Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work.
ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of
electrotechnical standardization.International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.

Introduction
This international Standard specifies the handling conditions for baggage checked-in by airline
passengers to be carried into aircraft cargo holds, in order to:— contribute to improve work conditions for baggage handling agents and reduce the incidence of
musculo-skeletal disorders (MSD) in this population;— facilitate enhancing the overall efficiency of baggage handling;
— provide instructions for the design of automatic baggage handling systems increasingly used at
airports.Throughout this international Standard, the minimum essential requirements are identified by use
of the keyword “shall”. Recommended requirements are identified by use of the keyword “should”
and, while not mandatory, are considered to be of primary importance in providing safe and efficient
baggage handling. Any deviation from the recommended requirements should only occur after careful
consideration and thorough service assessment have shown alternate methods provide an equivalent
level of work safety.Part 1 of this international Standard specifies standard mass and dimensions requirements for baggage
checked-in by airline passengers to be carried into aircraft cargo holds. Part 3 covers ergonomic design

1 Scope
This international Standard specifies the requirements of baggage handling for individual pieces of
baggage checked-in by airline passengers at airports to be carried into aircraft cargo holds.
This international Standard applies to all manual handling workplaces in the processing chain for
sorting, safety handling and baggage routing (containers and bulk baggage, departure and arrival
circuits, at terminal and at aircraft, excluding passenger check-in process).This international Standard is not intended to specify the baggage handling systems in and out of
airport terminals, except the baggage masses and dimensions they shall be able to handle, and the
critical characteristics of manual workstations.This international Standard is not intended to specify the baggage handling systems in the aircraft.
This international Standard does not aim to be a substitute for any more stringent law or regulation that
can be locally applicable, such as Health and Safety government legislations and regulations applicable
to machinery or manual handling of loads. The carrier and handling services provider are responsible
for identifying and complying with such legal requirements.2 Normative references

0,25 m between the centre of mass of the piece of baggage to be handled and the centre of mass of the
handling agent (see ISO 11228-1:2003)3.3

bag, suitcase, trunk or similar article travelling with a checked passenger and containing those items
necessary for the passenger's journey, such as clothing and personal articles within certain limitations
in accordance with the applicable carrier conditions of carriage, that is accepted and checked-in for

4 Recommendations
4.1 General
4.1.1 The different characteristics of baggage encouraging specific processing
The standard baggage characteristics have been defined in ISO/DIS 12604-1:2017 standard,
subclause 4.1.4.1.1.1 Standard baggage with specific characteristics
Piece of baggage that meets mass and dimensions requirements of standard baggage, but with some
characteristics that involve stress for conveying and/or handling (e.g. spherical baggage, fragile, light,

This baggage configuration often proves difficult to handle by an airport mechanized system.
Everything should be implemented to ensure their conveyability. If no solution is found, they shall be
handled through a specific circuit.4.1.1.2 Baggage with stressful handling
Handling is considered stressful when:
— the piece of baggage exceeds the mass limits defined in ISO/DIS 12604 Part 1, the piece of baggage
considered "heavy" is identified by a specific label;— the piece of baggage characteristics do not satisfy baggage gripping ideal criteria (cannot be grasped
with both hands, etc.).4.1.2 The different workstations concerned
The handling recommendations in this standard are applicable to the different workstations occupied
by handling agents, described hereafter.4.1.2.1 Departure workstations

4.2 Conditions required for an acceptable manual handling
4.2.1 Risk evaluation method related to baggage handling conditions
Handling conditions depend on several factors that need to be estimated (see ISO 112281:2003). It is
thus possible to know whether manual handling is acceptable based on a 3-step assessment .
Handling is assessed according to various criteria depending on one another. If the values observed
are below maximum acceptable values for one step, the next one can be assessed. Otherwise, handling
is not acceptable, and it is thus unnecessary to evaluate the other criteria through the following step,
because mitigation action measures are already needed.Figure 1 — Handling conditions evaluation of a handling agent according to ISO 11228-1:2003
ISO 11228-1:2003 standard describes a 4-step method. The first step addresses the mass of the object to be handled. As this step is covered in
ISO/DIS 12604-1:2017 standard, a 3-step simplified method is herein proposed4 © ISO 2020 – All rights reserved

If observation data of the handling agents' tasks are below the maximum values, at every step of the
process, manual handling is considered acceptable.This risk evaluation method related to baggage manual handling conditions is only applicable to
processing of baggage having a standard mass, i.e. lower than 23 kg.Heavy baggage shall be handled by agents with mechanical assistance tools suited for this type of
handling, or by at least 2 (two) people. However, handling by several individuals involves additional

