Personal protective equipment - Protective footwear (ISO 20346:2014)

EN ISO 20346 specifies basic and additional (optional) requirements for protective footwear used for general purpose. It includes, for example, mechanical risks, slip resistance, thermal risks, ergonomic behaviour. Special risks are covered by complementary job-related standards (e.g. footwear for firefighters, electrical insulating footwear, protection against chain saw injuries, protection against chemicals and molten metal splash, protection for motor cycle riders).

L'ISO 20346:2014 spécifie les exigences fondamentales et additionnelles (optionnelles) relatives aux chaussures de protection d'usage général. Elle inclut, par exemple, les risques mécaniques, la résistance au glissement, les risques thermiques et le comportement ergonomique.
Les risques particuliers sont couverts par des normes complémentaires relatives au travail (par exemple chaussures pour pompiers, chaussures isolantes électriquement, chaussures résistantes aux coupures de scies à chaîne, protection contre les produits chimiques ou les projections de métal fondu, chaussures pour motocyclistes).

Standard EN ISO 20346 določa osnovne in dodatne (neobvezne) zahteve za varovalno obutev, namenjeno splošni uporabi. Zajema na primer mehanska tveganja, odpornost proti zdrsu, toplotna tveganja in ergonomski odziv. Posebna tveganja so obravnavana v dopolnilnih standardih, povezanih s poklici (npr. obutev za gasilce, elektroizolacijska obutev, zaščita pred poškodbami z verižno žago, zaščita pred kemikalijami in obrizgom staljene kovine, zaščita za motoriste).

This document (EN ISO 20346:2014) has been prepared by Technical Committee ISO/TC 94 "Personal safety
- Protective clothing and equipment" in collaboration with Technical Committee CEN/TC 161 “Foot and leg
protectors” the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by November 2014, and conflicting national standards shall be withdrawn
at the latest by November 2014.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent

Relationship between this European Standard and the Essential
Requirements of EU Directive 89/686/EEC Personal Protective Equipment
This European Standard has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association to provide a means of conforming to Essential Requirements of the
New Approach Directive 89/686/EEC Personal Protective Equipment.
Once this standard is cited in the Official Journal of the European Union under that Directive and has been
implemented as a national standard in at least one Member State, compliance with the normative clauses of
this standard given in Table ZA.1 confers, within the limits of the scope of this standard, a presumption of
conformity with the corresponding Essential Requirements of that Directive and associated EFTA regulations.

ISO 20346 was prepared by the European Committee for Standardization (CEN) Technical Commitee
CEN/TC 161, Foot and leg protectors, in collaboration with ISO Technical Committee ISO/TC 94, Personal
safety — Protective clothing and equipment, Subcommittee SC 3, Foot protection, in accordance with the
Agreement on technical cooperation between ISO and CEN (Vienna Agreement).
This second edition cancels and replaces the first edition (ISO 20346:2004), which has been technically
revised. It also incorporates the Amendment ISO 20346:2004/Amd. 1:2007 and the Technical Corrigenda
ISO 20346:2004/Cor. 1:2005 and ISO 20346:2004/Cor. 2:2006.
Changes between this edition and the 2004 version are as follows.
— Slip resistance was moved from Annex A into the main text (5.3.5).
— The requirements for seat region (5.2.3) are more specific.
— The requirements for corrosion resistance of metallic toecaps (5.3.2.5.1) have been slightly changed.
— Innocuousness (5.3.6) has been added.
— The requirement for Chromium VI content was exactly specified.
— The requirement for abrasion resistance of seat region lining has been included.
— The requirements for penetration resistance have been adjusted to EN 12568.
— A new kind of footwear “Hybrid Footwear” has been included in Annex A.

1 Scope
This International Standard specifies basic and additional (optional) requirements for protective
footwear used for general purpose. It includes, for example, mechanical risks, slip resistance, thermal
risks, ergonomic behaviour.

4 Classification and designs
Footwear shall be classified in accordance with Table 1. Designs of footwear are illustrated in Figure 4.

5 Basic requirements for protective footwear
5.1 General
Protective footwear shall conform to the basic requirements given in Table 2.

NACIONALNI UVOD

Standard SIST EN ISO 20346 (sl), Osebna varovalna oprema – Varovalna obutev (ISO 20346:2014),
2014, ima status slovenskega standarda in je istoveten evropskemu standardu EN ISO 20346
(en, de, fr), Personal protective equipment – Protective footwear (ISO 20346:2014), 2014.

Ta standard nadomešča SIST EN ISO 20346:2004.

