IEC 60335-2-40:2024/AMD1:2026 - Amendment 1 - Household and similar electrical appliances - Safety - Part 2-40: Particular requirements for electrical heat pumps, air-conditioners and dehumidifiers
IEC 60335-2-40:2024/AMD1:2026 is an IEC amendment to the safety standard for household and similar electrical appliances used as electrical heat pumps, air-conditioners and dehumidifiers. It updates how the standard treats refrigerants, leak detection, pressure protection, test conditions, marking, instructions and several annex methods. For manufacturers, test labs and compliance teams, it is the document to use when applying IEC 60335-2-40:2024 with Amendment 1.
What does IEC 60335-2-40:2024/AMD1:2026 specify?
IEC 60335-2-40:2024/AMD1:2026 specifies amendments to the safety requirements for electrical heat pumps, air-conditioners and dehumidifiers within the IEC 60335 series. The amendment is centered on refrigerant safety, especially the use of A1, A2L, A2 and A3 refrigerants classified according to ISO 817, and on how those refrigerants affect construction, testing and instructions.
In practice, the document is organized as changes to Clauses 1, 2, 3, 5, 7, 8, 11, 19, 20, 21, 22, 24, 25, 29, 31 and 32, plus updated annex text and new annex methods.
| Annex | What it covers |
|---|---|
| BB | Selected information about refrigerants |
| DD | Installation, service, maintenance, repair and decommissioning instructions for appliances using flammable refrigerants |
| EE | Pressure tests |
| FF | Leak simulation tests |
| GG | Charge limits, ventilation requirements and requirements for secondary circuits |
| HH | Competence of service personnel |
| KK | Hot surface ignition temperature for A2L |
| MM | Refrigerant sensor location confirmation test |
| PP | Leak detection system confirmation test for flammable refrigerants |
| Methods for determining releasable charge |
What are the key requirements of IEC 60335-2-40:2024/AMD1:2026?
Refrigerant scope and classification
IEC 60335-2-40:2024/AMD1:2026 limits the refrigerant assumptions to safety group A1, A2L, A2 and A3 as defined by ISO 817. For refrigerant blends, it requires the worst case formulation (WCF) basis for classification and for values such as safety group, lower flammability limit (LFL) and molar mass where those are used in the clauses and annexes.
This matters because design choices, charge limits and safety measures depend on the refrigerant class. If a product uses a blend, the WCF basis can make the safety case more conservative.
Test conditions and samples
IEC 60335-2-40:2024/AMD1:2026 requires the tests of Clause 10 and Clause 11 to be carried out at the most unfavourable temperature conditions within the manufacturer’s declared operating temperature range. Annex AA gives examples of suitable temperature conditions.
Clause 5 also links test sampling to the motor-compressor situation. If the motor-compressor is not covered by IEC 60335-2-34, extra samples can be required, and a specially prepared sample is needed for certain abnormal-operation testing when the motor-compressor is not protected by a motor-compressor protection system.
Access to live parts and public access
IEC 60335-2-40:2024/AMD1:2026 refines the use of IEC 61032 test probes 18 and 19. For appliances accessible to the general public, parts up to 850 mm above the floor are checked with both probes where probe 18 is used. Probe 18 is not applied to appliances not accessible to the general public, or to parts above 1.8 m after installation or in normal use.
This matters for designers because the accessibility category affects the enclosure layout, guard design and installation height.
Abnormal operation and output connectors
IEC 60335-2-40:2024/AMD1:2026 updates Clause 19 so that motor-compressors not type-tested to IEC 60335-2-34, or classified there as not protected by a motor-compressor protection system, are tested with the rotor locked and with oil and refrigerant as intended. It also sets a no-load output voltage limit of 42.4 V d.c. and 42.4 V peak a.c. for the relevant special-purpose outlets or connectors.
In practice, this affects protection circuits, control logic and the design of accessory connections.
Pressure protection and refrigerating system construction
IEC 60335-2-40:2024/AMD1:2026 ties refrigerating-system materials and pressure protection to external standards. Clause 22.112 requires compliance with ISO 5149-2:2014 for materials, pressure protection arrangement and refrigerant piping and joints. Clause 24.102 requires pressure-limiting devices to comply with IEC 60730-2-6 and to be type 2A or 2B. Clauses 24.103 to 24.105 add requirements for refrigerant pressure relief valves and bursting discs, flexible pipes, and refrigerant detection systems.
For manufacturers, this means the pressure-relief chain, piping, flexible connections and detection hardware are no longer just internal design choices - they must map to the named external standards.
Flammable refrigerant safety: surface temperature, leak response and charge limits
IEC 60335-2-40:2024/AMD1:2026 strengthens the flammable-refrigerant safety path in Clauses 22 and Annex GG. Clause 22.117.1 limits surface temperatures on parts that can be exposed to leakage of flammable refrigerant above 25 % of LFL, with the allowable temperature depending on whether the refrigerant is A2, A3 or A2L. Clause 22.122 requires the output of a refrigerant detection system to trigger the Annex GG actions in the event of a leak.
Annex GG then sets the charge-limit logic, ventilation requirements and secondary-circuit rules, including mechanical ventilation inside enclosures, validation of fan operation, and separate treatment of A2L versus A2/A3 systems. Annex FF and Annex PP provide the test methods for leak simulation and leak-detection confirmation.
What terms does IEC 60335-2-40:2024/AMD1:2026 define?
