Overview
EN 16916:2024 (CEN) defines specific requirements for sampling and for the determination of total moisture content in materials obtained from End‑of‑Life Tyres (ELT) using the oven‑dry method. Applicable materials include chips, granulates, powders and textile fractions recovered from ELT treatment. The method dries samples at controlled temperature until constant mass is reached and includes a correction for buoyancy effects. This standard supersedes CEN/TS 16916:2016 and was approved by CEN in October 2024.
Key topics and technical requirements
- Scope and exclusions
- Applies to ELT‑derived chips, granulates, powders and textiles.
- Does not cover moisture determination in steel wires.
- Reference method
- Drying in an oven at 105 ± 2 °C with natural air circulation until constant mass.
- Use of a reference dish/tray for buoyancy correction and reweighing while still hot to avoid atmospheric re‑absorption.
- Apparatus and measurements
- Oven with ventilation 3–5 air changes per hour and air velocity low enough to avoid dislodging particles.
- Non‑corrodible, heat‑resistant dishes/trays sized to hold the full sample (specified sample per surface area for bulk and textile).
- Balance with precision to 0.1 g.
- Sampling plan and laboratory sample
- A written sampling plan is mandatory and must record sampler, sampling point, big‑bag ID, storage conditions, sample mass, sampling tool and any incidents.
- Minimum laboratory sample mass typically ≥ 500 g.
- For stocked material in big bags: take increments at top, middle and bottom (P1, P2, P3) or six increments from opposing sides when center access is impossible.
- For production sampling: use a sampling box that intercepts the full flow; automatic systems allowed if equivalent.
- Increment sizes and minimum number of increments are based on material type, nominal top size and lot mass-see the standard for calculation rules.
- Storage and transport
- Store samples in tight containers and dry conditions to avoid moisture change.
Applications and users
- Who uses EN 16916:2024:
- ELT recyclers and processors, quality control laboratories, material suppliers, product specifiers and compliance auditors.
- Typical uses:
- Quality control of granulates, powders and textile fractions for resale or reuse.
- Verifying drying performance and conditioning before use in downstream applications (e.g., rubber compounds, civil engineering fill).
- Contract testing and producer/customer acceptance testing.
Related standards

4 Principle
The sample of material is dried at a temperature of 105 °C in natural air circulation until constant mass
is reached. The percentage of moisture is calculated from the loss in mass of the sample. The method
includes a procedure for the correction of buoyancy effects.
5 Apparatus
5.1 Drying oven, capable of being controlled at (105 ± 2) °C (see declaration of the manufacturer) and
with air ventilation between three and five times per hour.
The air velocity shall be such that the sample particles are not dislodged from their dish or tray (5.2).
5.2 Dishes or trays of non-corrodible and heat-resistant material and of such dimensions that they are
able to hold the total sample in the proportion of about 1 g of sample per 100 mm of surface area of the
dish or tray respectively or about 0,