Introduction
La présente Norme internationale spécifie les conditions de traitement des bagages enregistrés par les
passagers aériens pour transport en soutes des aéronefs, de façon à : contribuer à améliorer les conditions de travail des personnels de manutention des bagages et
réduire l’incidence des troubles musculo-squelettiques (TMS) dans cette population ;
faciliter l’amélioration de l’efficacité d’ensemble du traitement des bagages ;
fournir des consignes pour la conception de systèmes automatisés de traitement des bagages, de
plus en plus utilisés dans les aéroports.Dans cette Norme internationale, les exigences minimales essentielles sont identifiées par l’utilisation
du mot-clé « doi(ven)t ». Les exigences recommandées sont identifiées par l’utilisation du mot clé
« il convient de » et, quoique facultatives, sont considérées être de première importance pour une
manutention sûre et efficace des bagages. Il convient que tout écart par rapport aux exigences
recommandées ne soit autorisé qu’après qu’une étude attentive et une évaluation poussée en service
ont démontré que d’autres méthodes sont satisfaisantes.La partie 1 de cette Norme internationale spécifie les exigences de masse et dimensions standards pour
les bagages enregistrés par les passagers aériens pour transport en soute des aéronefs. La partie 3

1 Domaine d'application
La présente Norme internationale spécifie les exigences de traitement des bagages pour les bagages
(anglais : « individual pieces of baggage ») enregistrés par les passagers aériens aux aéroports aux fins
de transport en soute des aéronefs.La présente Norme internationale est applicable à tous les postes de manutention manuelle dans la
chaîne de traitement du tri, de la manutention pour la sûreté et de l'acheminement des bagages
(contenants et bagages vrac, circuits départ et arrivée, en aérogare et à l'avion, en excluant le processus
d’enregistrement passagers).La présente Norme internationale ne vise pas à spécifier les systèmes de traitement de bagages en
aérogares, à l’exception des masses et des dimensions des bagages qu'ils doivent être capables de
traiter et des caractéristiques critiques des postes de travail manuels.La présente Norme internationale ne vise pas à spécifier les systèmes de traitement de bagages dans l'avion.
La présente Norme internationale n’a pas pour objet de se substituer à toute loi ou réglementation plus
exigeante pouvant être localement applicable, tels que les textes de lois et règlements
gouvernementaux d’Hygiène et Sécurité applicables aux machines ou à la manutention manuelle de
charges. Il appartient au transporteur et au fournisseur de services de manutention d’identifier et de

4 Recommandations
4.1 Généralités
4.1.1 Les différentes caractéristiques des bagages incitant à un traitement particulier
Les caractéristiques du bagage standards ont été définies dans la norme ISO/DIS 12604-1:2017,
paragraphe 4.1.4.1.1.1 Bagage standard à caractéristiques particulières
Pièce de bagage répondant aux exigences de masse et dimensions du bagage standard, mais dont
certaines caractéristiques apportent des contraintes pour le convoyage et/ou la manutention (exemple :
bagage sphérique, bagage fragile, léger, très petit, etc.).La configuration de ces bagages ne permet souvent pas un traitement par une installation mécanisée
aéroportuaire. Il est recommandé de tout mettre en œuvre pour les rendre convoyables. À défaut de
solution, ils devront être traités par un circuit spécifique.4.1.1.2 Bagage dont la manutention est contraignante
La manutention est estimée contraignante si :
la pièce de bagage dépasse les limites de masse définies dans la norme ISO/DIS 12604 Partie 1, la
pièce de bagage estimée « lourde » est identifiée par un étiquetage spécifique ; les caractéristiques de la pièce de bagage ne répondent pas aux critères idéaux de manutention
(non préhensible à deux mains, etc.).4.1.2 Les différents postes de travail concernés
Les recommandations de traitement de cette norme s'appliquent aux différents postes de travail
occupés par les agents de manutention des bagages décrits ci-après.4.1.2.1 Les postes de travail au départ

Réceptacle en plan incliné destiné à la récupération des bagages.

Système de convoyage linéaire (tapis ou rouleaux) permettant l’accumulation de bagages en vue de leur

Système de convoyage plat à écailles de type circulaire (les bagages y réalisent un circuit fermé)

4.2 Conditions requises pour une manutention manuelle acceptable
4.2.1 Méthode d’évaluation des risques liés aux conditions de la manutention des bagages
Les conditions de manutention dépendent de plusieurs facteurs qu'il est nécessaire d'évaluer
(cf. ISO 11228-1:2003). Il est ainsi possible de savoir si la manutention manuelle est acceptable à partir
d’une évaluation en 3 (trois) étapes .La manutention est évaluée selon différents critères dépendants les uns des autres. Si les valeurs
constatées sont en deçà des valeurs maximales acceptables pour une étape, il est possible d’évaluer la
suivante. Dans le cas contraire, la manutention n’est pas acceptable, il est alors inutile d’évaluer les
autres critères en passant à l’étape suivante ; des mesures d’actions palliatives sont d’ores et déjà
