Предисловие
Международная организация по стандартизации (ISO) является всемирной федерацией национальных
организаций по стандартизации (организации-члены ISO). Работа по подготовке Международных
стандартов обычно осуществляется через технические комитеты ISO. Каждая организация-член,
заинтересованная в деятельности, по которой создан комитет, имеет право быть в нем представлена.
Международные, правительственные и неправительственные организации, имеющие связи с ISO, также

Введение
Стремительный рост объемов международных операций с ценными бумагами привел к необходимости
разработки универсального международного идентификационного номера ценных бумаг (ISIN).
Во время публикации первого издания настоящего Международного стандарта не имелось никакой
общемировой системы нумерации. Страны с большим объемом операций с ценными бумагами
идентифицируют выпуски ценных бумаг при помощи кодовых номеров, которые за пределами каждой
конкретной страны не имеют никакого значения. Иными словами, идентификация ценных бумаг одного и
того же выпуска осуществляется при помощи разных номеров в стране по месту их физического
нахождения и/или регистрации. В результате национальные номера не могут быть использованы при
проведении трансграничных транзакций.
Благодаря своему логичному обоснованию и рационализации международная система нумерации
существенным образом облегчает и способствует проведению международных операций с ценными
бумагами. Такая система представлена в настоящем Международном стандарте.
При подготовке настоящего международного стандарта были приняты все меры по максимально возможно
полному сохранению и использованию национальных систем, и не только потому, что они предоставляют
собой хорошую отработанную практику и ценный опыт в данной сфере, но и благодаря той помощи,
которую они могут оказать в деле внедрения предлагаемой системы. Кроме того, в наши цели входит
создание системы, которую будет легко использовать во всем мире, а также формирование
информационной сети, через которую в любой стране мира можно будет немедленно получить всю
необходимую информацию.

1 Область применения
Настоящий международный стандарт предоставляет унифицированную структуру для международных
идентификационных номеров ценных бумаг (ISIN). Он предназначен для универсального применения в
торговле и управлении ценными бумагами и иными финансовыми инструментами.
2 Нормативные ссылки
Указанные ниже нормативные документы содержат положения, которые посредством соответствующих
ссылок в данном тексте становятся положениями настоящего Международного стандарта. На ссылки с
указанием даты не распространяются последующие дополнения, изменения или новые редакции
указанного документа. Тем не менее участникам договоров, основанных на настоящем Международном
стандарте, рекомендуется рассмотреть возможность использования самых последних изданий указанных

3 Термины и определения
Во исполнение настоящего международного стандарта в нем следует использовать следующие термины и
определения.
3.1
международный идентификационный номер ценных бумаг
ISIN
international securities identification number
код, который однозначным образом идентифицирует определенную ценную бумагу или иной финансовый
инструмент
4 Принципы
Код ISIN состоит из следующих элементов:
a) префикс – двухбуквенный код страны, установленный в Международном стандарте ISO 3166;
b) основной номер, состоящий из девяти знаков (букв и/или цифр). Если применяющийся в данной стране номер
состоит из девяти знаков, то должен быть использован этот номер. Если количество знаков в применяющемся в
данной стране номере менее девяти, то должен быть использован этот номер с добавлением к нему спереди
соответствующего количества нулей. Если в данной стране существует контрольная цифра, она должна
рассматриваться как составная часть основного номера, и должна входить в число девяти знаков;

c) контрольная цифра, вычисленная по формуле модуля 10 "Удвоить – Добавить - Удвоить", описанной
в Приложении A.
5 Присвоение кода ISIN
5.1 Страны, в которых имеется нумерующее агентство
В странах, в которых имеется нумерующее агентство, соответствующее агентство должно присвоить код ISIN с
соблюдением принципов, изложенных в Статье 4 настоящего документа, и полномочий, указанных в
Приложении B.
5.2 Страны, в которых отсутствует нумерующее агентство
В странах, в которых отсутствует нумерующее агентство, присвоение кода ISIN осуществляет назначенное
замещающее агентство. Префикс кода ISIN, присвоенного назначенным замещающим агентством, должен
устанавливаться в соответствии с разделом 4 настоящего документа.
5.3 Существующие коды ISIN и существующие ценные бумаги без кодов ISINs
Все существующие коды ISIN, присвоенные в соответствии с предыдущими изданиями настоящего

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO
member bodies). The work of preparing International Standards is normally carried out through ISO technical
committees. Each member body interested in a subject for which a technical committee has been established has
the right to be represented on that committee. International organizations, governmental and non-governmental, in
liaison with ISO, also take part in the work. ISO collaborates closely with the International Electrotechnical
Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 3.
Draft International Standards adopted by the technical committees are circulated to the member bodies for voting.
Publication as an International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this International Standard may be the subject of

Introduction
With the rapid expansion of international securities business, there is a need for a universally applicable
international securities identification number (ISIN).
No worldwide numbering system existed at the time of the publication of the first edition of this International
Standard. Countries with highly developed securities business identify issues of securities by means of code
numbers, which are without any significance outside the country concerned. Securities of the same issue, in other
words, are identified by means of different numbers in the country where they are physically held and/or booked.
As a result, the national numbers cannot be applied in cross-border transactions.
Because of its strong rationalization effect, an internationally applicable numbering system substantially facilitates
and supports international securities business. Such a system is provided by this International Standard.
In preparing this International Standard, care has been taken to conserve the national systems to the maximum
possible extent, not only because of the good routine and valuable experience collected in this field, but also to
facilitate the adoption of the system. Moreover, it is aimed at creating a system which is easy to apply
internationally and at establishing an information network which ensures that the required information can be
obtained worldwide immediately.

