Plastics and rubber machines - Size reduction machines - Part 4: Safety requirements for agglomerators

This European Standard specifies the essential safety requirements applicable to the design and construction of agglomerators used to densify plastic scrap, reducing its size and/or volume.
The limits of the agglomerator are as follows:
-   the outer edge of the feed opening, or the outer edge of the fixed feed device when it is an integral part of the machine or the interface between the agglomerator chamber and the feed system, when it is not an integral part of the machine and
-   the outer edge of the discharge opening of the agglomerator chamber or the integral discharge system or the interface between the agglomerator chamber and the discharge system, when it is not an integral part of the machine.
When the feed or discharge device is covered by a specific type C standard (e.g. EN 1114-1 for extruder) this should be applied.
Only the significant hazards listed in Annex A and dealt with in Clause 5 are subject to this European Standard.
This European Standard does not deal with hazards caused by processing materials which, when heated, may lead to a risk of fire and release of toxic gases.
This European Standard does not deal with hazards caused by upstream and/or downstream equipment.
This document is not applicable to agglomerators manufactured before the date of its publication.

Dieses Dokument behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse für Agglomeratoren zum Verändern von Kunststoffabfällen in ihrer Form, ihrer Größe und ihren Fließeigenschaften, wenn sie bestimmungsgemäß und unter Bedingungen, die vom Hersteller als Fehlanwendung vernünftigerweise vorhersehbar sind (siehe Anhang A), verwendet werden. Die Gefährdungen sind unter Berücksichtigung aller Phasen der Lebensdauer der Maschine nach EN ISO 12100:2010, 5.4, identifiziert worden.
Die in diesem Dokument betrachteten Maschinen beginnen an der Außenkante der Beschickungsöffnung und enden an der Außenkante der Austragsöffnung.
Dieses Dokument behandelt nicht:
-   Gefährdungen durch Emissionen bei der Verarbeitung von Materialien, die gesundheitsgefährdend sein können;
-   Gefährdungen, die durch Entzünden brennbarer Rückstände in den zu verarbeitenden Materialien hervorgerufen werden;
-   Anforderungen für Absaugsysteme.

Le présent document traite de tous les phénomènes dangereux, situations et événements dangereux significatifs pertinents pour des agglomérateurs utilisés pour la modification de la forme, de la taille et des caractéristiques d'écoulement des déchets de matières plastiques, lorsqu’ils sont utilisés normalement et dans des conditions de mauvais usage raisonnablement prévisible par le fabricant (voir Annexe A). Les phénomènes dangereux ont été identifiés en prenant en compte toutes les phases du cycle de vie de la machine, conformément à l'EN ISO 12100:2010, 5.4.
Les machines prises en compte dans le présent document commencent au bord extérieur de l'ouverture d'alimentation et se terminent au bord extérieur de l'ouverture d'évacuation.
Le présent document ne traite pas :
-   des phénomènes dangereux engendrés par les émissions dues à la transformation des matières qui pourraient être dangereuses pour la santé ;

Ta evropski standard določa bistvene varnostne zahteve za načrtovanje in izdelavo aglomeratorjev, ki se uporabljajo za zgoščevanje odpadne plastike, s čimer se zmanjša njena velikost in/ali prostornina.
Omejitve aglomeratorja:
– zunanji rob odprtine za podajanje ali zunanji rob fiksne podajalne naprave, kadar je ta sestavni del naprave, oziroma vmesnik med komoro aglomeratorja in podajalnim sistemom, kadar ta ni sestavni del naprave, ter
– zunanji rob odprtine za izmet komore aglomeratorja ali vgrajenega izmetnega sistema oziroma vmesnika med komoro aglomeratorja in izmetnim sistemom, kadar ta ni sestavni del naprave.
Če je podajalna oziroma izmetna naprava zajeta v specifičnem standardu vrste C (npr. EN 1114-1 za naprave za iztiskanje), naj se uporabi zadevni standard.
Predmet tega evropskega standarda so le večja tveganja, ki so navedena v dodatku A in obravnavana v točki 5. Ta evropski standard ne obravnava tveganj, ki jih povzročajo predelani materiali, pri segrevanju katerih lahko pride do požara in sproščanja strupenih plinov. This document (EN 12012-4:2019) has been prepared by Technical Committee CEN/TC 145 “Plastics and
rubber machines”, the secretariat of which is held by UNI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by December 2019, and conflicting national standards shall
be withdrawn at the latest by December 2019.
Attention is drawn to the possibility that some of the elements of this document may be the subject of

This document supersedes EN 12012-4:2006+A1:2008.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive(s).

