Overview
EN ISO 17709:2018 (adoption of ISO 17709:2004) specifies how to take, prepare and condition samples and test pieces from footwear and footwear components for laboratory testing. The standard defines a reference sampling system, sample shapes and sizes, and the required conditioning before applying test methods used to determine suitability for end use. EN ISO 17709:2018 supersedes EN 13400:2001 and is intended as the general sampling and conditioning reference unless a specific test method states otherwise.
Key topics and requirements
- Sampling location and reference system
- The standard defines a locating axis system (X and Y axes) and a zero point on the shoe to ensure repeatable sampling positions across uppers, outsoles, insoles, linings and components.
- Sample shapes and dimensions
- Test-piece geometries (circular, rectangular, T-shaped, dumb-bell, etc.) and example sizes are provided so samples are compatible with common footwear test fixtures (e.g., circular Ø34 mm discs for upper tests).
- Preparation and orientation
- Instructions cover how to cut samples relative to the X axis (parallel) or Y axis (perpendicular) and how to prepare seamed or composite specimens (shanks, toe puffs, stiffeners treated as whole components).
- Conditioning before testing
- Samples must be conditioned for the duration specified in the standard or in the corresponding test method. Conditioning times are given per test and ensure consistent moisture/temperature state prior to testing.
- Scope and applicability
- Applies to samples taken from finished shoes and individual components to support standardized test methods that evaluate flex resistance, tear strength, delamination, abrasion, water resistance, bondability and many other properties.
Practical applications and users
- Footwear manufacturers and product engineers use EN ISO 17709:2018 to:
- Define sample locations and preparation for in-house quality checks and R&D.
- Ensure compatibility and repeatability when submitting samples to independent test laboratories.
- Test laboratories and certification bodies rely on the standard to:
- Prepare test pieces correctly so results are comparable across labs and compliant with footwear test methods.
- Material and component suppliers reference the standard when delivering materials intended for validated performance testing.
Related standards
EN ISO 17709:2018 is used together with specific footwear test methods. Normative references included in the standard (examples) are:
- EN 13511 (lastability)
- EN 13512 (flex resistance)
- EN 12770 / EN 12771 (outsole abrasion / tear strength)
- EN 1392 (adhesive bondability) Consult the relevant test standard for the exact test procedure and any variations to sampling or conditioning specified there.

ISO 17709:2004(E)
Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 17709 was prepared by the European Committee for Standardization as EN 13400:2001. This
International Standard includes corrigendum EN 13400:2001/AC:2003 and was adopted under a special
“fast-track procedure” by Technical Committee ISO/TC 216, Footwear, in parallel with its approval by the ISO
member bodies.

Standard.”.
ISO 17709:2004(E)
Introduction
CEN/TC 309 has established European Standards on test methods to determine the properties of components for
or from footwear. To use correctly these standards, the sampling location is clearly defined.
The test methods need sample taking on the shoe or on the shoe component. It is necessary:
to integrate in standards realistic and compatible sample size with footwear;
to define footwear axis to have a system of reference for sampling;
to have a conditioning time (see EN 12222) before the analysis beginning.
