Household and similar electrical appliances - Safety - Part 2-21: Particular requirements for storage water heaters
This clause of Part 1 is replaced by the following.
This International Standard deals with the safety of electric storage water heaters for
household and similar purposes and intended for heating water below boiling temperature,
their rated voltage being not more than 250 V for single-phase appliances and 480 V for
other appliances.
Appliances not intended for normal household use but which nevertheless may be a source of
danger to the public, such as appliances intended to be used by laymen in shops, in light
industry and on farms, are within the scope of this standard.
This standard is also applicable to immersion heater units intended to be retrofitted in a
heat exchange closed water heater having provision for retrofitting. Such a unit shall comply
with the requirements in Annex AA.
NOTE Australia, Netherlands and New Zealand do not allow immersion heater units intended to be retrofitted in
a heat exchange closed water heater unless:
– the immersion heater unit has been tested with the tank models and brands listed in the instructions of the
immersion heater unit;
– the tank models and brands list the models of the immersion heater units that can be retrofitted.
As far as is practicable, this standard deals with the common hazards presented by
appliances that are encountered by all persons in and around the home. However, in general,
it does not take into account
– persons (including children) whose
• physical, sensory or mental capabilities, or
• lack of experience and knowledge
prevents them from using the appliance safely without supervision or instruction;
– children playing with the appliance.
NOTE 101 Attention is drawn to the fact that
– for appliances intended to be used in vehicles or on board ships or aircraft, additional requirements may be
necessary;
– in many countries additional requirements are specified by the national health authorities, the national
authorities responsible for the protection of labour and similar authorities;
– in many countries regulations exist for the installation of equipment connected to the water mains.
NOTE 102 This standard does not apply to
– appliances for boiling water (IEC 60335-2-15);
– instantaneous water heaters (IEC 60335-2-35);
– commercial dispensing appliances and vending machines (IEC 60335-2-75);
– appliances intended exclusively for industrial purposes;
– appliances intended to be used in locations where special conditions prevail, such as the presence of a
corrosive or explosive atmosphere (dust, vapour or gas).

Le présent document traite de la sécurité des chauffe-eau à accumulation pour usages domestiques et analogues, destinés à chauffer l’eau à une température inférieure à la température d’ébullition, dont la tension assignée n'est pas supérieure à 250 V pour les appareils monophasés et à 480 V pour les autres appareils.
Les appareils qui ne sont pas destinés à un usage domestique normal mais qui peuvent néanmoins constituer une source de danger pour le public, tels que les appareils destinés à être utilisés par des usagers non avertis dans des magasins, chez des artisans et dans des fermes, sont compris dans le domaine d'application de la présente norme.
Le présent document est également applicable aux éléments thermoplongeurs destinés à être rénovés dans un chauffe-eau fermé à échange thermique prévu pour la remise à niveau. Un tel élément doit être conforme aux exigences de l'Annexe AA.
Le présent document traite des risques raisonnablement prévisibles présentés par les appareils et les machines, et encourus par tous les individus.

1 Modification to the Scope
Delete the note to the fourth paragraph
Replace the fifth paragraph except for notes 101 and 102 by the following:
This document deals with the reasonably foreseeable hazards presented by appliances and machines that
are encountered by all persons.
However, in general, it does not take into account:
• children playing with the appliance;
• the use of the appliance by very young children;
It is recognized that very vulnerable people may have needs beyond the level addressed in this document.
2 Modification to Clause 7 "Marking and instructions"
7.12 Modification:
Replace in the first sentence of the fourth paragraph of Part 1 the words "8 years" by "3 years".
Add a new second sentence fourth paragraph of Part 1 the following:
Children aged from 3 to 8 years are only allowed to operate the tap connected to the water heater.

For closed water heaters, the minimum rated pressure is 1,0 MPa.

piping shall have a clear flow diameter of at least Ø 20 mm.

An unvented water heater shall be fitted with two independent safety devices, in addition to the
thermostat used for normal temperature control. These can be a non-self-resetting thermal cut-
out and a temperature relief valve according to BS 6283 Part 2 or a combined temperature and
pressure relief valve according to BS EN 1490.

The water temperature of the stored water shall at no time exceed 100 °C.

