SIST ETS 300 417-3-2 E1:2003 is the Slovenian adoption of ETSI ETS 300 417-3-2 Edition 1. It is an Implementation Conformance Statement (ICS) proforma for Synchronous Digital Hierarchy (SDH) transport equipment, used to describe conformance of STM-1, STM-4 and STM-16 regenerator section and multiplex section layer functions. Suppliers and test laboratories use it to record which capabilities are implemented and to structure conformance or approval testing.
What does SIST ETS 300 417-3-2 E1:2003 specify?
SIST ETS 300 417-3-2 E1:2003 specifies the ICS proforma for the STM-N regenerator section and multiplex section layer functions defined in ETS 300 417-3-1. In practice, it provides the questionnaire and completion rules used to declare support for the relevant SDH functions in an implementation.
The document is organized as a general guidance annex followed by layer-specific proformas for STM-1, STM-4 and STM-16. Annexes B to G break the subject into regenerator section, multiplex section, linear trail protection, and shared protection ring cases.
| Annex | What it covers |
|---|---|
| A | Guidance for completing the ICS proforma for ETS 300 417-3-1 |
| B | STM-1 regenerator section layer |
| C | STM-1 multiplex section layer |
| D | STM-4 regenerator section layer |
| E | STM-4 multiplex section layer |
| F | STM-16 regenerator section layer |
| G | STM-16 multiplex section layer |
What are the key requirements of SIST ETS 300 417-3-2 E1:2003?
SIST ETS 300 417-3-2 E1:2003 mainly requires the supplier to complete a standardized conformance statement, using the same item order and wording as the annex proformas. Clause 4 says each layer instance needs a separate completed ICS proforma, so the result is specific to the exact equipment configuration under test.
Completion rules and status notation
Annex A defines the completion method. The tables use status codes such as mandatory, optional, not applicable, prohibited, qualified optional and conditional, and the supplier fills in support as yes, no or not applicable. That matters because the tester can see at a glance which features are claimed and which test cases apply.
Identification and conformance declaration
Annexes B to G all begin with identification of the implementation under test (IUT), the system under test (SUT), product supplier, client and contact person, followed by a global statement of conformance. In practice, this ties each answer set to a specific product build and responsible organization.
STM-1 regenerator section items
Annex B covers RS1 functions such as connection, trail termination, adaptation to MS1, DCC, P0s and V0x, plus supervision. It also includes frame alignment signal (FAS), signal scrambling and descrambling, Bit Interleaved Parity 8 (BIP-8), Trail Trace Identifier (TTI), Trace Identifier Mismatch (dTIM), Alarm Indication Signal (AIS), Signal Fail and defect correlation. This tells a buyer or tester what overhead processing and fault handling the STM-1 regenerator supports.
STM-1 multiplex section items
Annex C covers MS1 connection, trail termination, adaptation to S4, SD, DCC and P0s, and linear trail protection. It includes BIP-24 monitoring on the MSOH, MS AIS, Remote Defect Indication (RDI), Remote Error Indication (REI), AU-4 pointer generation and interpretation, and Automatic Protection Switching (APS). In practice, this is where payload alignment, protection switching and monitoring behaviour are declared.
STM-4 and STM-16 extensions
Annexes D to G repeat the same pattern for STM-4 and STM-16, with additional protection cases. Annex G also includes two-fibre shared protection ring behavior, which matters when the equipment is used in ring-based protection networks.
What terms does SIST ETS 300 417-3-2 E1:2003 define?
- Implementation Conformance Statement (ICS) - A statement from the supplier describing which capabilities of the specification are implemented in the equipment.
- ICS proforma - The questionnaire-style document that becomes an ICS when completed.
- Implementation Under Test (IUT) - The specific layer instance or implementation being assessed.
- System Under Test (SUT) - The overall equipment or system that contains the IUT.
- Trail Trace Identifier (TTI) - Identifier information inserted and checked at trail termination to confirm the expected remote source.
- Automatic Protection Switching (APS) - The protection switching control mechanism used in linear and ring protection schemes.
- Data Communications Channel (DCC) - The overhead channel used for management communications.
- Alarm Indication Signal (AIS) - A signal used to indicate a defect or failure condition to downstream functions.
Who uses SIST ETS 300 417-3-2 E1:2003?
SIST ETS 300 417-3-2 E1:2003 is used by SDH equipment suppliers, test laboratories, network equipment vendors and quality managers. They use it when preparing conformance or approval tests, documenting optional features, checking protection functions, and recording the exact STM-N layer behavior of a product. Buyers can also use it to compare claimed capabilities across implementations.
