Overview
SIST ETS 300 600 E1:2003 is a European standard developed by SIST, fully aligning with ETSI ETS 300 600 (GSM 09.03, phase 2). This standard sets out the signalling requirements for interworking between the Integrated Services Digital Network (ISDN) or the Public Switched Telephone Network (PSTN) and the Public Land Mobile Network (PLMN), specifically within the context of GSM-based digital cellular telecommunications systems. Its primary focus is the smooth integration and interoperability of mobile and fixed telephone networks, addressing only signalling aspects and referencing further specifications for service-level requirements.
Key Topics
- Signalling Interworking: Outlines how ISDN, PSTN, and GSM PLMN networks interact at the signalling level for call setup and control.
- Signalling System No. 7 (SS7): Specifies required compliance with CCITT Recommendations related to SS7, which underpins the signalling for both fixed and mobile telecommunications networks.
- Mobile Application Part (MAP): Details requirements for the use of MAP supported by the Transaction Capabilities Application Part (TCAP) of SS7, ensuring consistency in data exchange between network nodes.
- Message Routing and SCCP: Specifies that mobile network nodes must provide correct addressing according to Signalling Connection Control Part (SCCP) standards.
- Mobile-Services Switching Centres (MSC): MSCs in the mobile network must interface seamlessly with fixed network signalling systems, particularly the Telephone User Part (TUP) and Integrated Services Digital Network User Part (ISUP) of SS7.
- Off-Air Call Set-Up (OACSU): Explains the significance and limitations of off-air call setup for national calls, optimizing the use of radio channel resources without compromising interworking with fixed networks.
- Information Transparency: Enforces minimal information loss during the interworking process and mandates essential network interface standards.
Applications
- Fixed-Mobile Convergence: The standard ensures that GSM mobile networks can be reliably interconnected with Europe’s ISDN and PSTN infrastructures, which is crucial for universal voice and data services.
- National and International Voice Services: Facilitates call setup and management between mobile subscribers and users on traditional fixed networks, enhancing user experience and service continuity.
- Optimized Network Resources: Its guidance on OACSU promotes efficient allocation of radio channels, especially for national calls, thus optimizing network capacity and reducing operational costs.
- Service Providers and Equipment Manufacturers: Telecommunications providers, infrastructure vendors, and equipment manufacturers reference this standard to develop interoperable solutions and meet regulatory demands for network integration and quality of service.
- Network Upgrades and Expansion: As telecommunications networks evolve, adherence to these harmonized signalling requirements ensures compatibility during network upgrades or the rollout of new GSM-based mobile services.
Related Standards
- ETS 300 303: Addresses the specific signalling interface between ISDN and GSM PLMN, complementing the present standard’s scope.
- GSM 03.01: Covers network functions relevant for GSM; provides further details on OACSU and call control features.
- GSM 01.04 / ETR 100: Defines abbreviations and acronyms used across GSM and related standards.
- CCITT/ITU-T Q.701-Q.714, Q.771-Q.774: Fundamental recommendations for SS7 Message Transfer Part (MTP), Signalling Connection Control Part (SCCP), and Transaction Capabilities (TC) procedures, all cited within this standard.
- ETS 300 521: Focuses on GSM network functions, referenced for broader system interworking requirements.
By following SIST ETS 300 600 E1:2003, organizations and stakeholders can ensure robust, standardized interworking across Europe’s GSM, ISDN, and PSTN environments, supporting reliable and seamless telecommunication services.

Foreword
This European Telecommunication Standard (ETS) has been produced by the Special Mobile Group
(SMG) Technical Committee (TC) of the European Telecommunications Standards Institute (ETSI).
This ETS specifies the signalling requirements on interworking between the Integrated Services Digital
Network (ISDN) or Public Switched Telephone Network (PSTN) and the Public Land Mobile Network
(PLMN) within the European digital cellular telecommunications system (Phase 2).
This ETS correspond to GSM technical specification, GSM 09.03 version 4.0.3.
The specification from which this ETS has been derived was originally based on CEPT documentation,
hence the presentation of this ETS may not be entirely in accordance with the ETSI/PNE rules.
Reference is made within this ETS to GSM Technical Specifications (GSM-TS) (NOTE).
NOTE: TC-SMG has produced documents which give the technical specifications for the
implementation of the European digital cellular telecommunications system.
Historically, these documents have been identified as GSM Technical Specifications
(GSM-TS). These TSs may have subsequently become I-ETSs (Phase 1), or ETSs
(Phase 2), whilst others may become ETSI Technical Reports (ETRs). GSM-TSs are,
for editorial reasons, still referred to in current GSM ETSs.

1 Scope
The purpose of this technical specification is to present the general requirements for the Public Switched
Telephone Network (PSTN) and the Integrated Services Digital Network (ISDN) as well as for the mobile
network to be met in order to ensure a correct integration of the mobile service in the fixed network.
This technical specification covers only the signalling aspects of the interworking. The service
requirements have to be covered in a specific specification: only the signalling impacts have to be dealt
with here.
