Overview

EN IEC 61970-301:2020/A1:2022 is an important European standard amendment specifying the Energy Management System Application Program Interface (EMS-API), focusing on the Common Information Model (CIM) base for power systems. Developed by the International Electrotechnical Commission (IEC) Technical Committee 57, this standard facilitates interoperability and data exchange in electrical energy management systems.

This amendment A1 enhances the original 2020 standard, ensuring up-to-date and refined models and associations within the CIM, crucial for the accurate representation and control of electric power systems. It supports software developers, system integrators, and utilities by providing a standardized interface foundation for energy management applications.

Key Topics

  • Common Information Model (CIM) Base: Defines the foundational UML-based data model for representing electrical network components, their attributes, and interrelations in a standardized manner.
  • Model Updates and Refinements: Includes corrections and enhancements to:
    • Transformer, Tank, and Regulating Control models.
    • Feeder and ConnectivityNodeContainer classes replacing previous references to ConductingEquipment.
    • Multiple association constraints in component classes (e.g., AsynchronousMachine, RegulatingControl, ShuntCompensator) corrected from mandatory to optional where applicable.
  • Custom Extensions: Introduces European-specific extensions to accommodate regional requirements while maintaining overall model consistency.
  • Standardized Attributes and Associations: Attributes such as Control types (e.g., BreakerOpen, GeneratorVoltageSetPoint) have been clarified for consistent interpretation across EMS products.
  • Normative References Update: URLs for CIM tool resources and related documents have been updated to point to current authoritative sources.

Applications

The EMS-API standard, particularly the CIM base defined in this part, is widely used in the energy sector for:

  • Energy Management Systems (EMS): Enables standardized communication between EMS software and various power system devices, improving interoperability and efficiency.
  • Network Management and Control: Assists operators in monitoring, controlling, and optimizing electrical networks by providing a common data framework.
  • Utility Software Development: Supports vendors in developing compliant energy management applications with assured data model consistency.
  • Grid Integration: Facilitates the integration of distributed energy resources, ensuring seamless information exchange in smart grid environments.
  • Regulatory Compliance and Reporting: Provides standardized models necessary for complying with European and international standards for power system data exchange.

Related Standards

  • EN IEC 61970 Series: Covers broader aspects of EMS-API including additional parts addressing specific network operations and communications.
  • IEC 61968 Series: Complementary standards focused on distribution management system interfaces and CIM extensions.
  • IEC 62325 Series: Pertains to energy market communications and data exchange based on CIM profiles.
  • ISO/IEC Directives: Framework standards guiding the preparation, development, and maintenance of IEC publications.
  • CENELEC Regulations: Provide governance for adopting IEC standards into European national regulations and standards.

AMENDMENT 1
FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publ
