Clause 4.2 and Clause 4.3 adapt the message and format Recommendations. Q.1902.3 also adds a rule that BICC number lengths on the international interface are limited by E.164, while national networks may extend them internally if gateways only pass E.164 lengths to the international network. Clause 4.3 also adjusts the calling party number treatment, the carrier selection information reference, and the transmission medium requirement codes. In practice, these updates control how implementations encode parameters and which values are valid on the wire.
Basic call procedures and gateway rules
Clause 4.4 modifies Q.1902.4 and adds several operational rules. The number of digits supported in a call is independent of whether en bloc or overlap operation is used. Outgoing selection is limited to the specified connection types, including speech, 3,1 kHz audio, 64 kbit/s unrestricted and preferred, 2 × 64 kbit/s unrestricted, 384 kbit/s, 1 536 kbit/s, 1 920 kbit/s and Nx64 kbit/s unrestricted for N = 2 to 30.
The same clause says an outgoing gateway and an incoming gateway shall set the Temporary Alternative Routing (TAR) indicator to 0, regardless of the value received from the neighboring network. It also states that Hard to Reach is not supported, and it gives a national option for handling signaling transport out-of-service and in-service indications. That matters because it fixes gateway behavior during routing and transport transitions.
Interworking and transport support
Clause 4.10 says interworking with network signaling systems such as R1, R2, C5 and TUP is not supported in Q.1912.2. Clause 4.11 and Clause 4.12 cover interworking with H.323 and DSS2, and Clause 4.13 covers interaction with INAP CS2. Clauses 4.14 to 4.20 then connect BICC CS2 to bearer control and transport Recommendations Q.1950, Q.1970, Q.1990 and Q.2150.0 to Q.2150.3. For implementers, these clauses identify the companion protocols used when BICC has to talk to IP, ATM, SS7 or multimedia systems.
