Garden equipment - Garden blowers, vacuums and blower/vacuums - Safety

This European Standard specifies the safety requirements and their verification for the design and construction of hand-held combustion engine powered and back-pack combustion engine powered, garden vacuums and garden blower/vacuums with or without shredding means and garden blowers, designed for one operator only. In addition, it specifies the type of information on safe working practices (including residual risks) to be provided by the manufacturer. Throughout this European Standard the term 'machine' is used to mean all the types of garden blowers and vacuums covered by it. This European Standard deals, with all hazards, hazardous situations and events relevant to these machines when they are used as intended and under the conditions foreseen by the manufacturer (see Clause 4), except for: - vibration of backpack machines; - structural integrity for blowers and blower vacuums; - strength for harnesses and back-pack supports. This European Standard is not applicable to: walk-behind, hand-guided (support-wheeled) and ride-on machines; mains driven and battery powered blowers and vacuums of combinations thereof.

Gartengeräte - Blasgeräte, Sauggeräte und Blas-/Sauggeräte für den Garten - Sicherheit

Diese Europäische Norm legt sicherheitstechnische Anforderungen und Prüfungen für die Gestaltung und Konstruktion von handgehaltenen motorgetriebenen und rückentragbaren motorgetriebenen Garten-Sauggeräten und Garten-Blas-/Sauggeräten mit oder ohne Zerkleinerungseinrichtung und Garten-Blasgeräten fest. Außerdem gibt sie Informationen über sicheres Arbeiten (einschließlich Restrisiken), die vom Hersteller zur Verfügung zu stellen sind.
Diese Europäische Norm behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse für diese Maschinen (außer Gehäusefestigkeit), sofern sie unter dem vorgegebenen Zweck und unter den vom Hersteller vorgesehenen Bedingungen eingesetzt werden (siehe Abschnitt 4). Die Sicherheitsanforderungen an elektrisch betriebene Blasgeräte und Blas-/Sauggeräte werden über   EN 60335-1 abgedeckt.
Diese Europäische Norm gilt nur für Maschinen, die von nur einem Benutzer bedient werden.
Allgemein berücksichtigt sie nicht:
-   den Einsatz von Maschinen durch kleine Kinder oder gebrechliche Personen ohne Aufsicht;
-   das Spielen mit der Maschine durch kleine Kinder.
Diese Europäische Norm ist nicht anwendbar auf:
-   handgeführte Maschinen;
-   Aufsitzmaschinen;
-   Saugreiniger, die hauptsächlich im Haus eingesetzt werden, zur Feuchtreinigung oder Tierpflege.
EMV und Gefährdung der Umwelt (außer durch Geräusche) werden in dieser Europäischen Norm nicht in Betracht gezogen. Diese Europäische Norm gilt nicht für Maschinen, die vor dem Datum der Veröffentlichung als EN hergestellt wurden.

La présente Norme européenne spécifie les exigences de sécurité et la vérification de conception et de
construction des aspirateurs et aspirateurs-souffleurs de jardin motorisés tenus a la main et portés sur le dos,
avec ou sans dispositif de broyage ou de soufflerie. Elle précise également le type d'informations que le
fabricant doit fournir sur les pratiques d'utilisation sure (y compris les risques résiduels).
La présente Norme européenne traite tous les phénomenes dangereux, situations et événements dangereux
significatifs applicables a ces machines (hormis l’intégrité structurelle), lorsqu’elles sont utilisées normalement
et dans les conditions prévues par le fabricant (voir l’Article 4). Les exigences de sécurité des souffleurs et
aspirateurs-souffleurs électriques sont couvertes par l’EN 60335-1.
La présente Norme européenne est uniquement applicable aux machines destinées a etre utilisées par un
seul opérateur.
De maniere générale, elle ne prend pas en compte :
- l’utilisation non surveillée des machines par de jeunes enfants ou des personnes handicapées ;
- l’utilisation de la machine par de jeunes enfants a des fins ludiques.
La présente Norme européenne n’est pas applicable :
- aux machines a conducteur a pied ;
- aux machines a conducteur porté ;
- aux aspirateurs principalement destinés a une utilisation a l’intérieur, un nettoyage par aspiration d’eau
ou un toilettage d’animaux.
La présente Norme européenne ne traite pas de la CEM ni des risques liés a l’environnement. De plus, elle
n’est pas applicable aux machines fabriquées avant la date de publication du présent document en tant
qu'EN.