The main changes compared to the EN 12012-4:2006+A1:2008 are:
— the revision of type-A and type-B standards have been considered;
— the list of significant hazards has been moved to an informative annex;
— the performance levels/safety integrity levels of safety related parts of control systems have been
specified in accordance with EN ISO 13849-1:2015 / EN 62061:2005, EN 62061:2005/A1:2013,
EN 62061:2005/A2:2015;
— the hazards related to the ejection of parts or materials from the agglomerator chamber have been
removed because reliable and well-designed chambers represent now the state of the art (no
projections and no broken chamber have been reported for a long time);
— feed openings of big dimensions are considered;
— requirements for moving parts of discharge systems are added;
— the annex for noise measurement has been revised.

Introduction
This document is a type-C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the requirements of this type-C
standard.

1 Scope
This document deals with all significant hazards, hazardous situations and events relevant to
agglomerators for the modification of plastic scraps in its form, size and flow characteristics, when they
are used as intended and under conditions of misuse which are reasonably foreseeable by the
manufacturer (see Annex A). The hazards have been identified taking into account all phases of the
machine life cycle according to EN ISO 12100:2010, 5.4.
Machines considered in this document begin at the outer edge of the feed opening and end at the outer
edge of the discharge opening.
This document does not deal with:
— hazards due to emissions by processing materials that could be hazardous to health;
— hazards caused by ignition of flammable residues in material to be processed;
— requirements for exhaust ventilation systems.
This document is not applicable to agglomerators manufactured before the date of its publication.

3 Terms and definitions

thermoplastic scrap in a chamber
Note 1 to entry: The material is cut, kneaded, mixed, or heated by friction to increase the flow of the material.

agglomerating tool
tool, secured on a rotating structure (e.g. disc) which can be combined with a stationary counter tool, to
modify the material being processed in form, size and flow characteristics

material from the agglomerator
4 Safety requirements and/or protective/risk reduction measures
4.1 General
Machinery shall comply with the safety requirements and/or protective/risk reduction measures of this
clause. In addition, the machine shall be designed according to the principles of EN ISO 12100:2010 for
relevant but not significant hazards that are not dealt with by this document.
The safety related parts of the control system shall be in accordance with EN ISO 13849-1:2015 or
EN 62061:2005, EN 62061:2005/A1:2013, EN 62061:2005/A2:2015. The required performance levels
(PL ) or Safety Integrity Levels (SIL) are given in the relevant subclauses.

4.2 Mechanical hazards
4.2.1 Access through openings in the agglomerator chamber
In the agglomerator there are openings designed and constructed for feeding the material, discharging
the material, inspecting the process inside the agglomerator chamber and changing or maintaining the
agglomerating tools.
Access to agglomerating tools and their rotating support elements in the agglomerator chamber through
openings shall be prevented by one or more of the following:
— fixed guards in accordance with EN ISO 14120:2015, that may be distance guards as defined in
EN ISO 14120:2015, 3.2.2;
— interlocking guards with guard locking in accordance with EN ISO 14120:2015 and
EN ISO 14119:2013, such that the guards remain closed and locked until all motions of the
agglomerating tools have ceased; safety related parts of the control system shall be according to:
— PL = d or SIL = 2 for the interlocking function and

— PL = c or SIL = 1 for the locking function.

