Overview
SIST ETS 300 324-2:1997 defines the Protocol Implementation Conformance Statement (PICS) proforma for the V5.1 interface at digital Local Exchanges (LEs) supporting Access Networks (ANs). Developed by the Slovenski inštitut za standardizacijo (SIST) and harmonized with ETSI standards, this documentation is essential for vendors, network operators, and testing organizations involved in telecommunication system deployments within European and international contexts.
The PICS proforma specifies the implementation flexibilities for the V5.1 interface, supporting Public Switched Telephone Networks (PSTN), ISDN ports, and leased line connections across digital exchanges and access networks. It plays a pivotal role in demonstrating protocol compliance, ensuring product interoperability, and facilitating standardized procurement and deployment processes.
Key Topics
- V5.1 Interface Compliance: The standard provides a structured proforma for vendors to declare which mandatory and optional features of the V5.1 interface have been implemented, in line with ETS 300 324-1.
- Conformance Assessment: Supports both static conformance reviews and formal declarations, aligning with ISO/IEC conformance testing methodologies.
- Implementation Flexibility: Details optional and conditional protocol features, supporting network customization, national PSTN variations, and operator-specific requirements.
- Layered Protocol Structure: Addresses compliance across Layer 1 (physical), Layer 2 (data link), and Layer 3 (network) functions for signaling, control, and port management within the V5.1 specification.
- Access Network & Local Exchange Integration: Outlines features required for robust interworking between local exchanges and access networks, including channel allocation, signaling paths, and performance monitoring.
Applications
- Vendor Product Declarations: Manufacturers complete the PICS proforma to demonstrate that products conform to the required V5.1 interface specifications, including implemented and non-implemented features. This supports transparent procurement and integration.
- Network Operator Requirements: Enables operators to specify mandatory and optional V5.1 capabilities needed for their network environment, facilitating alignment during tenders or procurement.
- Interoperability Testing: Forms the basis for interoperability assessments by highlighting conformance to standardized signaling and protocol features. This lowers the risk of compatibility issues in mixed networks.
- Quality Assurance and Certification: The PICS serves as a reference for certification authorities and testing organizations seeking evidence of standard-compliant implementation before network deployment.
- System Auditing and Troubleshooting: Provides a documented baseline to audit deployed systems and assist with troubleshooting by clarifying what protocol features are present and how they were implemented.
Related Standards
- ETS 300 324-1: Defines the core specification for the V5.1 interface used in digital local exchanges supporting access networks.
- ISO/IEC 9646-1 & ISO/IEC 9646-7: Set the global framework for Open Systems Interconnection (OSI) conformance testing, including the structure and use of implementation conformance statements.
- ETS 300 324-3: Details test suite structures and test purposes for the V5.1 interface, complementing the PICS proforma with standardized testing methods.
Practical Value
By using SIST ETS 300 324-2:1997, organizations ensure that digital Local Exchange and Access Network equipment meet recognized international requirements for V5.1 interfaces, improving operational interoperability, network scalability, and streamlined technology integration. The PICS proforma directly supports compliance-driven network modernization and reduces the risk associated with introducing non-conforming devices into telecom infrastructures.

ETS 300 324-2: February 1994
Foreword
This European Telecommunication Standard (ETS) has been produced by the Signalling Protocols and
Switching (SPS) Technical Committee of the European Telecommunications Standards Institute (ETSI).
This ETS is part 2 of a multi-part standard covering the V5.1 interface specification as described below:
Part 1: V5.1 interface specification;
Part 2: Protocol Implementation Conformance Statement (PICS) proforma;
Part 3: Test Suite Structure and Test Purposes (TSS&TP).
NOTE 1: At the time of publication of this ETS, the final structure of further part(s) and/or
separate ETS(s) containing the test specifications was still under study.
To evaluate conformance of a particular implementation, it is necessary to have a statement of which
capabilities and options have been implemented for a given Open Systems Interconnection (OSI)
protocol. Such a statement is called a Protocol Implementation Conformance Statement (PICS).
NOTE 2: It is however possible to use this ETS to indicate the basic requirements for an Access
Network (AN) or a Local Exchange (LE) required by a network operator. Specific
requirements need to be added, e.g. the Public Switched Telephone Network (PSTN)
port characteristics and conditions.

1 Scope
This second part of ETS 300 324 defines the Protocol Implementation Conformance Statement (PICS)
proforma for the implementation flexibility allowed for a V5.1 interface defined in ETS 300 324-1 [1]. It
allows either the Network Operator to formulate the requirements for V5.1 interface implemented in an
Access Network (AN) or Local Exchange (LE), or to decide whether an implementation meets these
requirements. It details in tabular form the implementation options, i.e. the optional functions additional to
those which are mandatory to implement.
This ETS is in compliance with the relevant requirements and in accordance with the relevant guidance
given in ISO/IEC 9646-7 [3].
2 Normative references
This ETS incorporates by dated or undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to or revisions of any of these publications
apply to this ETS only when incorporated in it by amendment or revision. For undated references the latest
edition of the publication referred to applies.

3 Definitions
For the purposes of this ETS, the following definitions apply:
Protocol Implementation Conformance Statement (PICS): a statement made by the supplier of an
Open System Interconnection (OSI) implementation or system, stating which capabilities have been
implemented for a given OSI protocol (see ISO/IEC 9646-1 [2]).
PICS proforma: a document, in the form of a questionnaire, designed by the protocol specifier or
conformance test suite specifier, which when completed for an OSI implementation or system becomes
the PICS (see ISO/IEC 9646-1 [2]).
Static conformance review: a review of the extent to which the static conformance requirements are met
by the Implementation Under Test (IUT), accomplished by comparing the PICS with the static
conformance requirements expressed in the relevant standard(s) (see ISO/IEC 9646-1 [2]).

The supplier of a protocol implementation which is claimed to conform to ETS 300 324-1 [1] is required to
complete a copy of the PICS proforma provided in this ETS and is required to provide the information
necessary to identify both the supplier and the implementation.

6.3 Identification of the protocol
This PICS proforma applies to the following standard:
ETS 300 324-1 (1994): "Signalling Protocols and Switching (SPS); V interfaces at the digital Local
Exchange (LE); V5.1 interface for the support of Access Network (AN); Part 1: V5.1 interface
specification".
6.4 Global statement of conformance
The implementation described in this PICS meets all the mandatory requirements of the referenced
standard.
[ ] Yes
[ ] No
NOTE: Answering "No" to this question indicates non-conformance to the protocol specification.
Non-supported mandatory capabilities are to be identified in the PICS, with an
explanation of why the implementation is non-conforming.
