SIST EN 300 392-10-16 V1.3.1:2006 is the Slovenian adoption of the ETSI European Standard for Terrestrial Trunked Radio (TETRA) Voice plus Data supplementary services. It specifies the stage 1 service behaviour of Pre-emptive Priority Call (PPC), including how a higher-priority call can obtain resources or interrupt an existing call. It is written for TETRA service providers, network and terminal implementers, and anyone defining or testing SS-PPC behaviour in a Switching and Management Infrastructure (SwMI).
What does SIST EN 300 392-10-16 V1.3.1:2006 specify?
SIST EN 300 392-10-16 V1.3.1:2006 defines the user-level specification of Supplementary Service Pre-emptive Priority Call (SS-PPC) for TETRA Voice plus Data. It describes what the service does, how it is provisioned and invoked, how failures are reported, and how it interacts with other TETRA supplementary services.
The scope explicitly includes service description, successful and unsuccessful procedures, interactions with other supplementary services, and interworking considerations. Charging principles are outside the scope.
The document is organized into a short set of clauses plus two informative annexes.
- Clause 1 - Scope
- Clause 2 - References
- Clause 3 - Definitions and abbreviations
- Clause 4 - SS-PPC stage 1 specification, including description, procedures, interactions, interworking considerations, and overall SDL
- Annex A - Bibliography
- Annex B - Change requests
What are the key requirements of SIST EN 300 392-10-16 V1.3.1:2006?
SS-PPC priority and pre-emption
SIST EN 300 392-10-16 V1.3.1:2006 makes SS-PPC a priority service that can displace lower-priority calls when resources are needed. In practice, that means the network may release older calls with lower Call ReTention Value (CRV) so the pre-emptive call can proceed.
Clause 4.1.1.2 also covers called user pre-emption. If the destination is already engaged, the incoming SS-PPC call may interrupt the existing call unless the established call has a sufficiently high priority. The document also describes two options for when the mobile station application decides whether to accept the new call.
Where the service applies
Clause 4.1.2 limits SS-PPC to individual and group TETRA teleservices and bearer services. It does not apply to TETRA packet data services or Short Data Service (SDS). For implementers, this means SS-PPC handling belongs in voice and bearer call control, not in packet or SDS behaviour.
Provisioning and subscription
Clause 4.2.1 states that SS-PPC is provided and withdrawn by arrangement with the service provider, on a per TETRA number basis. The subscription can apply to all or only some subscribed basic services for a given identity. Table 3 defines the key subscription choices: whether immediate pre-emption is required and, if not, the time to pre-emption.
Activation, interrogation, and cancellation
Clause 4.2.2.1 says SS-PPC is activated by the service provider, with optional activation and deactivation support as part of definition. Registration does not apply. Interrogation may be local, remote, or both, and returns the activation state and priority value; remote interrogation also returns delivery state and whether acknowledgement is requested. Cancellation can be supported for authorized users.
Invocation, warning, and failure handling
Clauses 4.2.2.2.1 to 4.2.3.2 describe what happens at call set-up. If traffic channels are not available, the network should release a lower-priority call so the SS-PPC call can be established. If pre-emption indication is subscribed to, the connected parties receive a warning before release; if immediate pre-emption is subscribed to, the warning is skipped.
The document also lists rejection causes, such as lack of authorization, invalid parameters, unknown identity, congestion, or resources already protected by high-CRV pre-emptive calls. This matters for troubleshooting and for user-facing failure messages.
Interactions with other supplementary services
Clause 4.3 sets the interaction rules with other supplementary services. SS-PPC takes precedence over Priority Call (SS-PC), over Call Forwarding on Busy (SS-CFB), and it has no interaction with many others such as SS-CLIP, SS-COLP, SS-CLIR, SS-CR, SS-TPI, SS-CFU, SS-CFNRy, SS-CFNRc, SS-LSC, SS-SNA, SS-AS, SS-AP, SS-LE, SS-IC, SS-BOC, SS-BIC, SS-DGNA, SS-CCNR, and SS-CRT under the stated conditions. Clause 4.3.11 adds the SS-CAD interaction options, which is the main update highlighted in the scope.
What terms does SIST EN 300 392-10-16 V1.3.1:2006 define?
- Access Priority Level (APL) - the value used at initial call set-up to determine priority access across the air interface.
- Call ReTention Value (CRV) - the value used to decide how strongly an established call is protected against pre-emption.
- Pre-emptive Priority Level (PPL) - the value used to allocate resources to an SS-PPC call.
- Priority Level (PL) - the value used to determine access priority when the network is congested.
- SwMI - Switching and Management Infrastructure, the TETRA network infrastructure that controls call handling.
- served user - the user making the SS-PPC call.
- SS-PPC call - a call with a pre-emptive priority value.
- time to pre-emption - the selected delay between warning and forced connection change.
Who uses SIST EN 300 392-10-16 V1.3.1:2006?
SIST EN 300 392-10-16 V1.3.1:2006 is used by TETRA network operators and service providers when they define priority behaviour and subscriber options. It is also used by SwMI designers, mobile station and terminal implementers, and test engineers who need to verify call set-up, pre-emption, warning indications, and interactions with other supplementary services.
It is relevant to dispatcher-oriented systems as well, because the document includes interactions with Call Authorized by Dispatcher (SS-CAD), Discreet Listening (SS-DL), and Ambience Listening (SS-AL).
What changed in SIST EN 300 392-10-16 V1.3.1:2006 from the previous edition?
SIST EN 300 392-10-16 V1.3.1:2006 updates the V1.3.0 edition published in April 2006. The change-request record shows a new update for interaction with SS-CAD, and the annex also records earlier update topics such as emergency call user pre-emption, SS-HOLD and group calls, SwMI behaviour on call pre-emption, and alignment with stage 3 functions and PDU information elements.
Which standards are used with SIST EN 300 392-10-16 V1.3.1:2006?
- ITU-T Recommendation I.221 - provides the general service characteristic used for the definition of busy.
- ITU-T Recommendation Z.100 - provides the Specification and Description Language (SDL) used for the overall behaviour model.
- ETSI ETS 300 392-10-24 / EN 300 392-10-24 - defines Call ReTention (CRT), which SS-PPC uses when deciding which established call to release.
- ETSI EN 300 392-10-6 - defines Call Authorized by Dispatcher (SS-CAD), including the interaction options referenced for SS-PPC.
What does the SIST EN 300 392-10-16 V1.3.1:2006 document contain?
The document contains the service description, procedural rules, interaction rules, interworking considerations, and an overall SDL model of SS-PPC. It also includes tables for pre-emption priority options, subscription options, and change requests, which are useful when configuring or testing network behaviour.
Figure 1 gives the SDL view of the SS-PPC state and call-handling behaviour. Annex A lists bibliography material, and Annex B records the change requests behind the current version.

1 Scope The present document defines the stage 1 specifications of the Supplementary Service Pre-emptive Priority Call (SS-PPC) for the Terrestrial Trunked Radio system (TETRA). Stage 1 is an overall service description from the users point of view but does not deal with the details of the human interface itself. The present document specifies the service description of the supplementary service and the procedures to be expected with successful and unsuccessful outcomes. In addition the present document specifies the interactions with other TETRA supplementary services and interworking considerations. Charging principles are outside the scope of the present document. The SS-PPC enables a user to have preferential access to SwMI resources including pre-emption of calls. 2 References The following documents contain provisions which, through reference in this text, constitute provisions of the present document. • References are either specific (identified by date of publication and/or edition number or version number) or non-specific. • For a specific reference, subsequent revisions do not apply. • For a non-specific reference, the latest version applies.
