Standard Specification for Returned Fresh Concrete for Use in a New Batch of Ready-Mixed Concrete
ABSTRACT
This specification covers requirements for returned fresh concrete for use in a new batch of ready-mixed concrete, as well as the requirements specified by the purchaser. If the requirements of the purchaser differ from those prescribed in this specification, the purchaser's requirements shall take precedence. This specification does not cover the placement, consolidation, curing, or protection of the concrete after delivery to the purchaser, and by itself shall not grant permission to the manufacturer to use returned fresh concrete in a new batch of concrete.
This specification covers: ordering information; measuring materials; requirements for use; and information to be reported by the manufacturer to the purchaser, such as the amount of returned fresh concrete in cubic meters [cubic yards] and information for certification purposes as designated by the purchaser and required by the job specifications.
SCOPE
1.1 This specification covers returned fresh concrete for use in a new batch of ready-mixed concrete. Requirements for returned fresh concrete shall be either as hereinafter specified or as specified by the purchaser. In any case where the requirements of the purchaser differ from those in this specification, the purchaser’s requirements shall govern. This specification does not cover the placement, consolidation, curing, or protection of the concrete after delivery to the purchaser.
1.2 This specification by itself shall not grant permission to the manufacturer to use returned fresh concrete in a new batch of concrete.
Note 1: The permission to use returned fresh concrete may be addressed in purchase documents, which may reference this specification.
1.3 Returned fresh concrete in a quantity of less than 450 kg [1000 lb] or 0.2 m3 [0.25 yd3] shall not be subject to this specification.
1.4 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in nonconformance with the standard.
1.5 The text of this standard references notes and footnotes, which provide explanatory information. These notes and footnotes shall not be considered as requirements of the standard.
1.6 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. (Warning—Fresh hydraulic cementitious mixtures are caustic and may cause chemical burns to skin and tissue upon prolonged use.2)
1.7 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview
ASTM C1798/C1798M-19 is an international standard specification established by ASTM International, detailing the requirements for incorporating returned fresh concrete into new batches of ready-mixed concrete. Its primary focus is to ensure the responsible and efficient reuse of fresh, unset concrete returned to the manufacturer, promoting sustainability and resource optimization within the concrete industry. The specification outlines terms, measurement methods, ordering requirements, use limitations, and manufacturer reporting duties, ensuring that the new concrete produced with returned material continues to meet quality and performance expectations.
Key Topics
- Definition of Returned Fresh Concrete: The standard defines "returned fresh concrete" as concrete that has not yet been discharged from a ready-mixed concrete transportation unit and is returned to the manufacturer.
- Quantity Threshold: Only returned fresh concrete exceeding 450 kg (1000 lbs) or 0.2 m³ (0.25 yd³) falls within the scope of ASTM C1798/C1798M-19.
- Purchaser's Requirements: Where purchaser specifications differ from those in the standard, the purchaser's requirements take precedence.
- Measurement and Mixing Requirements:
- Returned concrete must be measured by mass or volume with prescribed accuracy.
- Water and admixtures added after initial loading must be measured precisely.
- Temperature controls are crucial, with the maximum allowable temperature of returned concrete not to exceed 38°C (100°F).
- Proportion and uniformity of the final mix must consider the properties of the returned material.
- Use of Admixtures:
- Hydration-stabilizing admixtures may be required for concrete older than 90 minutes to delay setting and allow safe reuse.
- The total time before returned concrete must be used is set, with optimized admixture dosing determined by the concrete manufacturer.
- Reporting: Manufacturers must provide detailed batch data, including the quantity and handling of returned fresh concrete, to the purchaser before unloading at the job site.
Applications
The use of ASTM C1798/C1798M-19 brings operational, environmental, and economic benefits across the concrete supply chain:
- Ready-Mixed Concrete Plants: Allows for the sustainable reuse of returned concrete, minimizing material waste and supporting greener production practices.
- Project Owners & Contractors: Ensures that any concrete containing returned material meets specified mix design and quality standards, while also enhancing accountability and transparency through comprehensive manufacturer reporting.
- Quality Control & Certification: Provides a robust framework for verifying that concrete containing returned fresh concrete meets necessary strength, consistency, and durability criteria.
- Regulatory & Environmental Compliance: Facilitates adherence to environmental regulations and sustainability targets by promoting recycling and reduction of concrete waste.
Related Standards
To implement this specification effectively, familiarity with related standards is valuable:
- ASTM C94/C94M - Standard Specification for Ready-Mixed Concrete: The principal reference for the production and delivery of ready-mixed concrete, including general quality and performance requirements.
- ASTM C125 - Terminology Relating to Concrete and Concrete Aggregates: Essential for consistent understanding of terminology.
- ASTM C494/C494M - Standard Specification for Chemical Admixtures for Concrete: Covers requirements for admixtures used, such as hydration stabilizers.
- ASTM C1064/C1064M - Test Method for Temperature of Freshly Mixed Hydraulic-Cement Concrete: Specifies test procedures to ensure proper temperature control.
By adhering to ASTM C1798/C1798M-19, stakeholders in the concrete industry can optimize resource use, meet sustainability goals, and maintain high standards of concrete quality when using returned fresh concrete in new batches of ready-mixed concrete.