EN 15503:2009 (E) 5 Introduction This European Standard is a type C standard as stated in EN ISO 12100. The machinery concerned and the extent to which hazards, hazardous situations and hazardous events are covered are indicated in the scope of this document. When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard. EN 15503:2009 (E) 6 1 Scope

The attention is drawn to the necessity to verify that the safety requirements specified in this European Standard apply to each significant hazard presented by a given machine and to validate that the risk assessment is complete with particular attention to:  the intended use of the machine including maintenance, setting and cleaning and its reasonably foreseeable misuse;  the identification of all significant hazards associated with the machine. Objects ejected from the discharge opening of the machine 5.5 5 Safety requirements and/or protective measures 5.1 General The machine shall comply with the safety requirements and/or protective measures of this Clause.
In addition, the machine shall be designed according to the principles of EN ISO 12100 for relevant but not significant hazards, which are not dealt with by this document (e.g. sharp edges of the machine frame). NOTE For guidance in connection with risk reduction by design, see Clause 4 of EN ISO 12100-2:2003, and for safeguarding measures, see Clause 5 of EN ISO 12100-2:2003
Parts are considered stable when conditioned in the location where testing is carried out for a period of 24 hours and the ambient temperature is maintained at not less than 15°C.
Machines shall also be marked according to 6.2 and carry warnings according to 6.3.The instruction handbook to be provided with the machine shall comply with 6.1. 5.2 All machines The infeed and discharge opening shall be guarded to prevent contact during normal operation taking into account the safety distances conforming to 4.2.4.1 and 4.2.4.3 of EN ISO 13857:2008.
All guards shall be permanently attached to the machine and shall not be detachable without the use of tools. The opening of guards shall require the use of a tool.
If regular access (see 6.1 for user maintenance) to moving parts is needed (e.g. for removing debris), guards shall be equipped with interlocks in compliance with EN 1088, which disable the drive to the relevant moving parts when accessing the moving parts. The safety-related control system of the interlocked guards shall comply with at least category 1 of EN ISO 13849-1:2008. Compliance is checked by inspection and measurement. 5.3 Hot parts guarding Any metallic surface of the machine that has a temperature of over 80 ºC, or plastic part that has a temperature of over 94 ºC, shall be considered as a hot surface. Such surfaces shall be guarded or designed so that the test acceptance in EN 14930 is met. Surface temperature and compliance shall be determined in accordance with EN 14930. The inside and the end of the exhaust pipe are not considered accessible hot parts and therefore do not have to pass the test of EN 14930. SIST EN 15503:2010



