Transportable gas cylinders - Gas cylinders conforming to the TPED to be used for PED applications - Applicability and justifications

This Technical Report provides a rationale and technical justification for certain European Standards for transportable gas cylinders, produced in accordance with the requirements of the Transportable Pressure Equipment Directive (TPED), to be used for applications currently listed in the Pressure Equipment Directive (PED). Its purpose is to allow gas cylinders manufactured to the European Standards and EEC directives listed in this Technical Report to be eligible for the application of a "CE" mark under the PED provided that their filling conditions fulfil the requirements of ADR/RID (P200, 4.1.4.1) in respect of portable fire extinguishers, breathing apparatus and other cylinders used as stationary pressure vessels.

Le présent rapport technique fournit un exposé des motifs et une justification technique concernant certaines normes européennes sur les bouteilles à gaz transportables, élaborées conformément aux exigences de la Directive ‘Equipements sous pression transportables’ (TPED), pour les applications indiquées dans la Directive ‘Equipements sous pression’ (PED). Il a pour objet de prouver que l’approche suivie dans les deux directives est équivalente et que le niveau global de sécurité abordé dans les exigences essentielles en matière de sécurité de la PED permettent d’utiliser les normes européennes et Directives CEE énumérées dans le présent rapport technique pour satisfaire aux exigences de la Directive ‘Equipements sous pression’ (PED), sous réserve que leurs conditions de remplissage soient conformes aux exigences de l'accord européen sur les transports internationaux de matières dangereuses par la route (ADR - European agreement on the International Carriage of Dangerous Goods by Road) / de la réglementation relative aux transports internationaux de matières dangereuses par le rail (RID - Regulations concerning the International Carriage of Dangerous Goods by Rail) (P200, 4.1.4.1) concernant les extincteurs portatifs et les équipements respiratoires.

Introduction
This CEN technical report has been prepared to address the essential requirements of the Pressure
Equipment Directive (PED) 97/23/EC with regard to European Standards prepared originally for transportable
gas cylinders, which address the essential safety requirements of the Transportable Pressure Equipment
Directive (TPED) 99/36/EC.

1 Scope