Relationship between this European Standard and the safety objectives of Directive
2014/35/EU [2014 OJ L96] aimed to be covered
This European Standard has been prepared under a Commission’s standardization request relating to
harmonized standards in the field of the Low Voltage Directive, M/511, to provide one voluntary means of
conforming to safety objectives of Directive 2014/35/EU of the European Parliament and of the Council of
26 February 2014 on the harmonization of the laws of the Member States relating to the making available on
the market of electrical equipment designed for use within certain voltage limits [2014 OJ L96].
Once this standard is cited in the Official Journal of the European Union under that Directive, compliance
with the normative clauses of this standard given in Table ZZA.1 confers, within the limits of the scope of this
standard, a presumption of conformity with the corresponding safety objectives of that Directive, and
associated EFTA regulations.
Compliance with this Part 2 when used together with the Part 1 provides one means of conformity with the
safety objectives.

INTRODUCTION
It has been assumed in the drafting of this International Standard that the execution of its
provisions is entrusted to appropriately qualified and experienced persons.
This standard recognizes the internationally accepted level of protection against hazards such
as electrical, mechanical, thermal, fire and radiation of appliances when operated as in
normal use taking into account the manufacturer's instructions. It also covers abnormal
situations that can be expected in practice and takes into account the way in which
electromagnetic phenomena can affect the safe operation of appliances.
This standard takes into account the requirements of IEC 60364 as far as possible so that
there is compatibility with the wiring rules when the appliance is connected to the supply
mains. However, national wiring rules may differ.
If an appliance within the scope of this standard also incorporates functions that are covered
by another part 2 of IEC 60335, the relevant part 2 is applied to each function separately, as
far as is reasonable. If applicable, the influence of one function on the other is taken into
account.
When a part 2 standard does not include additional requirements to cover hazards dealt with
in Part 1, Part 1 applies.
NOTE 1 This means that the technical committees responsible for the part 2 standards have determined that it is
not necessary to specify particular requirements for the appliance in question over and above the general
requirements.
This standard is a product family standard dealing with the safety of appliances and takes
precedence over horizontal and generic standards covering the same subject.
NOTE 2 Horizontal and generic standards covering a hazard are not applicable since they have been taken into
consideration when developing the general and particular requirements for the IEC 60335 series of standards. For
example, in the case of temperature requirements for surfaces on many appliances, generic standards, such as
ISO 13732-1 for hot surfaces, are not applicable in addition to Part 1 or part 2 standards.

12 1 Scope
13 This clause of Part 1 is replaced by the following.
14 This European Standard deals with the safety of electric storage water heaters for household and similar
15 purposes and intended for heating water below boiling temperature, their rated voltage being not more
16 than 250 V for single-phase appliances and 480 V for other appliances.
17 Appliances not intended for normal household use but which nevertheless may be a source of danger to
18 the public, such as appliances intended to be used by laymen in shops, in light industry and on farms, are
19 within the scope of this standard.
20 This standard is also applicable to immersion heater units intended to be retrofitted in a heat exchange
21 closed water heater having provision for retrofitting. Such a unit shall comply with the requirements in
22 Annex AA.
23 This standard deals with the reasonably foreseeable hazards presented by appliances and machines that
24 are encountered by all persons.
25 However, in general, it does not take into account:
26 • children playing with the appliance;
27 • the use of the appliance by very young children;
28 It is recognized that very vulnerable people may have needs beyond the level addressed in this
29 standard.
30 NOTE 101 Attention is drawn to the fact that
31 - for appliances intended to be used in vehicles or on board ships or aircraft, additional requirements may be
32 necessary;
33 - in many countries additional requirements are specified by the national health authorities, the national authorities

Part 2-21: Particular requirements for storage water heaters
1 Scope
This clause of Part 1 is replaced by the following.
This International Standard deals with the safety of electric storage water heaters for
household and similar purposes and intended for heating water below boiling temperature,
their rated voltage being not more than 250 V for single-phase appliances and 480 V for
other appliances.
Appliances not intended for normal household use but which nevertheless may be a source of
danger to the public, such as appliances intended to be used by laymen in shops, in light
industry and on farms, are within the scope of this standard.
This standard is also applicable to immersion heater units intended to be retrofitted in a
heat exchange closed water heater having provision for retrofitting. Such a unit shall comply
with the requirements in Annex AA.
NOTE Australia, Netherlands and New Zealand do not allow immersion heater units intended to be retrofitted in
a heat exchange closed water heater unless:
– the immersion heater unit has been tested with the tank models and brands listed in the instructions of the
immersion
