General Information

Abstract

REASON 1: Many existing PH support only X.31 case B. For these PHs the case A/B conversion in the GSM HPLMN is necessary. CONSEQUENCES OF NON-ACCEPTANCE 1: This amendment is necessary to allow basic packet access to PH supporting only case B. For these PH exists agreement between the PLMN and the fixed network operators to signal the case B between PLMN and ISDN. If the amendment is not accepted then the interworking could be faulty and a large number of PHs could not work efficiently.  REASON 2: In the case of more than one subscribed basic packet moded service, it is necessary to select one of the corresponding user rates as the PH does not send an applicable user rate.  CONSEQUENCES OF NON-ACCEPTANCE 2: The correct access of basic packet mode in case of more than one subscribed basic packet service is not guaranteed.

Overview

SIST ETS 300 603/A1 E1:2003 establishes requirements for interworking between Public Land Mobile Networks (PLMN) and Packet Switched Public Data Networks/Integrated Services Digital Networks (PSPDN/ISDN) within the European digital cellular telecommunications system (Phase 2), specifically referencing GSM 09.06. This standard, prepared by the Slovenian Institute for Standardization (SIST), aligns with ETSI specifications and ensures robust support for packet switched data transmission services in GSM environments. The amendment addresses technical gaps in existing interworking scenarios, ensuring efficient and reliable packet data services, especially for Packet Handler (PH) devices supporting only X.31 case B.

Key Topics

  • PLMN and PSPDN/ISDN Interworking: The standard specifies how European GSM networks interact with fixed packet-switched and integrated services digital networks, focusing on seamless data transmission across heterogeneous infrastructures.
  • X.31 Case A/B Support: Recognizes that many PH devices support only X.31 case B, necessitating case A/B conversion within the GSM Home PLMN (HPLMN) for compatibility and service continuity.
  • Service Number Implementation: Details the need for special E.164 service numbers to facilitate proper routing and signaling for X.31 case B PH devices, especially during roaming between home and visited PLMNs.
  • User Rate Selection: When subscribers have multiple basic packet mode services, the system must select the appropriate user rate, as PHs do not communicate a specific rate. The highest subscribed user rate in the Home Location Register (HLR) is prioritized unless unsupported in the visited network.
  • Amendment Justification: Without these amendments, interworking may be faulty, significantly impacting continuity and accessibility for a large set of users and PH devices in European GSM networks.

Applications

SIST ETS 300 603/A1 E1:2003 is critically important for:

  • Mobile Network Operators: Enables seamless support for packet data services across GSM and ISDN/PSPDN infrastructures, ensuring that roaming and home users can reliably transmit packet data.
  • Device and Equipment Manufacturers: Provides clear requirements for interworking support, including handling of X.31 case B PHs and the implementation of service numbers for compatibility in existing and future devices.
  • Fixed Network Operators: Facilitates cooperation agreements and interoperability with mobile networks, especially regarding signaling and conversion for PH devices.
  • Telecommunications Engineers: Assists with network planning and deployment by clarifying requirements for data transmission, interworking functions, and fallback scenarios when certain user rates or device capabilities are unavailable.

By addressing interoperability issues, this standard supports robust delivery of data services, allowing users continuous access to packet-switched networks when transitioning between mobile and fixed domains.

Related Standards

  • ETSI ETS 300 603: The original base standard defining PLMN and PSPDN/ISDN interworking for packet switched data in GSM.
  • ETSI GSM 09.06: The technical specification governing interworking topics, packets, and signaling scenarios between mobile and fixed networks.
  • ETSI ETS 300 099: Specifies the GSM Base Station System and Mobile-services Switching Center interface relevant for X.31 case handling.
  • ITU-T X.31: Sets out the general procedures for accessing packet-switched data services through ISDN.
  • SIST GSM Standards Portfolio: Includes additional standards for GSM telecommunications and data service integration.

Aligning with SIST ETS 300 603/A1 E1:2003 ensures compatibility, service reliability, and future-proof integration across mobile and fixed European telecommunications networks. This standard is essential for organizations aiming to deliver high-quality GSM-based packet data services efficiently and securely.

Foreword
This Amendment to ETS 300 603 (1994) has been produced by the Special Mobile Group (SMG)
Technical Committee of the European Telecommunications Standards Institute (ETSI).
This Amendment to ETS 300 603 (1994) corresponds to the changes to GSM Technical Specification
(GSM-TS) 09.06 from version 4.4.1 to version 4.5.0, as approved by TC-SMG.
This Amendment modifies pages 9, 12, 15, and 17 of ETS 300 603 (1994).

Replace the existing bullet definition:
- GSM packet mode services "Use of X.31 case A";
with the following:
- GSM packet mode services "Use of X.31 case A":
A circuit connection shall be used for accessing the packet service (according to ETS 300 099), with
the significant characteristics of the connection identified by the following setting of the respective
parameters of the BC-IE:
* information transfer capability = unrestricted digital information
* transfer mode = circuit mode.
The issue of "loop detection" is of no concern in the case of X.31 Case A (ETS 300 099) because
the PH inserts - irrespective of being accessed by a home or a foreign roaming subscriber - into the
"calling address" of an outgoing X.25 "call request" packet the address of the B-channel port.

Between the definition bullet points:
- GSM packet mode services "Use of X.31 case A"; and
- Packet mode services via PSTN (X.32).
Insert the following two new definitions bullet points:
- GSM packet mode services "Use of X.31 case B"