Safety distances preventing access to agglomerating tools and their rotating support element, if any, shall
be in accordance with EN ISO 13857:2008, Table 2, Table 3, Table 4 and/or Table 6.
If the feeding equipment, or its part or the discharge system act as a guard and is capable of being moved
out of position without the use of a tool and the resulting access to the agglomerator does not comply
with the above safety distances of EN ISO 13857:2008, then it shall act as an interlocking guard with
guard locking in accordance with EN ISO 14119:2013, such that it remains locked in position until all
motions of the agglomerating tool have ceased; safety related parts of the control system shall be
according to:
— PL = d or SIL = 2 for the interlocking function and
r
— PL = c or SIL = 1 for the locking function.
r
If the dimensions of the opening are greater than 500 mm × 400 mm, so that whole body access is
possible, falling through the feed opening shall be prevented by positioning the lower edge of the opening
at a minimum height of 1,20 m from the working level.
If, for operational reasons, it is necessary to move agglomerating tools and their support when
interlocking guards are open, e.g. to change or to adjust the agglomerating tools, the rotating support
shall be designed to allow its manual movement and preventing any contact with the agglomerating tools
(e.g. fitting removable handles). See 6.2.3.
If the manual rotation is not possible (e.g. for large machines due to the mass of the rotating support) a
specific operational mode shall be allowed which permits the powered rotation of the agglomerating
tools and their support when the interlocking guards are open. This specific operational mode shall:
— be activated by a selector switch in accordance with EN ISO 12100:2010, 6.2.11.10, that can be locked
in all positions by a removable or coded key or other means that prevent unauthorised selection and
— enable the rotation of the agglomerating tools and their support by a hold-to-run control device in
combination with a maximum peripherical rotating speed of 2 m/min, in accordance with
EN ISO 12100:2010, 6.2.11.9 and with EN 60204-1:2018, 9.2.3 and 9.2.4.

The safety related parts of the control circuit shall be PL = d or SIL 2.

To avoid any unexpected motion of rotating support of agglomerating tools during their changing or
adjusting, appropriate devices, e.g. mechanical lock with pins, shall be provided.
See 6.2.2, 6.2.3 and 6.2.5.
The temperature of the material that is processed shall be automatically controlled, e.g. using a cooling
system or reducing the speed of the rotating agglomerating tools, etc., in order to prevent the blocking of
the rotating agglomerating tools.
The safety related parts of the control system shall be according to PL = b.

4.2.2 Feed material that is not pre-cut
If the intended use of the agglomerator is to process continuous films, fibres, strands or similar materials
likely to cause entanglement, then sensitive mechanically actuated protective equipment (e.g. pressure
sensitive edge, wire, etc.), in accordance with EN ISO 13856-2:2013 or EN ISO 13856-3:2013 shall be
provided at the feed opening to automatically stop the material being fed in when actuated. The sensitive
protective equipment shall be positioned at a height between 1,20 and 1,40 m in a way that it is
automatically actuated in case of entanglement by a force less than or equal to 250 N.
The safety related parts of the control system shall be according to PL = d or SIL = 2.

4.2.3 Moving parts of discharge systems
Access to powered moving parts of discharge systems shall be prevented by one or more of the following:
— fixed guards in accordance with EN ISO 14120:2015;
— interlocking guard in accordance with EN ISO 14120:2015 and EN ISO 14119:2013 and positioned
in accordance with EN ISO 13855:2010.
Safety distances shall be in accordance with EN ISO 13857:2008, Table 2, Table 3, Table 4 and/or Table 6.
The safety related parts of the control system shall be according to PL = c or SIL = 1.

If it is possible to have access to dangerous area of the agglomerator chamber from the discharge system,
the requirements in 4.2.1 shall be fulfilled.
4.3 Thermal hazards
The agglomerator shall be designed to allow an exhaust ventilation system to be connected to it, in order
to exhaust the steam resulting from the process.
The surface temperature around the inspection opening and, in case of an agglomerator fed by hand, the
temperature around the feed opening shall not exceed the burn threshold value specified in
EN ISO 13732-1:2008 considering an unintentional contact period of at least 1 s.

This document is currently submitted to the CEN Enquiry.
This document will supersede 12012 4:2006+A1:2008.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive(s).
For relationship with EU Directive(s), see informative Annex ZA, which is an integral part of this
document.
The main changes compared to the previous version are:
— the performance levels / safety integrity level of safety related parts of control systems have been

Introduction
This document is a type-C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the
market players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events
are covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-
B standards, the requirements of this type-C standard take precedence over the requirements of the
other standards for machines that have been designed and built according to the requirements of this
type-C standard.

