illuminance at a point on a given plane due to the light received directly or indirectly from a sky of

Demand controlled ventilation
A ventilation system where the ventilation rate is controlled by air quality, moisture, occupancy or some other
indicator for the need of ventilation.

Cooling of the indoor environment by mechanical means used to provide cooling of supply air, fan coil units,
cooled surfaces, etc.
Note: The definition is related to people’s expectation regarding the internal temperature in warm seasons. Opening of
windows during day and night time is not regarded as mechanical cooling.

Occupied hours
The occupied hours of the building are those when the majority of the considered part of the building is in its
intended use.

Operative temperature
The uniform temperature of an imaginary black enclosure in which an occupant would exchange the same
amount of heat by radiation plus convection as in the actual non-uniform environment

3.17 Optimal operative temperature
The operative temperature that satisfies the greatest possible number of people at a given clothing and
activity level with the thermal environment.

3.18
Room Conditioning System
A system installed and used to keep a comfort conditions in a room within a defined range. Air conditioning as
well radiant, surface heating and cooling systems are included.

Room Temperature
Is defined as Room Operative Temperature

Ventilation rate
The magnitude of outdoor air flow to a room or building through the ventilation system and infiltration through
building envelope.

Ventilation system
A combination of appliances designed to supply indoor spaces with outdoor air and to extract polluted indoor
air. Ventilation system refers to mechanical, natural and hybrid ventilation systems.

5 Interactions with other standards
The present standard will provide indoor environmental criteria for the design of buildings, room conditioning
systems and lighting systems. The thermal criteria (PMV or design indoor temperature in winter, design indoor
temperature in summer) are used as input for heating (EN12831) and cooling load (EN 15243) calculations
and sizing of equipment. Ventilation rates are used for sizing ventilation systems, and lighting levels for
design of lighting system including the use of day lighting (EN12464-1)
The present standard will provide values for the indoor environment (like temperature, ventilation rate,
illuminance) as input to the calculation of the energy demand (building energy demand), when the space is
occupied, (EN ISO 13790, EN 15255, EN 15265, EN15193) (Section 7).
Recommended input values are given for each of the different categories. A short description of the categories
is shown in table 1.
Table 1: Description of the applicability of the categories used.
Category Explanation
I  High level of expectation and also recommended for spaces occupied by very sensitive and
fragile persons with special requirements like some disabilities, sick, very young children and
elderly persons, to increase accessibility.
II Normal level of expectation
III An acceptable, moderate level of expectation
IV Low level of expectation. This category should only be accepted for a limited part of the year
