This amendment modifies EN 14303:2015 identifying those clauses of the standard which are needed for the compliance of this European Standard with the Construction Products Regulation (CPR).
This amendment introduces:
a) an update for the normative references;
b) the adaption of 4.3.10 in order to reference EN 16733 for the continuous smouldering combustion;
c) the reaction to fire class "F" in Annex A;
d) the new Annex ZA;
e) editorial changes.

This draft amendment is submitted to CEN members for enquiry. It has been drawn up by the Technical Committee CEN/TC 88.
This draft amendment A1, if approved, will modify the European Standard EN 14303:2015. If this draft becomes an amendment,
CEN members are bound to comply with the CEN/CENELEC Internal Regulations which stipulate the conditions for inclusion of
this amendment into the relevant national standard without any alteration.
This draft amendment was established by CEN in three official versions (English, French, German). A version in any other
language made by translation under the responsibility of a CEN member into its own language and notified to the CEN-CENELEC

European foreword
This document (EN 14303:2015/prA1:2018) has been prepared by Technical Committee CEN/TC 88
“Thermal insulating materials and products”, the secretariat of which is held by DIN.
This document is currently submitted to the CEN Enquiry.
This amendment modifies EN 14303:2015 identifying those clauses of the standard which are needed
for the compliance of this European Standard with the Construction Products Regulation (CPR).
This amendment introduces:
a) an update for the normative references;
b) an update for 4.3.9 Release of dangerous substances by referencing EN 16516 and corresponding
adaptions in the document;
c) the adaption of 4.3.10 in order to reference EN 16733 for the continuous smouldering combustion;
d) the reaction to fire class "F" in Annex A;
e) the new Annex ZA;
f) editorial changes.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association.

1 Modification to the European foreword
Delete "and supports essential requirements of Regulation (EU) No. 305/2011" from the 7th paragraph.
The European foreword will be updated using the latest template texts and listing the modifications as
described in the foreword of this document.
2 Modifications to the Scope

Replace "requirements" with "characteristics" in the 1 paragraph.
Replace "evaluation of conformity" with "assessment and verification of constancy of performance
(AVCP)" in the 4th paragraph.

Smouldering and S means Smouldering)

Replace the paragraphs and the NOTE with the following:
"When declared, the propensity to undergo continuous smouldering of factory made mineral wool
(MW) products shall be tested according to EN 16733.
The following conditions and parameters shall be considered within the tests:
— the type of binder and additives;
— organic content (in percentage per mass), to be determined by tests according to EN 13820;

— absolute organic content expressed in [kg/m ];
— density according to EN 1602 for flat products, according to EN 13470 for preformed pipe
insulation;
— thickness to be determined by test according to EN 823 for flat products or to EN 13467 for
preformed pipe insulation;
— fibre orientation.
Pipe sections shall be tested in a vertical direction, separately from flat products.
The test is intended for naked core products. Any facings or coatings are removed when preparing the
test specimen.
The tests shall be done without consideration of the intended end-use conditions. If EN 16733:2016,
6.2.5 applies, a permanent contact between the pieces shall be assured.
If there are pipe sections with an outer diameter of more than 100 mm, cut sections shall be used for
preparing the test specimen, taken into account the listed parameters.
The results of tests considering the aforementioned parameters in fully are also valid for products:
— of same binder type and additives;

— having tested absolute organic content in [kg/m ] identical or lower, when the organic content in
[%] is the same or lower as tested

— with equal or lower density up to a tested density of 115 kg/m ;
3
— if tested density is higher than 115 kg/m , can be applicable to lower density if additionally tested
3
with a density of 100 kg/m (± 15 %);
— with lower thickness and also with higher thickness when 100 mm thick specimens were tested;
— with all fibre orientations, if all relevant orientations had been tested;
— with any facings or coatings or suchlike;
— for any end-use conditions.
If the test according to EN 16733:2016, Clause 11 has been passed, declare: “the product does not show
propensity for continuous smouldering combustion”. If the test according to Clause 11 of
EN 16733:2016 has been failed, declare: “the product shows propensity for continuous smouldering

combustion”. If the assessment was not possible according to EN 16733:2016, Clause 11, declare:
“assessment of the propensity for continuous smouldering combustion is not possible”.
If a Designation code is given, the following abbreviations shall be used:
— the product does not show propensity for continuous smouldering combustion: NoS;
— the product shows propensity for continuous smouldering combustion: S;
— the assessment of the propensity for continuous smouldering combustion is not possible: ANP.".
15 Modification to 5.3, "Testing"

7.1 General
In accordance with EN 13172, the compliance of the factory made mineral wool (MW) products with
the requirements of this standard and with the performances declared by the manufacturer in the DoP
shall be demonstrated by:
— Determination of the product type (Type testing);
— Factory Production Control (FPC) by the manufacturer, including product assessment;
— Initial inspection of manufacturing plant and of Factory Production Control (FPC);
— Continuing surveillance, assessment and evaluation of Factory Production Control (FPC).