1 Scope
This European Standard specifies the essential safety requirements applicable to the design and
construction of agglomerators used to densify plastic scrap, reducing its size and/or volume.
The limits of the agglomerator are as follows:
— the outer edge of the feed opening, or the outer edge of the fixed feed device when it is an integral
part of the machine or the interface between the agglomerator chamber and the feed system, when
it is not an integral part of the machine and
— the outer edge of the discharge opening of the agglomerator chamber or the integral discharge
system or the interface between the agglomerator chamber and the discharge system, when it is
not an integral part of the machine.
When the feed or discharge device is covered by a specific type C standard (e.g. EN 1114-1 for extruder)
this should be applied.
Only the significant hazards listed in Annex A and dealt with in Clause 5 are subject to this European
Standard.
This European Standard does not deal with hazards caused by processing materials which, when
heated, may lead to a risk of fire and release of toxic gases.
This European Standard does not deal with hazards caused by upstream and/or downstream
equipment.
This document is not applicable to agglomerators manufactured before the date of its publication.

3 Terms and definitions
For the purposes of this document, the following terms and definitions given in EN ISO 12100:2010 and
the following apply.
3.1
agglomerator
machine (sometimes called densifier) for reducing the size and volume of thermoplastic scrap in a
chamber. The material is cut, kneaded, mixed, or heated by friction and, thus, densified, if required by
using water. Feeding the scrap can be by hand or by feed system
3.2
opening in the agglomerator chamber
opening designed and constructed for feeding the material, discharging the material, inspecting the
process inside the agglomerator chamber and/or maintaining the blades
3.3
blade
cutting/kneading tool, that can be fixed or rotating and is used to cut/knead and heat by friction the
material being processed
3.4
feed system
power operated equipment (conveyor belts, nip roll feeders, feed screws etc.) that is an integral part of
the machine used to feed the agglomerator
3.5
fixed feed device
non power operated equipment (hopper, feed table etc.) used to feed the agglomerator
3.6
discharge system
power operated equipment that is an integral part of the machine such as output slides etc. used to
discharge the material from the agglomerator chamber

4 Safety requirements and/or protective measures
4.1 General
Machinery shall comply with the safety requirements and/or protective/risk reduction measures of this
Clause 4. In addition, the machine shall be designed according to the principles of EN ISO 12100:2010
for relevant but not significant hazards that are not dealt with by this document.
The safety functions performed by the control system shall be in accordance with EN ISO 13849-1 or
EN 62061 and the required performance levels (PL ) or Safety Integrity Levels (SIL) are given in the

relevant sub-clauses.
4.2 Mechanical hazards
4.2.1 Access through openings in the agglomerator chamber
Access to the dangerous movements of the parts in the agglomerator chamber through openings shall
be prevented by one or more of the following:
— design,
— fixed guards as defined in EN ISO 14120:2015, 3.2,
— interlocking guard with guard locking as defined in EN ISO 14119:2013, 3.5, such that the guard
remains closed and locked until all motions of the blade has ceased;
— safety related parts of the control system shall be according to:
— PLr=d or SIL=2 for the interlocking function and
— PLr=c or SIL=1 for the locking function.
Safety distances shall be in accordance with EN ISO 13857:2008, Table 2, Table 3, Table 4 and/or
Table 6.
If the fixed feed device or feed system, or the part of the agglomerator chamber containing the feed
opening, or the discharge system, is capable of being moved out of position and the resulting access to
the agglomerator chamber does not comply with the above safety distances of EN ISO 13857:2008, then
it shall act as an interlocking guard with guard locking as defined in EN ISO 14119:2013, 3.5 such that it
remains locked in position until all motion of the blade has ceased. Safety related parts of the control
system shall be according to:
— PLr=d or SIL=2 for the interlocking function and
— PLr=c or SIL=1 for the locking function.
To avoid any motion of movable parts during the changing or adjusting of blades, appropriate devices
and/or tools shall be provided.
The temperature of the material shall be controlled in order to prevent the blocking of the rotating
blades, see 6.1.12.
If the dimensions of the feed opening are greater than 0,40 m in height and 0,50 m in width, falling
through the feed opening shall be prevented by the lower edge of the opening positioned at a minimum
height of 1,40 m from the working level.

