General Information

Abstract

The Working Item shall cover new NGN Release 2 requirements affecting the Ia profile as defined in the NGN vR2 RACS Stage 2 TISPAN-020xx. To that effect a new version 2 of the Ia profile will be started. Additionally the profile will be updated with any improvements that help clarify the usage within NGN Releae1. The Ia profile version 2 shall maintain backwards compatibility with version 1.

Overview

SIST ES 283 018 V2.3.0:2008 is a key Slovenian standard, identical to ETSI ES 283 018 V2.3.0, focusing on the convergence of telecommunication and internet services through advanced networking protocols. Specifically, this document details the H.248 profile required for controlling Border Gateway Functions (BGF) within the Resource and Admission Control Subsystem (RACS), as defined by TISPAN for Next Generation Networks (NGN).

The standard addresses both new requirements introduced in NGN Release 2 and includes improvements for enhanced clarity and compatibility with Release 1. Maintaining backwards compatibility ensures seamless upgrades and integration within existing NGN environments.

Key Topics

  • Resource and Admission Control (RACS): Defines processes for allocating network resources and managing traffic admission in converged networks.
  • H.248 Profile for BGF: Specifies how the H.248 protocol is leveraged to control Border Gateway Functions handling media streams across network boundaries.
  • Session and Context Management: Outlines procedures for creating, modifying, and terminating media sessions, including session-dependent and independent procedures.
  • Gate and Bandwidth Control: Details mechanisms for controlling pinholes (gates) in network borders, allocating IP resources, and enforcing bandwidth and Quality of Service (QoS) policies.
  • Security and Overload Management: Provides frameworks for session security, overload detection, recovery, and handling media gateway failures.
  • Interoperability and Compatibility: Ensures that the profile supports integration between different NGN releases while aligning with related industry standards.

Applications

The practical applications of SIST ES 283 018 V2.3.0:2008 are significant in the field of next-generation telecommunications infrastructures. Typical scenarios where this standard yields benefits include:

  • Service Provider Networks: Enables operators to effectively manage and secure the border between internal networks and external carriers, ensuring traffic is authorized and controlled per policy.
  • Multimedia Delivery Platforms: Facilitates the seamless handling of voice, video, and data streams across converged IP networks, supporting differentiated services and robust traffic management.
  • Enterprise Communications: Assists large organizations in deploying unified communications where resource allocation and border control policies are critical for performance and compliance.
  • Network Equipment Development: Guides manufacturers in implementing BGF controls and RACS-compatible solutions that interoperate across diverse NGN deployments.
  • Migration to NGN: Supports phased introduction of NGN Release 2 features into existing Release 1 environments without service interruption due to backwards compatibility.

Related Standards

Implementers and stakeholders should consider these related standards for a holistic approach to NGN and RACS deployment:

  • ETSI ES 283 018 Series: Comprehensive guidelines for resource and admission control in NGN architectures.
  • ITU-T H.248 (Megaco): The international protocol standard for media gateway control, enabling advanced signaling and session management.
  • ETSI TS 102 333 (GCP): Gateway Control Protocol specification, relevant for comparison and integration with the described H.248 profile.
  • ETSI TISPAN NGN Standards (20xxx Series): A collection of documents defining the architecture, interfaces, and requirements of NGN systems with a focus on interoperability, security, and quality of service.

By complying with SIST ES 283 018 V2.3.0:2008, network operators and equipment providers can ensure efficient resource and admission control, enhanced security, and readiness for the demands of converged next-generation communications. This establishes a solid foundation for reliable, scalable, and flexible telecommunications services in a rapidly evolving digital landscape.

1 Scope
The present document defines a profile of the Gateway Control Protocol (H.248.1) to be used for controlling Border
Gateway Functions (BGF), as defined in ES 282 003 [3].
2 References
References are either specific (identified by date of publication and/or edition number or version number) or
non-specific.
• For a specific reference, subsequent revisions do not apply.
• Non-specific reference may be made only to a complete document or a part thereof and only in the following
cases:
