Overview
EN 15799:2022 is a European standard developed by CEN that specifies the requirements for powdered activated carbon (PAC) used in the treatment of swimming pool water. This latest version updates and supersedes the 2010 edition, providing detailed guidance on the characteristics, purity, test methods, labeling, transportation, and storage of PAC. The document focuses on ensuring product quality and safety for effective pool water treatment while addressing regulatory and practical considerations.
Key Topics
Scope and Application
EN 15799:2022 applies exclusively to powdered activated carbon intended for swimming pool water treatment. It covers the defining properties, impurities limits, and testing protocols that ensure the product performs effectively and safely in pool water purification.Characteristics of PAC
The standard details physical and chemical properties, including particle size distribution and iodine number (minimum 600 mg/g) as a key indicator of adsorption capacity. It distinguishes between thermally and chemically activated carbon and references EN 12903:2009 for comprehensive details.Purity and Impurities
Specifies limits for undesirable substances such as ash, water-soluble materials, and potentially harmful elements like arsenic, cadmium, mercury, lead, and polycyclic aromatic hydrocarbons (PAHs). Manufacturers must inform users about any additional impurities from raw materials or processes.Testing Methods
EN 15799 references standardized methods for sampling and analysis from EN 12902 and EN 12903 to validate compliance with physical and chemical requirements, promoting consistency and reliability in quality control.Labeling and Transportation
Outlines requirements for product marking including supplier details, product name and grade, net weight, and a declaration of conformity. The standard updates transportation regulations, emphasizing user awareness on incompatible substances during transport. It clarifies that steam activated carbon is not subject to dangerous goods regulations, while chemically activated carbon is regulated under UN 1362.Storage Guidelines
PAC is hygroscopic and stable but must be stored dry and isolated from oxidants, volatile solvents, and moisture to maintain functionality and safety. The document also advises on safe handling practices to avoid dust formation and oxygen depletion hazards in confined spaces.Annexes
Includes informative guidance on PAC origin, manufacturing processes, typical applications in pool water treatment, dosing, and emergency procedures, plus normative safety rules to ensure proper handling and risk mitigation.
Applications
Swimming Pool Water Treatment
PAC is used as an adsorbent to remove trace organic contaminants such as pesticides, chlorinated solvents, taste and odor compounds, and precursors to disinfection by-products like trihalomethanes. It is effective for dealing with intermittent or seasonal contamination issues.Dosing and Application Methods
Typically dosed as a slurry between 5 mg/l and 50 mg/l depending on water quality and filtration type (conventional or ultrafiltration). It is subsequently removed by coagulation, flocculation, sedimentation, and filtration processes.Seasonal and Intermittent Treatment Needs
Powdered activated carbon serves as a flexible solution preferable to granular forms for addressing varying water quality challenges without permanent installation.
Related Standards
EN 12903:2009 – Covers powdered activated carbon for water intended for human consumption, providing comprehensive specifications referenced by EN 15799 for physical and chemical properties.
EN 12902 – Specifies test methods for inorganic supporting and filtering materials in water treatment applications.
International Transport and Safety Regulations
The standard aligns transport and safety labeling with ADR/RID, IMDG, and IATA regulations where applicable, ensuring compliance with international guidelines.
Practical Value
EN 15799:2022 offers a precise framework ensuring that powdered activated carbon used in swimming pools meets stringent quality, safety, and purity benchmarks. Pool operators, manufacturers, and regulators benefit from a harmonized approach facilitating safe usage, improved water quality, and regulatory compliance across EU member states and associated countries. The standard’s detailed provisions also aid in risk management, safe transportation, and optimal storage, enhancing operational safety and efficiency in pool maintenance.
By adhering to EN 15799:2022, stakeholders can confidently utilize powdered activated carbon for effective removal of contaminants, contributing to safer, cleaner, and more pleasant swimming pool environments.