1 Scope
This International Standard provides a uniform structure for international securities identification numbers (ISINs). It
is intended for use in any application in the trading and administration of securities and other financial instruments.
2 Normative references
The following normative documents contain provisions which, through reference in this text, constitute provisions of
this International Standard. For dated references, subsequent amendments to, or revisions of, any of these
publications do not apply. However, parties to agreements based on this International Standard are encouraged to
investigate the possibility of applying the most recent editions of the normative documents indicated below. For
undated references, the latest edition of the normative document referred to applies. Members of ISO and IEC
maintain registers of currently valid International Standards.

3 Term and definition
For the purposes of this International Standard, the following term and definition applies.
3.1
ISIN
international securities identification number
code which uniquely identifies a specific security or other financial instrument
4Principles
The ISIN shall consists of:
a) aprefix which is the alpha-2 country-code specified in ISO 3166;
b) the basic number, which is nine characters (letters and/or digits) in length. Where the existing national
number consists of nine characters, this number shall be used; where the existing national number consists of
fewer than nine characters, this also shall be used, but zeros shall be inserted in front of the national number.
Where a national check digit exists, it shall be regarded as part of the basic number within the nine characters;
c) a check digit, computed using the modulus 10 "Double-Add Double" formula as described in annex A.

L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec l'ISO participent également aux travaux. L'ISO collabore étroitement avec
la Commission électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.

Introduction
Avec la rapide expansion des opérations internationales sur les valeurs mobilières, le besoin d'une
numérotation internationale pour l'identification des valeurs mobilières (ISIN) applicable universellement est
devenu de plus en plus urgent.
Aucun système de numérotation international n'existe au moment de l'introduction de la présente Norme
internationale. Un grand nombre de pays, très actifs dans le domaine des opérations sur titres, identifient les
émissions de valeurs mobilières au moyen de numéros de codes, qui sont sans signification en dehors du
pays concerné. Les titres d'une même catégorie, en d'autres termes, sont identifiés au moyen de différents
numéros dans le pays où ils sont physiquement détenus et/ou enregistrés. Il en résulte que les numéros
nationaux ne peuvent pas être utilisés pour des transactions entre pays différents.
Par son effet de rationalisation, l'introduction d'un système applicable au niveau international devrait faciliter
effectivement les opérations internationales de valeurs mobilières. Un tel système est fourni dans la présente
Norme Internationale.
Lors de la préparation de la présente Norme internationale, on a pris soin de conserver les systèmes
nationaux jusqu'à la limite maximum possible, non seulement parce qu'une bonne routine et une expérience
valable ont été recueillies dans ce domaine, mais aussi pour faciliter l'introduction du nouveau système. De
plus, le but recherché est de créer un système facile à appliquer sur le plan international et d'établir un réseau
d'informations qui assure une diffusion internationale immédiate des informations requises.

2 Références normatives
Les documents normatifs suivants contiennent des dispositions qui, par suite de la référence qui y est faite,
constituent des dispositions valables pour la présente Norme internationale Pour les références datées, les
amendements ultérieurs ou les révisions de ces publications ne s'appliquent pas. Toutefois, les parties
prenantes aux accords fondés sur la présente Norme internationale sont invitées à rechercher la possibilité
d'appliquer les éditions les plus récentes des documents normatifs indiqués ci-après. Pour les références non
datées, la dernière édition du document normatif en référence s'applique. Les membres de l'ISO et de la CEI
possèdent le registre des Normes internationales en vigueur.

3 Termes et définitions
Pour les besoins de la présente Norme internationale, les termes et définitions suivants s'appliquent.
3.1
ISIN
numéro international d'identification des valeurs mobilières
code unique qui identifie une émission spécifique de valeurs mobilières ou autres instruments financiers
4 Principes
Le code ISIN comprend les éléments suivants:
a) un préfixe, constitué par le code alpha-2 du pays déterminé d'après l’ISO 3166;
b) le numéro de base, qui comprend neuf caractères (lettres et/ou chiffres). Si le numéro national existant
comporte neuf caractères, ce numéro doit être utilisé; s'il comporte moins de neuf caractères, il doit
également être utilisé, mais des zéros doivent précéder le numéro national. S'il existe, le numéro de
contrôle national doit être considéré comme faisant partie intégrante du numéro de base comportant neuf
caractères;
c) un chiffre de contrôle, calculé selon le module 10 «Doubler-Additionner-Doubler», comme décrit dans
l'Annexe A.

5 Attribution d’ISIN
5.1 Pays dans lesquels existe une agence de numérotation
Pour les pays dans lesquels existe une agence de numérotation, le numéro ISIN doit être attribué par cette
agence suivant les principes décrits dans l'Article 4 et conformément aux responsabilités définies dans
l'Annexe B.
5.2 Pays dans lesquels il n’existe pas d’agence de numérotation
Pour les pays dans lesquels n'existe aucune d'agence de numérotation nationale, le numéro ISIN doit être
attribué par l'agence suppléant
