SIST ETS 300 399-4 E1:2003 is the Slovenian adoption of ETS 300 399-4 Edition 1, published by SIST. It specifies the network-specific aspects of the frame relay bearer service when it is offered on Broadband Integrated Services Digital Network (B-ISDN) networks, including how Frame Relay - Service Specific Convergence Sublayer (FR-SSCS) data units are carried, addressed, signalled and classified. It is the document to use when defining or implementing frame relay bearer service on B-ISDN and ATM-based networks.
What does SIST ETS 300 399-4 E1:2003 specify?
SIST ETS 300 399-4 E1:2003 covers the B-ISDN-specific part of frame relay bearer service. It relies on the common frame relay description in ETS 300 399-1 and is intended for any B-ISDN that offers this service.
The document is organized into clauses 1 to 13 plus one informative annex:
- Clauses 1-4 cover scope, normative references, definitions and abbreviations.
- Clause 5 gives the general service definition.
- Clauses 6-13 cover the service description, classes, procedures, charging, interworking, attributes, dynamic description and numbering plan.
- Annex A is a bibliography.
What are the key requirements of SIST ETS 300 399-4 E1:2003?
SIST ETS 300 399-4 E1:2003 defines how the bearer service works on B-ISDN and what service properties apply in practice.
Clause 5 - General definition: The service carries FR-SSCS Service Data Units bi-directionally between S or T reference points, using a locally significant label called the Data Link Connection Identifier (DLCI). For the user, this means frames are switched by connection label, and the order is preserved for each DLCI.
Clause 5 - Multiple virtual channels: The user-network interface allows multiple on-demand and/or permanent virtual channels to many destinations. In practice, one access line can support several separate frame relay connections.
Clause 7 - Service classes: Table 1 groups the service into classes P, A and B, with permanent or on-demand variants and optional Q.933 annex A or annex B connection monitoring. The classes are defined per Asynchronous Transfer Mode (ATM) connection, and not all classes have to be offered together on one ATM connection.
Clause 7 - Resource allocation: Service classes on ATM connections use peak rate resource allocation. For users, this means planning capacity around peak throughput rather than a more flexible shared allocation model.
Clause 8 and clause 11 - Procedures and protocols: The procedures follow the protocols named in table 2, together with clause 8 of ETS 300 399-1. Table 2 also shows the access protocol combinations for layer 1, layer 2 and layer 3. This matters because implementation and interoperability depend on using the right signalling and data-link stack.
Clause 11 - Service attributes: The service is described as frame mode, unrestricted, SDU integrity, bi-directional symmetric and point-to-point. Table 2 also states that the transfer rate is limited by the user access channel and the throughput of the frame relay connection.
Clause 11 - On-demand options: The signalling access protocol items in table 2 for layer 1, layer 2, layer 3 and supplementary services apply only to on-demand frame relay bearer services. This helps distinguish what is relevant for permanent service versus connection setup and signalling.
Clause 13 - Numbering plans: E.164 and X.121 numbering plans apply depending on the service class, and table 3 shows the dependency. For implementers, this determines how addresses are assigned and interpreted on the interface.
What terms does SIST ETS 300 399-4 E1:2003 define?
- ATM (Asynchronous Transfer Mode): The transport and connection technology used for the access and service support described in this ETS.
- B-ISDN (Broadband Integrated Services Digital Network): The broadband digital network environment in which the frame relay bearer service is offered.
- DLCI (Data Link Connection Identifier): The locally significant label used to route frame relay data units through the network.
- FR-SSCS (Frame Relay - Service Specific Convergence Sublayer): The adaptation function that presents frame relay service data units to the network.
- SDU (Service Data Unit): The user data unit carried by the service.
- QoS (Quality of Service): The service quality concept referenced in the attributes, even though no specific QoS values are assigned here.
- AAL (ATM Adaptation Layer): The ATM layer adaptation used in the access and signalling protocol options.
Who uses SIST ETS 300 399-4 E1:2003?
Telecom network operators, B-ISDN service providers, switch and access-network equipment designers, signalling engineers, and interworking specialists use this ETS to define and implement frame relay bearer service. It is also useful for test labs, quality managers and buyers who need to check service class support, numbering plans, access protocols and the relation to ETS 300 399-1.

The document contains the service definition, class structure, protocol and access options, numbering-plan rules and attribute tables needed to specify frame relay bearer service on B-ISDN. Tables 1, 2 and 3 are the main implementation references: Table 1 groups the bearer service classes, Table 2 lists the service attributes and protocol combinations, and Table 3 ties numbering plans to service classes. It also includes the clauses used for procedures, charging, interworking and the general description inherited from ETS 300 399-1.

1 Scope
This European Telecommunication Standard (ETS) specifies the network specific aspects of the frame
relay service when it is offered on a Broadband Integrated Services Digital Network (B-ISDN); the service
is called "frame relay bearer service".
This ETS is applicable for all B-ISDNs offering a frame relay bearer service.
This ETS should be complemented with ETS 300 399-1 [1], for the common part of the frame relay
service.
