Installation and equipment for liquefied natural gas - Design of onshore installations

This European Standard gives guidelines for the design, construction and operation of all onshore liquefied natural gas (LNG) installations for the liquefaction, storage, vaporization, transfer and handling of LNG.
This European Standard is valid for plants with LNG storage at pressure lower than 0.5 barg and capacity above 200 t and for the following plant types:
-   LNG liquefaction installations (plant), between the designated gas inlet boundary limit, and the outlet boundary limit which is usually the ship manifold and/or truck delivery station when applicable; feed gas can be from gas field, associated gas from oil field, piped gas from transportation grid or from renewables;
-   LNG regasification installations (plant), between the ship manifold and the designated gas outlet boundary limit;
-   peak-shaving plants, between designated gas inlet and outlet boundary limits;
-   the fix part of LNG bunkering station.
A short description of each of these installations is given in Annex G.
Floating solutions (FPSO, FSRU, SRV), whether off-shore or nearby shore, are not covered by this European Standard even if some concepts, principles or recommendations could be applied. However, in case of berthed FSRU with LNG transfer across the jetty, the following recommendations apply for the jetty and topside facilities if the jetty is located within 3 000 m from the shore line.
In case of FSU type solution, the tank safety functions as defined in Clause 6 shall be checked and implemented. The on-shore part is covered by these standard recommendations.
This standard is not applicable for installations not specifically referred or covered by other standards, e.g. LNG fuelling stations, LNG road or rail tankers and LNG bunkering vessels.
The plants with a storage inventory from 50 t up to 200 t with tanks at a pressure higher than 0.5 barg are covered by EN 13645. For plants with a larger inventory and with storage pressure over 0.5 barg, the storage vessels shall comply with EN 13445 and their impacts on the plant safety shall be appraised during the QRA.

Anlagen und Ausrüstung für Flüssigerdgas - Auslegung von landseitigen Anlagen

Diese Europäische Norm enthält Leitlinien für die Planung, den Bau und den Betrieb von allen landseitigen Flüssigerdgasanlagen, einschließlich der Anlagen für die Verflüssigung von Erdgas sowie für die Lagerung, die Verdampfung, die Weiterleitung und den Umgang mit LNG.
Diese Europäische Norm gilt für Anlagen mit LNG-Lagerung bei einem Druck von weniger als 0,5 bar und einer Gesamtkapazität von mehr als 200 t sowie für folgende Anlagentypen:
-   LNG-Verflüssigungsanlagen, zwischen der Anlagengrenze Gaseintritt und der Anlagengrenze Gas¬austritt, die in der Regel die Schiffsübergabestelle und/oder die Tankwagenabgabestation, sofern zutreffend, darstellt; zugeführtes Gas kann aus einem Naturgasfeld, Erdölgas aus einer Erdöllagerstätte, Pipelinegas aus einem Gasleitungsnetz oder aus erneuerbaren Quellen sein;
-   LNG-Wiederverdampfungsanlage, zwischen der Schiffsübergabestelle und der Anlagengrenze Gasaustritt;
-   Peakshaving-Anlagen (Spitzenlast-Anlagen), zwischen den Anlagengrenzen Gaseintritt und Gasaustritt;
-   der feststehende Teil einer LNG-Bunkerstation.
Eine kurze Beschreibung jeder dieser Anlagen ist in Anhang G enthalten.
Anlagen mit einer Gesamtlagerkapazität zwischen 5 t und 200 t werden in EN 13645 behandelt und Anlagen mit einer Gesamtlagerkapazität von mehr als 200 t werden in prEN xxxx behandelt.
Schwimmende Lösungen (FPSO, FSRU, SRV), egal ob auf See oder in Küstennähe, werden von dieser Europäischen Norm nicht behandelt, auch wenn einige Begriffe, Grundsätze oder Empfehlungen auf sie angewendet werden könnten. Bei verankerten Rückverflüssigungsanlagen (FSRU) mit LNG-Weiterleitung über die Landungsbrücke gelten die folgenden Empfehlungen für die Landungsbrücke und die obenliegenden Anlagen, sofern die Landungsbrücke sich innerhalb von 3 000 m von der Küstenlinie entfernt befindet.
Bei Lösungen in Form von schwimmenden Lagern (FSU) muss die in Abschnitt 6 definierte Sicherheits-funktion des Tanks überprüft und umgesetzt werden. Der landseitige Teil wird durch diese Standard-empfehlungen abgedeckt.