4.2.2 Feed material that is not pre-cut
If the intended use of the agglomerator is to process continuous films, fibres, strands or similar
materials likely to cause entanglement, then sensitive mechanically actuated protective equipment (e.g.
pressure sensitive edge, wire, etc.), in accordance with EN ISO 13856-2 or EN ISO 13856-3 shall be
provided at the feed opening to automatically stop the material being fed in. The sensitive protective
equipment shall be activated by a force equal to or less than 250 N. The safety related parts of the
control system shall be according to PLr = d or SIL = 2.

4.2.3 Ejection of parts or materials from the agglomerator chamber
The agglomerator chamber and its openings shall be designed and constructed to prevent the ejection
of parts or materials (e.g. deflecting screens). See also 6.1.3
4.2.4 Strength
The chamber, including the inspection windows, shall be able to resist stresses due to operation and
which may result from unexpected loosening or break-up of a cutting tool during operation.
4.2.5 Moving parts of feed and discharge systems
— fixed guards as defined in EN ISO 14120:2015, 3.2,
— interlocking guard as defined in EN ISO 14119:2013, 3.2, positioned in accordance with
EN ISO 13855.
Safety distances shall be in accordance with EN ISO 13857:2008, Table 2, Table 3, Table 4 and/or
Table 6.
The safety related parts of the control system shall be according to PLr = c or SIL = 1.
If it is possible to have access to dangerous area of the cutting chamber from the feed or discharge
system, the requirements in 4.2.1 shall be fulfilled.
4.3 Thermal hazards
Openings shall be designed or positioned so that hot materials cannot be ejected or fall out of the
agglomerator chamber. Permanently fixed warning signs indicating the presence of hot materials inside
the chamber shall be positioned close to the openings. See 6.2.
The agglomerator shall be designed to allow an exhaust ventilation system to be connected to it, in
order to exhaust the steam resulting from the process.
The surface temperature around the inspection opening and - in case of an agglomerator fed by hand -
the temperature around the feed opening shall not exceed the limit value specified in EN ISO 13732-1.

4.4 Noise hazards
4.4.1 Noise reduction at source by design
Agglomerators shall be designed and constructed so that risks resulting from the emission of airborne
noise are reduced to the lowest level, taking into account technical progress and the availability of
means of reducing noise, in particular at source. Useful guidance is given in EN ISO 11688-1.
NOTE EN ISO 11688-2:2000 gives useful information on noise generation mechanisms in machinery.

Current measures to reduce noise at source are:
— choice of low-noise machine components (motors, transmission systems);
— use of vibration damping material for vibrating surfaces;
— use of elastic transmission to prevent structure-borne noise from propagating from vibrating
elements to other machine parts.
4.4.2 Noise reduction by protective measures
Amongst the measures that may be taken to reduce noise emission are:
— sound insulation of the agglomerator chamber;
— fitting acoustic enclosures around machine parts.
4.4.3 Information connected with noise hazards
See 6.1.3, 6.1.9 and Annex B.
4.5 Hazards generated by dust, fumes and gases
The agglomerator shall be designed to allow an exhaust ventilation system to be connected to it.
The chamber shall be designed to prevent any dust ejection or it shall be collected (e.g. with a suction
system).

4.6 Hazards due to electrical energy
4.6.1 Electrical equipment
4.6.1.1 General
The electrical equipment shall be in accordance with EN 60204-1 and the following specific
requirements.
4.6.1.2 Supply disconnecting (isolating) device
The supply disconnecting devices shall be in accordance with EN 60204-1:2006, 5.3.2 a) to e).
Where the supply disconnecting device is of type a) to d) the requirements of EN 60204-1:2006, 5.3.3
shall apply.
4.6.1.3 Protection against direct contact
Protection against direct contact shall be in accordance with EN 60204-1:2006, 6.2.
4.6.1.4 Protection against indirect contact
Protection against indirect contact shall be in accordance with EN 60204-1:2006, 6.3.
4.6.1.5 Emergency stop
The emergency stop shall function as a category 0 stop in accordance with EN 60204-1:2006, 9.2.2. It
shall stop:
— any movement, and

— the supply of the following, if their continued supply creates further hazards:
— power to the cooling elements;
— power to the exhaust system.
One or more emergency stop actuators shall be provided. The number of actuators depends on the size
of the agglomerator. Actuators shall be positioned so that they are easily accessible. At least one
actuator shall be positioned close to each of the operating positions and working places.