Which standards are used with SIST ETS 300 417-3-2 E1:2003?
- ETS 300 417-3-1 - The base standard whose STM-N regenerator and multiplex section layer functions are described by this ICS proforma.
- ETS 300 417-1-1 - Provides the generic SDH functional requirements and performance rules referenced for monitoring, defect correlation and pointer behavior.
- ISO/IEC 9646-7 - Gives the ICS format and completion conventions used by the proforma.
- ETS 300 406 - Provides the conformance testing methodology and standardization approach used with the ICS.
- ETS 300 417-2-2 - The companion ICS proforma for SDH and PDH physical section layer functions.
- ETS 300 746 - Covers APS protocols and operation for SDH network protection schemes.
- ITU-T Recommendation G.707 - Supplies the SDH frame, pointer and overhead definitions used throughout the proformas.
- TS 101 009 - Describes types and characteristics of SDH network protection schemes.
What does the SIST ETS 300 417-3-2 E1:2003 document contain?
The document contains mostly tabular ICS proformas and supporting guidance. These tables capture implementation identification, support status, allowed values and conditional dependencies for each layer function.
It also contains detailed item tables for frame alignment, scrambling, error monitoring, TTI handling, overhead insertion and extraction, pointer processing, APS behavior, defect handling and performance monitoring. Annex C and Annex G include especially detailed pointer generation and interpretation material, while the later annexes extend the same structure to STM-4 and STM-16.

Page 11ETS 300 417-3-2: November 1997ForewordThis European Telecommunication Standard (ETS) has been produced by the Transmission andMultiplexing (TM) Technical Committee of the European Telecommunications Standards Institute (ETSI).This ETS provides the Implementation Conformance Statement (ICS) proforma specification to be used inconnection with conformance/approval testing of Synchronous Digital Hierarchy (SDH) equipment. It isone of a family of ETSs covering various aspects of SDH equipment standards. The ICS proforma specification will ultimately consist of 8 sub-parts of ETS 300 417, numbered 1-2 to 8-2,each of which will correspond to sub-parts 1-1 to 8-1 of ETS 300 417, respectively. The ICS sub-parts are:Part 1-2:ETS 300 417-1-2: "General information about Implementation Conformance Statement (ICS) proforma specification";Part 2-2:ETS 300 417-2-2: "SDH and PDH Physical section layer functions Implementation Conformance Statement (ICS) proforma specification";Part 3-2:ETS 300 417-3-2: "STM-N regenerator and multiplex section layer functions Implementation Conformance Statement (ICS) proforma specification";Part 4-2:ETS 300 417-4-2: "SDH path layer functions Implementation Conformance Statement (ICS) proforma specification";Part 5-2:ETS 300 417-5-2: "PDH path layer functions Implementation Conformance Statement (ICS) proforma specification";Part 6-2:ETS 300 417-6-2: "Synchronization layer functions Implementation Conformance Statement (ICS) proforma specification";Part 7-2:ETS 300 417-7-2: "Auxiliary layer functions Implementation Conformance Statement (ICS) proforma specification";Part 8-2:ETS 300 417-8-2: "Major compound functions, Implementation Conformance Statement (ICS) proforma specification".Transposition datesDate of adoption:24 October 1997Date of latest announcement of this ETS (doa):28 February 1998Date of latest publication of new National Standardor endorsement of this ETS (dop/e):31 August 1998Date of withdrawal of any conflicting National Standard (dow):31 August 1998SIST ETS 300 417-3-2 E1:2003
Page 12ETS 300 417-3-2: November 1997IntroductionTo evaluate conformance of a particular implementation, it is necessary to have a statement of whichcapabilities and options have been implemented for a telecommunication specification. Such a statementis called an Implementation Conformance Statement (ICS).A client of a test laboratory who requests a conformance/approval test shall provide to the test laboratorya completed ICS proforma for each layer to be tested and a detailed system description of theimplementation. The ICS proforma is not another complete description of the related specification, but rather a compactform of its static conformance requirements, to be used by the test laboratory to identify which test shallbe performed on a given implementation. Not every feature of a profile specification is contained in therelated ICS proforma. For particular cases requiring specific information the ICS can refer to theappropriate clause of the related specification by means of references, notes and or comments. The ICS proforma captures the implementation flexibility allowed by the related specification and detailswhich option are left to the implementor, which are conditionally dependent on other
