This document specifies general safety requirements and test methods related to materials, safety and performance for classified floating leisure articles for use on and in water.
This document is not applicable to:
— aquatic toys (use in shallow waters/use under supervision);
— inflatable boats with a buoyancy > 1 800 N;
— buoyant aids for swimming instructions;
— air mattresses that are not specifically designed or intended for use on the water (e.g. velour bed, self-inflating mattress and rubberized cotton air mattress);
— floating seats for angling purposes;
— surf sports type devices (e.g. body boards, surf boards, stand-up-paddles boards);
— water ski, wakeboard or kite surfing board;
— devices made from rigid materials e.g. wood, aluminium, hard or non-deformable plastic;
— devices that are kept in shape by permanent air flow;
— rings intended for use on water slides;
— wading devices.

Dieses Dokument legt sicherheitstechnische Anforderungen und Prüfverfahren bezüglich der Materialien, der Sicherheit und Gebrauchstauglichkeit für klassifizierte schwimmende Freizeitartikel für den Gebrauch auf und im Wasser nach Abschnitt 4 (siehe Tabelle 1) fest.
Dieses Dokument gilt nur im Zusammenhang mit ISO 25649-2:20xx und den relevanten spezifischen Teilen (ISO 25649-3:20xx bis ISO 25649-7:20xx).
ANMERKUNG 1 Spezifische Sicherheitsanforderungen sind in ISO 25649 3 bis ISO 25649 7 festgelegt.
ANMERKUNG 2 Die spezifischen Normteile können Ausnahmen von denen in diesem Dokument und/oder von denen in ISO 25649 2 festgelegten allgemeinen Anforderungen enthalten.
Dieses Dokument gilt nicht für:
- Wasserspielzeug nach der Europäischen Richtlinie 2009/48/EG (Gebrauch in flachem Wasser/Gebrauch unter Aufsicht);
- aufblasbare Boote mit einem Auftrieb > 1 800 N nach der Europäischen Richtlinie 2013/53/EU;
- Auftriebshilfen für das Schwimmenlernen gemäß der Europäischen Richtlinie 2016/425/EU;
- Luftmatratzen, die nicht speziell für den Gebrauch auf dem Wasser konstruiert oder bestimmt sind (z. B. Velours-Aufblasbetten, selbstaufblasende Liegematten und Luftmatratzen aus gummiertem Baumwollgewebe);
- Schwimmsitze für Angler;
- Geräte für den Surfsport (z. B. Bodyboards, Surfbretter);
- Wasserski, Wakeboard oder Kite-Surf-Board;
- Geräte aus starren Materialien, z. B. Holz, Aluminium, Hartplastik oder Kunststoffe, die sich nicht verformen lassen;
- Geräte, die ihre Form durch permanente Luftzufuhr erhalten;
- Ringe, vorgesehen für den Gebrauch auf Wasserrutschen;
- Geräte zum Waten im Wasser.

Le présent document spécifie les exigences générales de sécurité et les méthodes d’essai relatives aux matériaux, à la sécurité et aux performances des articles de loisirs flottants classés, destinés à être utilisés sur ou dans l’eau.
Le présent document ne s’applique pas aux :
— jouets nautiques (utilisation dans une eau peu profonde/utilisation sous surveillance) ;
— bateaux gonflables d’une flottabilité > 1 800 N ;
— aides à la flottabilité destinées à l’apprentissage de la natation ;
— matelas pneumatiques qui ne sont pas spécifiquement conçus pour ou destinés à être utilisés sur l’eau (par exemple, lit d’appoint en velours, matelas autogonflant et matelas pneumatique en coton caoutchouté) ;
— sièges flottants pour pêche à la ligne ;
— articles de surf (par exemple, body board, planches de surf, planches de stand‑up paddle) ;
— ski nautique, planche nautique ou planche de kitesurf ;
— articles fabriqués en matériaux rigides comme le bois, l’aluminium, les matières plastiques dures ou non déformables ;
— articles maintenus en forme par un flux d’air permanent ;

This document (EN ISO 25649-1:2024) has been prepared by Technical Committee ISO/TC 83 "Sports
and other recreational facilities and equipment" in collaboration with Technical Committee CEN/TC
136 “Sports, playground and other recreational facilities and equipment” the secretariat of which is held
by DIN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by May 2025, and conflicting national standards shall be
withdrawn at the latest by May 2025.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN ISO 25649-1:2017.
This document has been prepared under a standardization request addressed to CEN by the European

of Directive 2001/95/EC aimed to be covered
This European Standard has been prepared under a Commission’s standardization request Mandate
M/372 Floating leisure products for use on or in the water to provide one voluntary means of
conforming to the product safety requirements for floating leisure products for use on or in the water
pursuant to Directive 2001/95/EC of the European Parliament and of the Council.
Once this standard is cited in the Official Journal of the European Union under that Directive
2001/95/EC, compliance with the normative clauses of this standard given in Table ZA.1 confers,
within the limits of the scope of this standard, a presumption of conformity with the corresponding
safety requirements set in the Directive and specified in the request M/372 and associated EFTA
regulations.