EN 15503:2009 (E) 11 5.4 Casing strength and rigidity
5.4.1 Requirements The casing including all detachable guards shall have adequate mechanical strength and be constructed to withstand such rough handling that may be expected in normal use. Compliance shall be checked by the test in 5.4.2. 5.4.2 Casing strength and rigidity test of hand-held and backpack powered machines The machine is rigidly supported and three blows are applied to every point of the casing that is likely to be weak with an impact energy of 1,0 J ± 0,05 J by means of the spring hammer as specified in IEC 60068-2-75:1997. To ensure that the machine is rigidly supported, it may be placed against a solid wall of brick, concrete or similar material. In that case a sheet of polyamide is tightly fixed to the wall, care being taken to ensure that there is no appreciable air gap between the sheet and the wall. The sheet shall have a Rockwell hardness of HR 100, a thickness of at least 8 mm and be sufficiently large to ensure that all parts of the machine are supported.
No parts of the guarding (casing) that are necessary for compliance with the requirements of this European Standard shall have become detached and no visible cracks shall have developed in these parts. It is not necessary for the machine to be operable after the test but, if it is operable, then immediately following this test, it shall be run at its maximum speed for 30 s and again, no parts of the machine that are necessary for safe operation shall become detached and no visible cracks shall have developed in these parts.
If there is doubt as to whether a defect has occurred by the application of the preceding blows, this defect is neglected and the group of three blows is applied to the same place on a new sample which shall then withstand the test.
If an inner cover is protected by a decorative cover, the test shall be done with the decorative cover removed Damage to the finish, small dents and small chips that do not adversely affect the function of the guard are ignored. Cracks not visible to the naked eye are ignored. 5.5 Structural integrity of vacuums
5.5.1 Requirements The machine shall have sufficient structural integrity to withstand the rigours of normal operation and break- up of the fan.
No part of the machine shall have become detached and there shall be no visible holes, tears or cracks in the enclosure surrounding moving parts or in the debris collector. Compliance shall be checked by the test in 5.5.2. 5.5.2 Structural integrity test A structural integrity test shall be carried out on all machines by vacuuming up ceramic prisms with triangular sides and a prism height of 6,5 mm ± 0,8 mm and a mass of 0,4 g ± 0,02 g (see Figure 1).
For machines the vacuum power of which is not capable of sucking up a sample prism the test does not apply. If the machine has a removable facility for shredding, the machine shall be tested with and without this facility. SIST EN 15503:2010

NOTE EN 60073 [3] and EN 894-1 [4] gives general technical information on marking and identification and ergonomics of controls. 5.6.1.2 Throttle control If an operator throttle control is provided it shall be integrated with a handle. This throttle control shall be positioned so that it can be operated and released when holding the handle to which it is mounted. When it is released this control shall automatically return to the 'idle' position unless a throttle lock or throttle setting device is engaged. Introduction
This European Standard is a type C standard as stated in EN ISO 12100.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this European Standard.
When provisions of this type C standard are different from those, which are stated in type A or B standards,
the provisions of this type C standard take precedence over the provisions of the other standards, for
machines that have been designed and built according to the provisions of this type C standard.

1 Scope
This European Standard specifies the safety requirements and their verification for the design and
construction of hand-held integrally powered and back-pack powered, garden vacuums and garden
blower/vacuums with or without shredding means and garden blowers. In addition, it specifies the type of
information on safe working practices (including residual risks) to be provided by the manufacturer.
This European Standard deals with all the significant hazards, hazardous situations and events relevant to
these machines (except structural integrity) when they are used as intended and under the conditions
foreseen by the manufacturer (see Clause 4). The safety requirements of electrical blowers and blower
vacuums are covered by EN 60335-1.
This European Standard is applicable only to machines which are to be used by one operator only.
It does not in general take into account:
– the use of machines by young children or infirm persons without supervision;
– playing with the machine by young children.
This European Standard is not applicable to:
- pedestrian controlled machines;
- ride-on machines;
- vacuum cleaners intended primarily for use indoors, for water suction cleaning or animal grooming.
EMC and environmental hazards other than noise have not been considered in this European Standard. This
European Standard is not applicable to machines which are manufactured before the date of its publication
as EN.

4 List of significant hazards
For the purposes of this European Standard, Table 1 gives, for defined danger zones, all the significant
hazards, the significant hazardous situations and events covered by this European Standard, that have been
identified by risk assessment as being significant for this type of machine, and which require specific action
to eliminate or to reduce the risk

The attention is drawn to the necessity to verify that the safety requirements specified in this European
Standard apply to each significant hazard presented by a given machine and to validate that the risk
assessment is complete with particular attention to:
  the intended use of the machine including maintenance, setting and cleaning and its reasonably
foreseeable misuse;
  the identification of all significant hazards associated with the machine.

