Thermal insulation products for buildings - Factory made phenolic foam (PF) products - Specification
This European Standard specifies the requirements for factory made phenolic foam products, with or without facings or coatings, which are used for the thermal insulation of buildings. The products are manufactured in the form of boards and laminates. Products covered by this standard are also used in prefabricated thermal insulation systems and composite panels; the performance of systems incorporating these products is not covered. This standard describes product characteristics and includes procedures for testing, evaluation of conformity, marking and labelling. This standard does not specify the required level of a given property to be achieved by a product to demonstrate fitness for purpose in a particular application. The levels required for a given application are to be found in regulations or non-conflicting standards. Products with a declared thermal resistance lower than 0,40 m2K/W or a declared thermal conductivity greater than 0,050 W/(mK) at 10 °C are not covered by this standard. This standard does not cover in-situ thermal insulation products, products intended to be used for the thermal insulation of building equipment and industrial installations (covered by EN 14314 [3]).

Overview
EN 13166:2012+A1:2015/FprA2 is the CEN specification for factory-made phenolic foam (PF) products used for the thermal insulation of buildings. The standard covers PF products manufactured as boards and laminates, including items with facings or coatings. It describes product characteristics and provides procedures for testing, evaluation of conformity, marking and labelling.
This draft amendment (FprA2) is submitted for Unique Acceptance and updates EN 13166:2012+A1:2015. It introduces additional blowing agents and clarifies ageing and test procedures. Note: the standard does not prescribe the performance levels required for specific applications - those requirements are to be found in regulations or application-specific standards.
Key Topics
- Scope and product types: factory-made phenolic foam boards and laminates, with or without facings or coatings.
- Exclusions: in-situ foam products, products for building equipment and industrial installations (see EN 14314), and products with declared thermal resistance < 0.40 m2·K/W or declared thermal conductivity > 0.050 W/(m·K) at 10 °C.
- Product description: product characteristics required for commercial supply and conformity assessment.
- Testing and evaluation: procedures for determining key properties, including thermal conductivity and long-term/aged performance.
- Marking and labelling: requirements for traceability and consumer information.
Amendment highlights (FprA2):
- Introduces further blowing agent options such as HFO 1233zd(E) and mixtures (including LBL2 and pentanes) in Annex C.
- Clarifies heat-ageing method suitability and associated requirements for closed cell content, density and compressive strength:
- Closed cell content ≥ 90 %
- Apparent density ≥ 30 kg·m⁻³ for products expanded with LBL2 or LBL2/pentane or LBL2/1233zd(E) mixtures
- Apparent density ≥ 35 kg·m⁻³ for other products
- Compressive strength ≥ 100 kPa
- Updates to the procedure to derive time-averaged thermal conductivity over 25 years (Table C.2) with specified increments for products with different blowing agents and facings.
Applications
EN 13166 is intended for use by:
- Manufacturers of factory-made PF boards and laminates
- Specifiers, architects and engineers selecting thermal insulation for buildings
- Test laboratories and conformity assessment bodies
- Regulatory authorities and product certification schemes
Typical applications include thermal insulation in walls, roofs and prefabricated insulation systems. The standard supports safe specification and consistent quality control but does not replace application-specific performance requirements.
Related Standards
- EN 13166:2012+A1:2015 (base document)
- EN 14314 - products for thermal insulation of building equipment and industrial installations (excluded by scope)
For implementation, consult national transpositions and the CEN/TC 88 committee outputs. Where novel blowing agents are used, consider referenced intellectual property notes (e.g., EP2154223(B1)) and regulatory guidance on blowing agent selection and lifecycle performance.
