Overview
EN IEC 60335-2-113:2023/prAB:2026 specifies safety requirements for household and similar electrical appliances used for cosmetic and beauty care, particularly those that incorporate lasers and intense light sources. The standard applies to devices intended for use in homes and similar environments, operating at rated voltages not exceeding 250 V and designed for direct contact with the skin. It also covers professional beauty care appliances used in salons and similar premises.
Developed by CLC/TC 61, this European Standard is intended to support compliance with the Low Voltage Directive 2014/35/EU by addressing reasonably foreseeable hazards associated with such appliances, ensuring safety for all users when the devices are used as intended.
Keywords: household cosmetic appliances, beauty care lasers, intense light source safety, appliance safety standards, EN IEC 60335-2-113, electrical safety, beauty device compliance, CLC standards.
Key Topics
Scope and Applicability
- Covers household and similar appliances for cosmetic and beauty care purposes.
- Applies to devices employing lasers or intense light sources that operate in direct contact with the skin.
- Limits applicability to appliances with rated voltages up to 250 V.
- Includes equipment used in beauty salons.
Hazard Assessment
- Focuses on reasonably foreseeable hazards to users and domestic animals, arising from intended use.
- Appliances must not be child-appealing and are not intended for use by or on children or animals.
Instructions and Marking
- Specifies content and clarity of user instructions to ensure safe usage.
- Mandates specific safety warnings about use by and on children and animals.
- Requires clear markings for voltage and safety symbols, with reference to ISO 7010 graphical safety standards.
Construction and Components
- Requires national standards for plug and socket systems.
- Specifies that components must meet relevant safety and quality benchmarks.
Legislative Compliance
- Aligns with European legal frameworks, particularly the Low Voltage Directive.
- Ensures manufacturers’ products, when compliant, can be presumed to meet essential EU safety requirements.
Applications
This standard provides essential safety guidelines for the design, manufacturing, and use of cosmetic and beauty care appliances that incorporate laser and intense light technologies. Typical applications include:
- Consumer Home-use Devices: Hair removal, skin rejuvenation, blemish or wrinkle treatment devices.
- Professional Beauty Equipment: Appliances used in salons for similar purposes, such as IPL (intense pulsed light) devices, laser therapy units, and photo rejuvenation systems.
For manufacturers and importers, EN IEC 60335-2-113:2023/prAB:2026 is a critical reference to ensure equipment placed on the European market satisfies both national and EU safety requirements. Testing laboratories employ the standard to assess product compliance, while regulatory authorities use it as a benchmark for market surveillance.
Practical value:
- Mitigates risks to users and children by requiring robust safety features and documentation.
- Supports simplified market access through harmonized conformity assessment.
- Helps prevent legal and financial liabilities for non-compliance.
Related Standards
Several related standards and guidance documents complement EN IEC 60335-2-113:2023/prAB:2026:
- EN 60335-1 (General Safety of Household Appliances): Sets overarching safety requirements for electrical appliances, referenced as Part 1.
- EN IEC 60335-2 Series: Details safety for various specific categories of household and similar appliances.
- ISO 7010: Standard for safety symbols and markings on equipment.
- EN ISO 14155: Reference for clinical investigation of medical devices (not mandatory under this amendment but included in the bibliography).
- Relevant National Plug and Socket Outlet Standards: For conformity in supply connection components.
This harmonized standard is essential for stakeholders developing, testing, selling, or using cosmetic and beauty electrical devices incorporating lasers or intense light sources within the European market, helping ensure safety, regulatory compliance, and user confidence.
