Overview
EN IEC 60335-2-81:2023/A11:2023 is a European standard published by the European Committee for Electrotechnical Standardization (CLC). This amendment defines the particular safety requirements for electric foot warmers and heating mats intended for household and similar use, operating at rated voltages not exceeding 250 V. By supplementing the core EN IEC 60335-2-81:2023 standard, this document addresses foreseeable hazards, user instructions, and key modifications to ensure enhanced safety compliance across European markets.
Key Topics
Scope and Applicability
The standard explicitly covers electric foot warmers and heating mats used in domestic and comparable settings. It considers reasonably foreseeable hazards in typical environments but excludes aspects such as:- Children playing with the appliance
- Use by very young children or unsupervised children
User Safety Requirements
Emphasis is placed on:- The need for clear instructions and proper supervision when the product is used by children aged 3 years and above, or by persons with reduced physical, sensory, or mental capabilities.
- Keeping appliances and their cords out of reach of children under three years of age.
Marking and Instructions
Updated labeling and user manual requirements are specified, promoting awareness of safety risks and precautions.Modification to General and Specific Clauses
This amendment introduces changes to the introduction, scope, marking, and annex sections. Annexes reference normative publications ensuring harmonization with other major international standards.Integration with Related Documents
The standard is to be read alongside EN IEC 60335-2-81:2023 and its prior amendments (A1:2023, A2:2023) and the general safety standard EN 60335-1 and its amendments.
Applications
EN IEC 60335-2-81:2023/A11:2023 is vital for manufacturers, importers, compliance professionals, and certification bodies involved in the design, production, testing, and certification of electric foot warmers and heating mats. Its requirements are implemented to:
- Ensure Consumer Safety:
By addressing hazards and proper use, the standard reduces risks such as overheating, electric shock, and misuse, especially by vulnerable population groups. - Product Labeling and Documentation:
Manufacturers are guided on how to properly mark appliances and draft user instructions that comply with European safety standards. - Facilitate Market Access:
Compliance with this harmonized standard is essential for obtaining CE marking and ensuring free movement of these products within the European Economic Area. - National Adoption:
The amendment provides deadlines for member states to adopt the requirements and withdraw conflicting standards, ensuring a harmonized approach across Europe.
