Overview
prEN IEC 62053-21:2026 specifies particular requirements for static meters used to measure alternating current (AC) active energy in electricity supply networks. Developed by CLC in partnership with the IEC, this standard applies to static watt-hour meters of accuracy classes 0.5, 1, and 2. These meters are widely employed for billing and energy management in residential, commercial, and industrial settings.
The standard outlines type test procedures for meters operating at voltages up to 1,000 V and frequencies of 50 or 60 Hz. It includes requirements addressing nominal electrical values, accuracy, performance affected by environmental and electrical influences, construction, and marking.
Key Topics
- Accuracy Classes 0.5, 1, and 2: Defines limits of permissible error and performance criteria under reference conditions for various meter types, ensuring reliable energy measurement for billing and operational planning.
- Nominal Electrical Values: Sets expectations for voltage, current, and frequency ranges, including limits for starting current and minimum/maximum current values.
- Type Testing: Describes comprehensive procedures for type testing of meters, including requirements for construction, marking, and documentation.
- Influence Quantities: Details the permissible error shifts due to external factors such as electromagnetic interference, temperature changes, and voltage fluctuations, thereby ensuring stability and reliability in real-world conditions.
- Test Conditions: Outlines the reference and influence conditions required for certified testing to maintain repeatability and comparability across meter products.
- Meter Marking: Ensures clear documentation and identification to support traceability and correct installation.
Applications
prEN IEC 62053-21:2026 is primarily relevant to:
- Utilities and Energy Providers: Used as a basis for procurement, commissioning, and acceptance of energy meters for revenue metering.
- Meter Manufacturers: Reference for the design, development, and type testing of new static electricity meters, supporting compliance with international market requirements.
- Testing Laboratories: Basis for type conformity evaluation, providing defined test protocols for evaluation under various operational conditions.
- Regulatory and Certification Bodies: Essential for certification schemes and the promotion of interoperability and fairness in energy measurement and billing.
- Building and Facility Management: Provides criteria to ensure accurate submetering and allocation of energy costs based on reliable meter data.
Related Standards
To ensure comprehensive compliance and performance, prEN IEC 62053-21:2026 should be used in conjunction with related standards, including:
- IEC 62052-11: General requirements, tests, and test conditions for electricity metering equipment.
- IEC 62052-31: Product safety requirements and tests for meter equipment.
- IEC 62053-22 & IEC 62053-24: Requirements for static meters for higher accuracy classes and for reactive energy.
- IEC 62058 Series: Acceptance inspection methods for electricity metering equipment.
- IEC 62059 Series: Meter dependability and durability tests.
- IEC 61557-12 and IEC 62586-1: Specifications for supplementary metering and power quality instruments.
Practical Value
Implementing prEN IEC 62053-21:2026 ensures:
- Standardization in Metering: Promotes interoperability and comparability across meter types and brands, critical for fair energy billing.
- Quality Assurance: Improves confidence in metering accuracy, supporting both regulatory compliance and customer trust.
- Future-Proofing: Aligns with current best practices and international requirements, fostering easier integration into smart grid and advanced metering infrastructure strategies.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for
standardization comprising all national electrotechnical committees (IEC National Committees).
The object of IEC is to promote international co-operation on all questions concerning
standardization in the electrical and electronic fields. To this end and in addition to other
activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC

Committee interested in the subject dealt with may participate in this preparatory work.
International, governmental and non-governmental organizations liaising with the IEC also
participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two
organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as
possible, an international consensus of opinion on the relevant subjects since each technical
committee has representation from all interested IEC National Committees.

IEC 62053-21 has been prepared by IEC technical committee 13: Electrical energy
measurement and control. It is an International Standard.
This third edition cancels and replaces the second edition published in 2020. This edition
constitutes a technical revision.
This edition includes the following significant technical changes with respect to the previous
edition:
a) Normative references have been updated;
b) Transducer-operated meters included in scope (tested without transducers);
c) The transitional current has been introduced;
d) The starting current, minimum current and maximum current have been expressed as
fractions of the transitional current;
e) The test "Ripple on DC supply voltage" has been introduced;
f) Figures in Annex A have been revised.