NACIONALNI PREDGOVOR

Evropski standard EN ISO 20346:2014 je pripravil tehnični odbor Evropskega komiteja za
standardizacijo CEN/TC 161 Zaščita nog in stopal. Slovenski standard SIST EN ISO 20346:2014 je
prevod evropskega standarda EN ISO 20346:2014. V primeru spora glede besedila slovenskega
prevoda v tem standardu je odločilen izvirni evropski standard v enem izmed treh uradnih jezikov CEN.
Slovensko izdajo standarda je pripravil tehnični odbor SIST/TC OVP Osebna varovalna oprema.

Odločitev za izdajo tega standarda je dne 26. maja 2014 sprejel SIST/TC OVP Osebna varovalna oprema.

Predgovor k evropskemu standardu

Ta dokument (EN ISO 20346:2014) je pripravil tehnični odbor ISO/TC 94 »Osebna varnost – Zaščitna
obleka in oprema« v sodelovanju s tehničnim odborom CEN/TC 161 »Varovanje stopal in nog«,
katerega sekretariat vodi BSI.

Ta evropski standard mora dobiti status nacionalnega standarda z objavo istovetnega besedila ali z
razglasitvijo najpozneje do novembra 2014, nasprotujoče nacionalne standarde pa je treba razveljaviti
najpozneje do novembra 2014.

Opozoriti je treba na možnost, da so lahko nekateri elementi tega dokumenta predmet patentnih pravic.
CEN [in/ali CENELEC] ne prevzema odgovornosti za identifikacijo nekaterih ali vseh takih patentnih
pravic.

Ta evropski standard nadomešča EN ISO 20346:2004.

Ta dokument je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko združenje za
prosto trgovino dodelila CEN, ter podpira bistvene zahteve direktive Evropske unije.

Za povezavo z direktivo Evropske unije glejte informativni dodatek ZA, ki je sestavni del tega

Ta evropski standard je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko

Predgovor k mednarodnemu standardu

ISO (Mednarodna organizacija za standardizacijo) je svetovna zveza nacionalnih organov za standarde
(članov ISO). Mednarodne standarde ponavadi pripravljajo tehnični odbori ISO. Vsak član, ki želi
delovati na določenem področju, za katero je bil ustanovljen tehnični odbor, ima pravico biti zastopan v
tem odboru. Pri delu sodelujejo tudi mednarodne vladne in nevladne organizacije, povezane z ISO. V
vseh zadevah, ki so povezane s standardizacijo na področju elektrotehnike, ISO tesno sodeluje z
Mednarodno elektrotehniško komisijo (IEC).
Postopki, uporabljeni pri pripravi tega dokumenta, in predvideni postopki za njegovo vzdrževanje so
opisani v 1. delu Direktiv ISO/IEC. Posebna pozornost naj se nameni različnim kriterijem odobritve,
potrebnim za različne vrste dokumentov ISO. Ta dokument je bil zasnovan v skladu z uredniškimi pravili

ISO 20346 je pripravil tehnični odbor Evropskega komiteja za standardizacijo (CEN) CEN/TC 161,
Varovanje stopal in nog, v sodelovanju s tehničnim odborom ISO/TC 94, Osebna varnost – Zaščitna
obleka in oprema, pododbor SC 3, Varovanje stopal, v skladu s sporazumom o tehničnem sodelovanju
med ISO in CEN (Dunajski sporazum).
Ta druga izdaja razveljavlja in nadomešča prvo izdajo (ISO 20346:2004), ki je bila strokovno revidirana.
Vsebuje tudi dopolnilo ISO 20346:2004/Amd.1:2007 ter tehnična popravka ISO 20346:2004/
Cor.1:2005 in ISO 20346:2004/Cor. 2:2006.
Spremembe med to izdajo in izdajo iz leta 2004 so naslednje:
– odpornost proti zdrsu je prestavljena iz dodatka A v glavno besedilo (5.3.5);
– zahteve za predel pete (5.2.3) so bolj specifične;
– zahteve za korozijsko odpornost kovinskih zaščitnih kapic (5.3.2.5.1) so nekoliko spremenjene;
– dodana je točka Neškodljivost (5.3.6);
– zahteva za vsebnost kroma VI je natančno določena;
– vključena je zahteva za odpornost podloge predela pete proti obrabi;
– zahteve za odpornost proti predrtju so usklajene s standardom EN 12568;
– v dodatek A je vključena nova vrsta obutve »Hibridna obutev«.

1 Področje uporabe

Ta mednarodni standard določa osnovne in dodatne (neobvezne) zahteve za varovalno obutev,
namenjeno splošni uporabi. Zajema na primer mehanska tveganja, odpornost proti zdrsu, toplotna
tveganja in ergonomski odziv.

Posebna tveganja so obravnavana v dopolnilnih standardih, povezanih s poklici (npr. obutev za gasilce,
elektroizolacijska obutev, zaščita pred poškodbami z verižno žago, zaščita pred kemikalijami in
obrizgom staljene kovine, zaščita za motoriste).

