SIST EN 319 412-4 V1.3.1:2023
(Main)Electronic Signatures and Infrastructures (ESI) - Certificate Profiles - Part 4: Certificate profile for web site certificates
General Information
- Abstract
The present document specifies a certificate profile for web site certificates that are accessed by the TLS protocol [i.1].
The profile defined in the present document builds on the CA/Browser Forum Baseline requirements [2], Extended
validation guidelines [3] and other parts of the present multi-part deliverable.
The present document focuses on requirements on certificate content. Requirements on decoding and processing rules
are limited to aspects required to process certificate content defined in the present document. Further processing
requirements are only specified for cases where it adds information that is necessary for the sake of interoperability.
This profile can be used for legal and natural persons. For certificates issued to legal persons, the profile builds on the
CAB Forum EV Profile [3] or baseline requirements [2]. For certificates issued to natural persons, the profile builds
only on CAB Forum baseline requirements [2].

ETSI EN 319 412-4 V1.3.1 (2023-09) - Electronic Signatures and Infrastructures (ESI); Certificate Profiles; Part 4: Certificate profile for web site certificates
Overview
SIST EN 319 412-4 V1.3.1:2023 specifies a standardized certificate profile for website certificates accessed via the TLS protocol. Developed by SIST, this standard closely aligns with the CA/Browser Forum Baseline Requirements and Extended Validation Guidelines, offering a harmonized framework for certificate content and interoperability in electronic trust services. It is directly related to the issuance of digital certificates for both legal and natural persons, ensuring compliance with European and international requirements for secure web communication and trusted electronic signatures.
This standard is designed to enhance security, interoperability, and trust in digital transactions by addressing the certificate fields and extensions needed for web certificates. It ensures that certificates meet widely recognized industry baselines and legal expectations, providing confidence for website authentication and secure online interactions.
Key Topics
Certificate Profile for Website Certificates
- Focuses on the structure and mandatory fields for certificates used by web servers supporting the TLS protocol.
- Applies to certificates issued to both legal and natural persons, following the relevant CA/Browser Forum and ETSI profiles.
Harmonization with Industry Standards
- Incorporates requirements from:
- CA/Browser Forum Baseline Requirements
- Extended Validation (EV) Guidelines
- European regulations, particularly eIDAS (EU Regulation No 910/2014)
- Incorporates requirements from:
Certificate Content and Interoperability
- Details required fields, extensions, and policy identifiers to ensure certificate processing and compatibility across different systems and trust frameworks.
- Focuses on certificate content; only limited additional processing requirements are specified for interoperability purposes.
Support for Qualified Certificates
- Outlines the additional requirements for EU Qualified Certificates, including QCStatements and policy identifiers to ensure alignment with ETSI EN 319 411-2.
Applicability to Multiple Entity Types
- Provides specific guidance for certificates issued to:
- Legal persons (organizations) – aligning with Extended Validation or baseline requirements.
- Natural persons (individuals) – aligning with baseline requirements.
- Provides specific guidance for certificates issued to:
Applications
This standard has practical relevance in a range of digital trust and information security scenarios, including:
Web Server Authentication
- Ensures that websites can present certificates that are interoperable, trusted, and compliant with both European and global requirements.
- Supports secure TLS/SSL communications.
Legal and Regulatory Compliance
- Assists certificate authorities and trust service providers in meeting the requirements of EU eIDAS regulation and CA/Browser Forum guidelines.
- Supports issuance of EU Qualified Website Certificates, which are mandatory in regulated sectors and for public electronic services.
Universal Trust for Digital Transactions
- Facilitates trust in online banking, e-government, e-commerce, and other services reliant on secure, authenticated website connections.
- Minimizes the risk of spoofing and ensures certificate validity is universally recognized.
Public and Private Sector Deployment
- Applicable for organizations seeking to deploy robust, standards-based PKI for websites, enhancing user trust and interoperability.

Introduction
ITU and ISO issued standards for certification of public keys in ITU X.509 | ISO/IEC 9594-8 [i.4] which are used for
the security of communications and data for a wide range of electronic applications.
Regulation (EU) No 910/2014 [i.3] of the European Parliament and of the Council of 23 July 2014 on electronic
identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC
defines requirements on specific types of certificates named "qualified certificates". Implementation of the Directive
1999/93/EC [i.2] and deployment of certificate infrastructures throughout Europe as well as in countries outside of
Europe, have resulted in a variety of certificate implementations for use in public and closed environments, where some
are declared as qualified certificates while others are not.
The CA/Browser Forum released the Extended Validation Certificate Guidelines [3] and the Baseline Requirements for
the issuance and management of publicly trusted TLS/SSL certificates [2] to mitigate website spoofing attacks.
The present document aims to maximize the interoperability of systems issuing and using certificates both in the
European context under the Regulation (EU) No 910/2014 [i.3] and in the wider international environment, also by
meeting requirements from CA Browser Forum.