- appliances accessible to the general public - appliances installed in an area open to the public, or household-use appliances not installed in a location with restricted access.
- flammable refrigerant - a refrigerant in flammability Class 2L, Class 2 or Class 3 according to ISO 817.

The materials of the refrigerating system shall comply with the requirements of
ISO 5149-2:2014, 4.3.
The arrangement of the pressure protection devices for the refrigerating system shall comply
with the requirements in ISO 5149-2:2014, 5.2.9.1, 5.2.9.2, 5.2.9.3 and 5.2.9.4, including
ISO 5149-2:2014/AMD1:2020, 5.2.9.2. If pressure-limiting devices are used, the set-point
including deviation and drift shall not exceed the maximum allowable pressure.
Refrigerant piping and joints shall comply with the construction requirements of
ISO 5149-2:2014, 5.2.3, including ISO 5149-2:2014/AMD1:2020.
NOTE Joint is named fitting in ISO 5149-2.
Compliance is checked by inspection.
22.117.1 Replace the existing text with the following:
Temperatures on surfaces that can be exposed to leakage of flammable refrigerants in excess
of 25 % of LFL as determined in Annex FF shall not exceed the maximum allowable surface
temperature.
For A2 and A3 refrigerants, the maximum allowable surface temperature is the AIT, according
to ISO 817.
For A2L refrigerants, the maximum allowable surface temperature is determined by the higher
of AIT or, if tested per Annex KK, the hot surface ignition temperature reduced by 100 K, but
no more than 700 °C. The AIT and hot surface ignition temperature shall be according to
ISO 817 and Annex BB respectively.
NOTE The tables with ISO 817 refrigerant data are provided at https://standards.iso.org/iso/817/ma/en/.
Compliance for A2 and A3 refrigerants is checked by measuring the appropriate surface
temperatures during the tests of Clause 11 and Clause 19. Except tests of Clause 19 that are
terminated in a non-self-resetting way where the surface temperature does not exceed the
maximum allowable temperature for more than 30 min. The measurement starts when the fault
condition is applied and ends when steady state conditions are reached and the maximum
allowable surface temperature is not exceeded.
Compliance for A2L refrigerants is checked by measuring the appropriate surface
temperatures during the tests of Clause 11.
Surfaces in compliance with 22.117 shall not be considered a potential ignition source.
Refrigerant sensors tested and found to comply with IEC TS 63542:2024 are considered to
comply with 22.117.
22.121
22.121.1 Replace, in the last paragraph, "Annex QQ." with "Annex QQ or, for compliance, with
GG.4.2.3.".
22.121.2 Replace, in the third paragraph, "Annex QQ." with "Annex QQ or, for compliance,
with GG.4.2.3.".
22.122 Replace the existing first dashed item with the following:
– the output signal of the refrigerant detection system shall be used to activate the
actions required to comply with Annex GG in the event of a leak;
Replace the existing second and third paragraphs with the following:
Compliance is checked by inspection.
Add, after 22.135, the following new subclauses:
22.136 For periodic validation of fan operation:
22.136.1 When an airflow or ventilation that is needed to comply with Annex GG for A2L
refrigerants and is activated by a leak detection system and the fan providing it is not
activated under normal operation, the airflow shall be periodically checked and detected and
the appliance or the motor compressor is switched off within 10 s in the event that the airflow
is reduced below Q .
min
Compliance is checked by inspection.
22.136.2 When an airflow or ventilation that is needed to comply with Annex GG for A2 and
A3 refrigerants and is activated by a leak detection system and the fan providing it is not
activated under normal operation, the appliance shall have an automatic function for validation
of function of the fan:
– after the appliance power up before the first activation of the compressor in heating or
cooling function, and
– regularly thereafter at intervals not exceeding 14 calendar days.
If the check fails, the appliance shall:
– warn user that airflow for safe operation is not available;
– disable the compressor operation unless the compressor operation reduces the leak rate or
the total amount released to the indoor space.
Compliance is checked by inspection.
22.137 Piping joints in the refrigerating system shall be designed so that they will not be
damaged because of freezing of water on the outside of the joint. Welded or brazed joints are
in compliance with this requirement.
Mechanical joints which are subjected to temperatures below 0 °C during normal operation
under the most severe operating conditions within the operating temperature range specified
by the manufacturer, shall pass the test of ISO 14903:2025, 7.8 "Freezing test".
Compliance is checked by inspection or testing.
22.138 A refrigerating pressure relief device that protects a refrigerating system, or part
of it, shall be set at a pressure less than or equal to the maximum allowable pressure and
shall be fully opened at a pressure less than or equal to 10 % above the maximum allowable
pressure.
If a refrigerant pressure relief device is provided, the difference between the setting of the
refrigerant pressure-limiting device and the refrigerant pressure relief device shall be
sufficient that the refrigerant pressure-limiting device deactivates the compressor before the
refrigerant pressure relief device operates. The tolerances shall be taken into consideration.
Compliance is checked by inspection or testing.
A refrigerant pressure relief device relieving to the low-pressure side of a refrigerating
system shall comply with
– the relief path between high side and low side of the system cannot be shut off except as
specified in ISO 5149-2:2014, 5.2.9.4 and
– the pressure in the low-pressure side shall not exceed the low-pressure side maximum
operating pressure by more than 10 % during the discharge of the refrigerant pressure
relief device.
Compliance is checked by inspection.
22.139 The pressure in parts protected by a refrigerant pressure relief device shall not
exceed 0,9 times the setting of that device during storage and transport.