5.2.3 Predel pete

Predel pete mora biti zaprt. Na tem območju zgornjega dela pod najmanjšo višino, navedeno za obliko A
v preglednici 10, ne sme biti drugih lukenj razen tistih za oblikovanje šivov.

5.3 Celotna obutev

5.3.1 Lastnosti podplata

5.3.1.1 Zasnova

Če se uporabi notranjik, njegova odstranitev ne sme biti mogoča brez poškodovanja obutve. Če
notranjika ni, mora biti nameščen trajno pritrjen vrhnji vložek.

5.3.1.2 Sprijemna trdnost med zgornjim delom in podplatom

Pri preskušanju obutve, ki nima prišitega podplata, v skladu z metodo, opisano v standardu
ISO 20344:2011, 5.2, sprijemna trdnost ne sme biti manjša od 4,0 N/mm, razen v primeru pretrganja
podplata, ko sprijemna trdnost

This International Standard specifies basic and additional (optional) requirements for protective footwear.

Footwear shall be classified in accordance with Table 1.

5.2 Design
Footwear shall conform to one of the designs given in Figure 3.

5.2.1 Height of upper
The height of the upper measured in accordance with ISO 20344:2011, 6.2, shall be as given in Table 4.

5.2.2 Seat region
The seat region shall be closed. In this area of the upper, no holes other than to form seams are allowed.
5.3 Whole footwear
5.3.1 Sole performance
5.3.1.1 Construction
When used an insole shall be present in such a way that it cannot be removed without damaging the footwear.
5.3.1.2 Upper/outsole bond strength
When footwear, other than with a stitched sole, is tested in accordance with the method described in
ISO 20344:2011, 5.2, the bond strength shall be not less than 4,0 N/mm, unless there is tearing of the sole, in
which case the bond strength shall be not less than 3,0 N/mm.
5.3.2 Toe protection
5.3.2.1 General
Toecaps shall be incorporated in the footwear in such a manner that they cannot be removed without
damaging the footwear.
With the exception of all-rubber and all-polymeric footwear, footwear fitted with internal toecaps shall have a
vamp lining or an element of the upper that serves as a lining, and in addition the toecaps shall have an edge
covering extending from the back edge of the toecap to at least 5 mm beneath it and at least 10 mm in the
opposite direction.
Scuff resistant coverings for the toe region shall be not less than 1 mm in thickness.
5.3.2.2 Internal length of toecaps
When measured in accordance with the method described in ISO 20344:2011, 5.3, the internal toecap length
shall be in accordance with Table 5.

5.3.2.3 Impact resistance of protective footwear
When safety footwear is tested in accordance with the method described in ISO 20344:2011, 5.4, at an impact
energy of at least 100 J  2 J, the clearance under the toecap at the moment of impact shall be in accordance
with Table 6. In addition, the toecap shall not develop any cracks which go through the material, i.e. through
which light can be seen.

5.3.2.4 Compression resistance of protective footwear
When safety footwear is tested in accordance with ISO 20344:2011, 5.5, the clearance under the toecap at a
compression load of 10 kN ± 0,1 kN shall be in accordance with table 6.
5.3.2.5 Behaviour of toecaps
5.3.2.5.1 Corrosion resistance of metallic toecaps
When classification II footwear is tested and assessed in accordance with ISO 20344:2011, 5.6.1, the metallic

toecap shall exhibit no more than five areas of corrosion, none of which shall exceed 2,5 mm in area.
When metallic toecaps to be used in classification I footwear are tested and assessed in accordance with ISO
20344:2011, 5.6.2, they shall exhibit no more than five areas of corrosion, none of which shall exceed
2
2,5 mm in area.
5.3.2.5.2 Non-metallic toecaps
Non-metallic toecaps used in protective footwear shall comply with the requirements of prEN 12568:2008, 4.4.
5.3.3 Leakproofness
When tested in accordance with ISO 20344:2011, 5.7, there shall be no leakage of air.

5.3.4 Specific ergonomic features
The footwear shall be considered to satisfy the ergonomic requirements if all the answers are positive in the
questionnaire given in ISO 20344:2011, 5.1.
5.3.5 Slip resistant requirement
5.3.5.1 General
When tested in accordance with ISO 20344:2011, 5.18.1, protective footwear shall comply with one of the
following clauses: 5.3.5.2 or 5.3.5.3 or 5.3.5.4.
The requirements are applicable to conventionally soled footwear. They are not applicable to special purpose
footwear containing spikes, metal studs or similar or to special purpose protective footwear to be used on soft
ground (sand, sludge, etc.).
5.3.5.2 Slip resistance on ceramic tile floor with sodium lauryl sulphate (SLS) solution
Footwear resistant to slip on ceramic tile floor with SLS shall fulfil the requirements of Table 7.