5 Safety requirements and/or protective measures
5.1 General
Machinery shall comply with the safety requirements and/or protective measures of this Clause. In addition,
the machine shall be designed according to the principles of EN ISO 12100, for relevant but not significant
hazards, which are not dealt with by this European Standard .
The tests of 5.2 shall be carried out when the temperature of the parts to be tested has stabilized to an
ambient temperature of not less than 15°C.
5.2 Guarding
5.2.1 General guarding
5.2.1.1 All machines
All power driven components shall be guarded to prevent contact during normal operation.
All apertures and safety distances shall conform to 4.5.1 and 4.5.3 of EN 294:1992 or if guarding is achieved
by means of a tortuous path and a straight rod of 1 m length and 12 mm diameter will not pass through the
opening to contact the moving parts or if there are obstructions inside the tube then the tortuous path test of
5.2.1.2 shall apply.

All guards shall be permanently attached to the machine and shall not be detachable without the use of tools.
The opening of guards shall require the use of a tool.
Exceptions to this are the opening or removal of interlocked guards which disable the drive to the protected
moving parts, which shall be in accordance with EN ISO 12100. Interlock guards shall be at least according
to category 1 of EN 954-1:1996, to cause the moving parts to come to rest before access can be gained.
While the hazardous part is exposed it shall not be possible for it to be powered.
Compliance is checked by inspection and measurement.
5.2.1.2 Fan and shredding means guarded by tortuous path
Machines of dirty fan construction and machines with a shredding means, except for those where the
shredding means has an energy of less than 10 J consisting of a freely pivoting non-metallic cutting means
or a mono-filament line as the shredding means, shall be subject to the following test.
The test shall be carried out both with and without the debris collector in place. If the removal of the debris
collector causes the power to the fan and/or shredding means to be stopped the test shall only be carried out
with the debris collector in place.
5.2.1.2.1 Tortuous path guarding test
The arm probe (see Figure 1) shall not be able to make contact with the fan or shredding means when it is
inserted into any opening up to a maximum distance of 850 mm measured from the point of the upper edge
of the opening nearest to the fan or shredding means. The articulations of the probe shall be manufactured
to enable a rotation of ± 90° about the articulation axis. The movements of the joints of the probe shall be
free enough to allow easy articulation as the probe is inserted into the opening. The probe shall be applied
with a force not exceeding 20 N.
The arm probe shall be twisted and moved in any direction allowed by the joints when approaching the fan or
shredding means. If necessary, one or more sections of the machine may be cut away to allow the probe to
be configured such that it penetrates as far as possible towards the cutting means. If a section is removed
this shall not allow the probe to penetrate further than it would have done before the removal of the
section(s).
5.2.1.2.2 Tortuous path guarding test acceptance
The arm probe shall not contact the shredding means or the fan. When the test is conducted with the debris
collector in place it shall not be possible to push any part of the debris collector into moving parts.
5.2.2 Hot parts guarding
Inadvertent accessibility to hot parts shall be determined by compliance with prEN 14930:1995.
For the purposes of this test normal operation, as defined in 3.10, shall be considered as normal use and any

metallic part of the machine that has a temperature of over 80 C or plastic part that has a temperature of
o
over 94 C when measured according to prEN 14930:1995 shall be considered a hot part.
The inside and end of the exhaust pipe shall be exempt from the requirements of this test.
5.2.3 Guarding strength and rigidity
The mechanical strength of the guarding shall be adequate for normal use.
Compliance shall be checked by the following test.

5.2.3.1 Guarding strength and rigidity test
One sample of the complete machine shall be dropped three times so that it falls through a vertical distance
of (900 ± 10) mm onto a smooth horizontal concrete surface in such a manner as to test the strength of the
guarding most severely. Each of the three drops shall be so conducted that the guarding receives an impact
in a location different from the other two.