Installations et équipements de gaz naturel liquéfié - Conception des installations terrestres

La présente Norme européenne donne des lignes directrices relatives à la conception, à la construction et au fonctionnement de toutes les installations terrestres de gaz naturel liquéfié (GNL), notamment les unités de liquéfaction, de stockage, de regazéification, de transfert et de manipulation du GNL.
La présente Norme européenne est valable pour les installations avec un stockage de GNL à une pression inférieure à 0,5 bar et d’une capacité supérieure à 200 t et pour les types d’installations suivantes :
-   terminaux de liquéfaction de GNL (installation), entre l’entrée du gaz définie en limite de propriété et la sortie de propriété qui est généralement l’extrémité de la traverse du navire et/ou la station de livraison du camion le cas échéant; le gaz d'alimentation peut être du gaz de champ, du gaz associé du champ de pétrole, du gaz de canalisation du réseau de transport ou de sources d'énergie renouvelables ;
-   terminaux de regazéification de GNL (installation), entre l’extrémité de la traverse du navire et la sortie du gaz définie en limite de propriété ;
-   stations d’écrêtement de pointes, entre l’entrée et la sortie du gaz définie en limite de propriété ;
-   partie fixe de station de soutage de GNL.
Une description succincte de ces différentes installations est donnée dans l’Annexe G.
Les installations de capacité de stockage entre 5 et 200 t sont couvertes par l’EN 13645 alors que les capacités de stockage supérieures à 200 t seront couvertes par le prEN xxxx.
Les solutions flottantes (FPSO, FSRU, SRV), que ce soit off-shore ou à proximité du rivage, ne sont pas couvertes par la présente Norme européenne, même si certains concepts, principes ou recommandations pourraient être appliquées. Toutefois, en cas de FSRU amarré avec transfert de GNL à travers la jetée, les recommandations suivantes s'appliquent pour la jetée et les installations de superstructures si la jetée est située à moins de 3 000 m de la ligne de rivage.
En cas de solution de type FSU, les fonctions de sécurité du réservoir telles que définies à l'article 6 doivent être vérifiées et mises en œuvre. La partie sur la rive est couverte par les recommandations de cette norme.

Ta evropski standard podaja smernice za načrtovanje, izgradnjo in delovanje vseh kopnih napeljav utekočinjenega zemeljskega plina (LNG), vključno z napeljavami za utekočinjanje, hrambo, uparjevanje, prenos in upravljanje utekočinjenega zemeljskega plina. Ta evropski standard se uporablja za naslednje tipe obratov: – izvozne napeljave za utekočinjeni zemeljski plin (obrat), med označbo omejitve dovoda plina in cevjo; sprejemne napeljave za utekočinjeni zemeljski plin (obrat), med cevjo in označbo omejitve odvoda plina; – največji promet, med označenimi omejitvami dovoda in odvoda plina. Kratek opis vsake napeljave je podan v dodatku G. Satelitski obrati so izključeni iz tega evropskega standarda. Satelitski obrati zmogljivosti manj kot 200 t so zajeti v standardu EN 13645.

EN 1473:2016 (E) 7 European foreword This document (EN 1473:2016) has been prepared by Technical Committee CEN/TC 282 “Installation and equipment for LNG”, the secretariat of which is held by AFNOR. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by November 2016, and conflicting national standards shall be withdrawn at the latest by November 2016. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights. This document supersedes EN 1473:2007. In comparison with EN 1473:2007, the following changes have been made: — the scope definition has been modified to cover interfaces and limits with floating solutions, plants refurbishing, renovation and expansion, and to better complement EN 14620; — some requirements were revisited, such as tank containment types, new air vaporizer and sections that were subject to questions from the 2007 version; — terms and definitions were adjusted to cope with new market developm
