Metadata for Learning Opportunities (MLO) - Advertising

This International Standard specifies the characteristics of electronic representation of Learning Opportunities
in order to facilitate their advertising and subsequent discovery by prospective learners.
Key users of the standard will be:
 those who provide opportunities for learning and wish to advertise them;
 those who offer electronic search services that aggregate results from multiple Learning Opportunity
providers;
 those who wish to compare Learning Opportunities that have been represented electronically.
This International Standard specifies an abstract model for representing Learning Opportunities. The model
specifies three resources about which metadata can be stored to facilitate advertising of Learning
Opportunities:
a) the Learning Opportunity Provider;
b) the Learning Opportunity Specification; and
c) the Learning Opportunity Instance.
This International Standard specifies the characteristics of relations between the three resources and
recommends a core set of metadata for each.
The model proposed within the standard is not intended to define the electronic representation of Learning
Objects in general - the scope of the standard is restricted to define the electronic representations of Learning
Opportunities to facilitate their advertising and subsequent discovery by learners. Metadata collected and
presented for the purpose of advertising Learning Opportunities may, of course, be used for other purposes -
for instance, providing detailed description of a formal learning opportunity to enrich a transcript that showed a
learner's educational history.

Diese Internationale Norm legt die Eigenschaften für die elektronische Darstellung von Lernangeboten fest, um ihre Werbung und die nachfolgende Informationsgewinnung von potentiell Lernenden zu erleichtern.
Hauptanwender dieser Norm sind:
   Personen, die Lernangebote bereitstellen und für diese werben möchten;
   Personen, die elektronische Suchdienste für die Zusammenstellung von Ergebnissen mehrerer Anbieter von Lernangeboten anbieten; und
   Personen, die elektronisch dargestellte Lernangebote miteinander vergleichen möchten.
Diese Internationale Norm legt ein abstraktes Modell zur Darstellung von Lernangeboten fest. Dieses Modell beschreibt drei Informationsquellen, über die Metadaten zur Erleichterung der Werbung für Lernange¬bote gespeichert werden können:
a)   den Anbieter des Lernangebots;
b)   die abstrakte Beschreibung eines Lernangebots; und
c)   ein konkretes Beispiel für dieses Lernangebot.
Diese Internationale Norm legt die Eigenschaften der Beziehung dieser drei Informationsquellen unterein-ander fest und empfiehlt für jede einzelne eine Kernmenge von Metadaten.
Das in dieser Norm vorgeschlagene Modell zielt nicht auf eine Definition der elektronischen Darstellung von Lernangeboten im Allgemeinen ab — der Anwendungsbereich beschränkt sich auf die Definition der elektroni¬schen Darstellung von Lernangeboten zur Vereinfachung ihrer Werbung und der nachfolgenden Auffindung durch Lernende. Metadaten, die in dieser Norm für Werbungszwecke zu Lernange¬boten zusammengetragen und dargestellt sind, können natürlich auch für andere Zwecke verwendet werden — zum Beispiel für ausführliche Beschreibungen von früheren Lernangeboten in Dokumenten über den Bildungsweg eines Lernenden. Diese Norm gibt jedoch keine Anleitung für die Beschreibung und Zusam-menstellung von Metadaten für andere Zwecke als den der Werbung.

La présente Norme internationale spécifie les caractéristiques de la représentation électronique des opportunités d’apprendre afin d’en faciliter la publicité et la découverte ultérieure par les apprenants potentiels.
Les principaux utilisateurs de la norme seront :
   ceux qui fournissent des opportunités d’apprendre et qui souhaitent en faire la promotion ;
   ceux qui offrent des services électroniques de recherche qui agrègent les résultats émanant de multiples fournisseurs d’opportunités d’apprendre ;
   ceux qui souhaitent comparer les opportunités d’apprendre qui sont représentées sous forme électronique.
La présente Norme internationale établit un modèle abstrait de représentation des opportunités d’apprendre. Ce modèle spécifie trois ressources pour lesquelles il est possible de stocker des métadonnées pour faciliter la publicité des opportunités d’apprendre :
a)   le fournisseur d’opportunités d’apprendre ;
b)   la spécification d’opportunité d’apprendre ; et
c)   l’instance d’opportunité d’apprendre.
La présente Norme internationale définit les caractéristiques des relations entre les trois ressources et recommande un ensemble de métadonnées de base pour chacune d’elles.
Le modèle proposé dans le cadre de la norme ne vise pas à définir la représentation électronique d’objets d’apprentissage en général – le domaine d’application de la norme se limite à définir les représentations électroniques d’opportunités d’apprendre pour en faciliter la publicité et la découverte ultérieure par les apprenants. Les métadonnées recueillies et présentées pour faire la publicité d’opportunités d’apprendre peuvent, bien entendu, être utilisées à d’autres fins – par exemple, pour fournir une description détaillée d’une opportunité d’apprendre formelle afin d’enrichir une liste récapitulative montrant l’historique de formation d’un apprenant.

Ta evropski standard določa značilnosti elektronske predstavitve učnih možnosti, da bi olajšal njihovo oglaševanje in posledično odkrivanje perspektivnih učencev. Glavni uporabniki standarda bodo: - tisti, ki zagotavljajo učne možnosti in jih želijo oglaševati; - tisti, ki ponujajo elektronske storitve iskanja, ki združujejo rezultate več izvajalcev učnih možnosti; - tisti, ki želijo primerjati učne možnosti, predstavljene v elektronski obliki. Ta evropski standard za predstavljanje učnih možnosti določa abstraktni model. Model določa tri vire, o katerih se lahko shranjujejo metapodatki za lažje oglaševanje učnih možnosti: a) izvajalec učnih možnosti; b) specifikacija učnih možnosti; in c) primer učnih možnosti. Ta evropski standard določa značilnosti odnosov med temi tremi viri in za vsakega priporoča osnovni nabor metapodatkov.

EN 15982:2011 (E) 3 Foreword This document (EN 15982:2011) has been prepared by Technical Committee CEN/TC 353 “Information and Communication Technologies for Learning, Education and Training”, the secretariat of which is held by UNI. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by March 2012, and conflicting national standards shall be withdrawn at the latest by March 2012. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights. MLO-Advertising (MLO-AD) is a standard addressing metadata sufficient for advertising a learning opportunity. The goal of MLO-AD is to provide information about a learning opportunity, to enable the learner to make a decision if there is a need for more information about the learning opportunity, and where to find that information. MLO-AD is a lightweight standard that fits well with existing business processes and technologies. The MLOAD standard facilitates semantic technologies and web architectures to support several mechanisms for exchange of information and aggregation of information by third party service suppliers. The standard is easy to implement to ensure a rapid uptake by the European countries. At the design level, the group wanted the standard to support the ECTS descriptions and the exchange of ECTS information. The standard only describes the datamodel for learning opportunities, and does not give any guidance on the vocabularies that are needed to ensure semantic interoperability between different educational and jurisdictional domains. The reason for not addressing vocabularies is that there is a need for frequently updating and maintaining the vocabularies, and that many vocabularies are mandated by the educational and jurisdictional domains where the standard is used. According to the CEN/CENELEC Internal Regulations, the national standards organizations of the following countries are bound to implement this European Standard: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom.
