Večdelni dokument EN 300 396 določa neposredni način delovanja (DMO) prizemnega snopovnega radia (TETRA).
Določa osnovni radijski vmesnik, medsebojno delovanje skupin neposrednega načina (DM) prek ponavljalnikov in medsebojno delovanje s sistemom prizemnega snopovnega radia, ki podpira govor in podatke (V+D), prek prehodov. Poleg tega določa varnostne vidike neposrednega načina delovanja prizemnega snopovnega radia,
in poleg osnovnih nosilnih in telekomunikacijskih storitev tudi podprte storitve.
Ta dokument se uporablja za radijski vmesnik neposrednega načina delovanja prizemnega snopovnega radia od mobilne postaje do mobilne postaje in vsebuje specifikacije za plast podatkovne povezave (DLL) in omrežno plast v skladu z modelom ISO.
Uvaja storitve, sporočila in protokole za glasovne in vodovne podatkovne klice ter kratek prenos podatkov, pri čemer začenja z zgornjimi plastmi:
• določa in opredeljuje protokol, ki ga osebek iz plasti 3 uporablja za komunikacijo prek radijskega vmesnika;
• določa in opredeljuje storitve ter protokol, ki jih uporablja plast podatkovne povezave.
Normativni dodatki v glavnem določajo vrednosti parametrov, ki se uporabljajo v protokolu.
