SIST ETS 300 694 E1:2003 is the Slovenian adoption of ETS 300 694 Edition 1, published by SIST and originally produced by ETSI. It specifies the stage 1 service description for Private Integrated Services Network (PISN) Cordless Terminal Mobility (CTM) call handling Additional Network Features (ANF), for understanding how calls to and from a CTM user are handled in the network.

What does SIST ETS 300 694 E1:2003 specify?

SIST ETS 300 694 E1:2003 specifies the user-level service behavior of two related PISN features: Incoming CTM Call Handling (ANF-CTMI) and Outgoing CTM Call Handling (ANF-CTMO). It is a stage 1 specification, so it describes what the service does and how users experience it, not the detailed human interface or the lower-level control design.

The document is organized into:

  • Clause 1, Scope
  • Clause 2, Normative references
  • Clause 3, Definitions and abbreviations
  • Clause 4, ANF-CTMI
  • Clause 5, ANF-CTMO
  • Annex A, informative failure indications for ANF-CTMI
  • Annex B, informative bibliography

What are the key requirements of SIST ETS 300 694 E1:2003?

SIST ETS 300 694 E1:2003 defines how a PISN should treat incoming and outgoing calls for a CTM user when the user can move within the network coverage area. In practice, the key point is that the network must know the user’s location or service profile well enough to route calls correctly.

ANF-CTMI handles incoming calls to a CTM user

ANF-CTMI directs incoming calls to a CTM user within the PISN when the user’s location is known. The feature is permanently activated, and registration and interrogation are not used. For implementers, this means incoming call handling is always part of the service behavior, not an optional add-on.

The network uses location information to route the call

For each CTM user, the network maintains location information and uses the destination number to determine the user’s current access point. If the call cannot be completed, the calling user is informed through normal basic call failure procedures. This matters because call completion depends on current location data, and failure handling follows the ordinary PISN call process.

ANF-CTMO handles calls from a CTM user

ANF-CTMO applies when a CTM user initiates a call or a supplementary service request from a visited location. The feature verifies that the user is registered as a visiting user, sets the originating number to the user’s complete PISN number when needed, and makes the service profile available for outgoing call control or sends processing to the home location. In practice, the network may use the user’s service settings locally or defer processing to the home side.

Some outgoing calls can be rejected

The PISN may reject an outgoing request if no originating number is provided or if the user is not registered in that location area. Other basic call establishment restrictions and exceptional procedures also apply. This gives the implementer clear rejection conditions for unsupported or unverified call attempts.

Interactions with other services are defined where they matter

The standard lists interactions with number identification services, name identification services, call diversion services, Call Transfer (SS-CT), Path Replacement (ANF-PR), call completion services, Do not disturb services, Call Offer, Call Intrusion, and CTM location handling services such as Cordless Terminal Location Registration (SS-CTLR) and Transfer of Service Profile (ANF-CTSP). This is important because CTM handling must fit with existing supplementary services, not override them blindly.

What is rejected or takes precedence is also stated

For ANF-CTMI, SS-CFU takes precedence if it is active for the CTM user. For ANF-CTMO, ANF-CTSP may be invoked when service profile information is insufficient. The document also notes that ANF-CTMO may require SS-CTLR to have been invoked. These rules help avoid conflicting service behavior.

What terms does SIST ETS 300 694 E1:2003 define?

  • Additional Network Feature (ANF) - A network feature beyond the basic call service, treated as part of PISN behavior.
  • Cordless Terminal Mobility (CTM) - The ability of a cordless terminal to move while still using PISN services and being tracked by the network.
  • CTM user - A PISN user whose calls are processed by ANF-CTMI, ANF-CTMO, or both.
  • location registration - The process of determining and updating the position of a cordless terminal in one or more databases.
  • service profile - The collection of services and service options available to a PISN user.
  • signalling connection - A means of carrying supplementary service requests independently of a basic call.
  • PISN number - The network number used to identify a PISN user.

Who uses SIST ETS 300 694 E1:2003?

SIST ETS 300 694 E1:2003 is used by telecom standards engineers, PISN and PBX equipment vendors, service designers, and network operators working with CTM-capable private networks. Quality and integration teams use it to understand expected call handling behavior for roaming cordless users, especially where incoming routing, outgoing identity, and supplementary service interactions must be implemented consistently.

Which standards are used with SIST ETS 300 694 E1:2003?

  • ETS 300 171 - Defines control aspects of circuit mode basic services, which CTMI and CTMO apply to.
  • ETS 300 415 - Supplies shared PTN terms and definitions used by this standard.
  • ISO/IEC 11579-1 - Provides reference configurations for PISN exchanges.
  • ETS 300 387 - Defines the method for specifying basic and supplementary services, including the stage 1, stage 2, and stage 3 structure.
  • CCITT Recommendation I.130 - Describes how telecommunication services are characterized at stage 1.
  • ITU-T Recommendation I.210 - Gives principles for describing ISDN-supported services.
  • ITU-T Recommendation Z.100 - Defines Specification and Description Language (SDL), used for the overall diagrams.
  • ITU-T Recommendation Q.850 - Used in Annex A for mapping CTMI failure reasons to basic call cause values.

What does the SIST ETS 300 694 E1:2003 document contain?

The document contains service descriptions, procedural rules, interaction notes, and overall SDL diagrams for both ANF-CTMI and ANF-CTMO. Clause 4 and Clause 5 each cover description, procedures, interactions with other supplementary services and ANFs, interworking considerations, and an overall SDL diagram.

Annex A gives an informative mapping between CTMI failure reasons and basic call cause values, including the diagnostic field where relevant. Annex B lists a bibliography centered on ITU-T Recommendation Q.850. These parts are useful when designing call handling logic, choosing rejection causes, or checking how CTM behavior fits with existing signaling practice.

1 Scope
This European Telecommunication Standard (ETS) describes the stage 1 of the Cordless Terminal
Mobility (CTM) call handling Additional Network Features (ANF) for Private Integrated Services Networks
(PISNs). It comprises two related but distinct service descriptions, Incoming CTM Call Handling Additional
Network Feature (ANF-CTMI) and Outgoing CTM Call Handling Additional Network Feature (ANF-CTMO).
Stage one is an overall service description from the user's point of view, but does not deal with the details
of the human interface itself, see CCITT Recommendation I.130 [5].
ANF-CTMI directs incoming calls to a CTM user within a PISN regardless of the CTM user's geographical
location within the PISN, provided the CTM user's location is known.
ANF-CTMO detects an outgoing call or request for a supplementary service from a CTM user and
establishes it as a basic call or signalling connection, respectively, regardless of the user's geographical
location within the PISN. It also provides the CTM user's service profile for use by outgoing call control, or
alternatively passes the call to the CTM user's home location for processing.
This ETS contains the stage 1 specification of the CTM call handling ANFs. ANF specifications are
produced in three stages according to the method described in ETS 300 387 [4].
The purpose of the stage 1 specification is to guide and constrain the work at stage 2 and stage 3. Where
the text indicates the status of a requirement (i.e. as strict command or prohibition or as authorisation
leaving freedom as a capability or possibility) this is reflected in the text of the relevant stage 2 and stage 3
standards.
Conformance to this ETS is met by conforming to the stage three standards with the field of application
appropriate to the equipment being implemented. Therefore, no method of testing is provided for this ETS.
2 Normative references
This ETS incorporates by dated and undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to or revisions of any of these publications
