This draft amendment prAA, if approved, will modify the European Standard EN IEC 61439-1:2021; it is submitted to CENELEC members
for enquiry.
Deadline for CENELEC: 2024-02-16.

It has been drawn up by CLC/BTTF 170-1.

If this draft becomes an amendment, CENELEC members are bound to comply with the CEN/CENELEC Internal Regulations which
stipulate the conditions for giving this amendment the status of a national standard without any alteration.

This draft amendment was established by CENELEC in three official versions (English, French, German).
A version in any other language made by translation under the responsibility of a CENELEC member into its own language and notified to
the CEN-CENELEC Management Centre has the same status as the official versions.

63 J.9.4 Requirements
64 J.9.4.1 General
65 Two sets of environmental conditions are considered and are referred to as environment A and environment B.
66 a) Environment A
67 Environment A relates to a power network supplied from a high or medium voltage transformer dedicated
68 to the supply of an installation feeding manufacturing or similar plant, and intended to operate in or in
69 proximity to industrial locations, as described below.
70 The environments encompassed are industrial, both indoor and outdoor.
71 Industrial locations are characterized by the existence of one or more of the following examples:
72 — industrial, scientific and medical (ISM) apparatus (as defined in CISPR 11:2015 );
73 — heavy inductive or capacitive loads are frequently switched;
74 — currents and associated magnetic fields are high.
75 NOTE 1 The generic EMC standards for electrical and electronic equipment in industrial environments are
76 IEC 61000-6 2:2016 regarding immunity and IEC 61000-6-4:2018 regarding emission. The EMC requirements for
77 assemblies in industrial environments given in this document are in line with these standards.
78 b) Environment B
79 Environment B relates to low-voltage public mains networks or apparatus connected to a dedicated DC
80 source which is intended to interface between the apparatus and the low-voltage public mains network. It
81 applies also to apparatus which is battery-operated or is powered by a non-public, but non-industrial,
82 low-voltage power distribution system.
83 The environments encompassed are residential, commercial and light-industrial locations, both indoors and
84 outdoors. The following list, although not comprehensive, gives an indication of locations which are
85 included:
86 — residential properties, for example houses, apartments;
87 — retail outlets, for example shops, supermarkets;
88 — business premises, for example offices, banks;
89 — areas of public entertainment, for example cinemas, public bars, dance halls;
90 — outdoor locations, for example petrol stations, car parks, amusement and sports centres;
91 — light-industrial locations, for example workshops, laboratories, service centres.

As impacted by CISPR 11:2015/A1:2016 and CISPR 11:2015/A2:2019.
92 Locations which are characterized by being supplied directly at low-voltage from the public mains network
93 are considered to be residential, commercial or light-industrial.
94 NOTE 2 The generic EMC standards for electrical and electronic equipment in residential, commercial and light-industrial
95 environments are IEC 61000-6-1:2016 regarding immunity and IEC 61000-6-3:2006 regarding emission. The EMC
96 requirements for assemblies in industrial environments given in this document are in line with these standards.
97 The environmental condition (environment A and/or environment B) for which the assembly is suitable shall be
98 stated by the assembly manufacturer.
99 J.9.4.2 Assemblies exempted from EMC test
100 a) No further EMC immunity or emission tests are required on assemblies if all the following conditions are
101 fulfilled:
102 — the assembly is manufactured or assembled for incorporation into a particular installation and the
103 assembly is not otherwise available on the market;
104 — the incorporated devices and components are in conformance with the requirements for EMC for the
105 stated environment (see J.9.4.1) as required by the product standard;
106 — the internal installation and wiring is carried out in accordance with the devices and components
107 specifications and applying good engineering practices (arrangement with regard to mutual influences,
108 cable, screening, earthing, etc.).
109 b) No further EMC immunity or emission tests are required on assemblies if one of the following conditions is
110 fulfilled:
111 — the assembly is only incorporating benign devices in terms of electromagnetic compatibility e.g. wires,
112 busbars, terminals, electromechanical devices, or electronic devices in which all components are
113 passive for example diodes, resistors, varistors, capacitors, surge suppressors, inductors, RCDs
114 incorporating electronics but without continuously operating oscillator
115 — the assembly is incorporating one single electronic device in addition to benign and/or passive devices
116 in respect of electromagnetic compatibility. The single electronic device shall be in conformance with
117 its own product standard.
118 J.9.4.3 Assemblies to be verified for EMC immunity
119 Assemblies not covered by J.9.4.2 shall be verified in respect of immunity in accordance with J.10.12.2 unless
120 the incorporated devices and components are in conformance with the requirements for EMC for the stated
121 environment (see J.9.4.1) as required by the relevant product standard and the internal installation and wiring
122 is carried out in accordance with the devices and components specifications and applying good engineering
123 practices (arrangement with regard to mutual influences, cable, screening, earthing, etc.).
124 J.9.4.4 Assemblies to be verified for EMC emissions
125 Assemblies not covered by J.9.4.2 shall be verified in regards of emissions according J.10.12.3.
126 J.10.12 EMC tests
127 J.10.12.1 General
128 The emission and immunity tests shall be carried out in accordance with the relevant EMC standard according
129 J.10.12.2 and J.10.12.3.
130 J.10.12.2 Immunity tests
131 Tests shall be made according to the relevant environment A or B. The test levels are given in
132 Table J.1 and/or Table J.2.

133 Performance criteria shall be derived from the assembly specifications based on the acceptance criteria in
134 Table J.3.
135 J.10.12.3 Emission tests
136 The applicable emission limits for environment A are given in IEC 61000-6-4:2018, Table 3 to Table 5.
137 The applicable emission limits for environment B are given in IEC 61000-6-3:2020, Table 3 to Table 6.
