Overview

SIST ETS 300 399-2 E1:2003 is the Slovenian adoption of a European telecommunication standard, specifying the definition of the frame relay bearer service over Integrated Services Digital Network (ISDN). Developed by SIST in alignment with ETSI standards, this document outlines the network-specific aspects involved when a frame relay service is delivered via ISDN. As Part 2 of a multi-part series, it builds on the general principles outlined in Part 1 and provides detailed service definition for implementing frame relay bearer services within ISDN environments.

This standard is essential for network operators, service providers, and equipment manufacturers who implement or manage ISDN frame relay services, ensuring compatibility, interoperability, and consistent service quality across telecommunications infrastructures.

Key Topics

  • Service Definition: Describes how frame relay bearer services operate within ISDN, including network interfaces, data transfer modes, and service attributes.

  • Service Classes: Outlines various classes of frame relay bearer services available over ISDN, including both permanent and on-demand options, and their associations with different ISDN channels (e.g., D-channel, B-channel).

  • Procedures and Capabilities: Specifies procedures for service establishment, including support for multiple virtual circuits and maximum data field size, especially for D-channel usage.

  • Interface and Interworking: Details the user-network interface requirements, identifiers like the Data Link Connection Identifier (DLCI), and how services interwork with other protocols and numbering plans such as E.164 and X.121.

  • Supplementary Services: Lists compatible supplementary ISDN services (e.g., multiple subscriber numbers, direct dialing-in, caller identification, call forwarding, and closed user groups).

  • Attributes and Protocols: Defines essential attributes like transfer mode, channel access, supported protocols (I.430, I.431, Q.922, Q.933), Quality of Service (QoS), and options for commercial operation.

Applications

Frame relay bearer services over ISDN provide a foundation for modern digital communication in both public and private networks. Practical applications include:

  • Enterprise Networking: Connecting multiple sites, branches, or remote offices via ISDN frame relay, supporting efficient, bi-directional transfer of data for business-critical applications.

  • Telecommunication Service Providers: Delivering reliable, standards-based frame relay services to customer premises using ISDN access technologies, enabling flexible virtual circuit provisioning.

  • Interoperability Solutions: Facilitating integration with legacy data networks and migration paths toward more advanced broadband services, thanks to defined interfaces and international numbering plans.

  • Migration and Modernization: Offering a standardized service definition that helps organizations transition from older communication protocols to frame relay over ISDN, supporting both permanent and on-demand configurations.

Related Standards

SIST ETS 300 399-2 E1:2003 is closely linked to several standards that enable complete and interoperable frame relay services:

  • SIST ETS 300 399-1: Frame relay services; Part 1: General description

  • CCITT E.164: Numbering plan for ISDN era

  • ITU-T I.430 & I.431: Basic and primary rate user-network interface specifications

  • CCITT Q.922 & Q.933: ISDN data link and signaling specifications for frame relay

  • CCITT X.121: Numbering for public data networks

  • Other supporting ISDN standards (e.g., ETS 300 011, 012, 102, 125; Q.921; Q.931; X.25; X.200)

Implementing these standards in conjunction ensures that frame relay bearer services over ISDN are deployed in a manner that is robust, interoperable, and aligned with international best practices for telecommunications.
