This Harmonized EN for two-way communications in the Ka-bands specifies the essential requirements due to the R&TTE Directive for Satellite Terminals (ST) operating as part of a satellite network.  These terminals operate in the frequency  band allocated to the Fixed Satellite Service (FSS) an a primary basis.

ETSIETSIEN301459V1.2.1(2000-10)8Forarticle3.3varioushorizontalboxesareshown.TheirdottedlinesindicatethatnoessentialrequirementsintheseareashaveyetbeenadoptedbytheCommission.Ifsuchessentialrequirementsareadopted,theywillbeelaboratedinindividualstandardswhosescopeislikelytobespecifiedbyfunctionorinterfacetype.Theverticalboxesshowthestandardsunderarticle3.2fortheuseoftheradiospectrum.Thescopesofthesestandardsarespecifiedeitherbyfrequency(normallyinthecasewherefrequencybandsareharmonized)orbyradioequipmenttype.Forarticle3.1(b),thediagramshowsthenewsinglemulti-partproductEMCstandardforradio,andtheexistingcollectionofgenericandbasestandardscurrentlyusedundertheEMCDirective.Thepartsofthisnewstandardwillbecomeavailableinthesecondhalfof2000,andtheexistingseparateEMCstandardswillbeuseduntilitisavailable.Forarticle3.1(a)thediagramshowstheexistingsafetystandardscurrentlyusedundertheLVDDirectiveandthepossibilityofanewstandardonhealthrelatingtoradioemissionsThebottomofthefigureshowstherelationshipofthestandardstoradioequipmentandtelecommunicationsterminalequipment.Aparticularequipmentmayberadioequipment,telecommunicationsterminalequipmentorboth.Themodularapproachhasbeentakenbecause:-itminimizesthenumberofstandardsneeded.Becauseequipmentmayhavemultipleinterfacesandfunctionsitisnotpracticabletoproduceasinglestandardforeachpossiblecombinationoffunctionsthatmayoccurinanequipment.-itprovidesscopeforstandardstobeadded-underarticle3.2whennewfrequencybandsareagreedor-underarticle3.3shouldtheCommissiontakethenecessarydecisions,withoutrequiringalterationofstandardsthatarealreadypublished.ThepresentdocumentisbasedonEN301358[4]andEN301359[5].ThepresentdocumentappliestoSatelliteInteractiveTerminals(SIT)andSatelliteUserTerminals(SUT)eitherforindividualorcollectiveuse.Thepresentdocumentdealswiththespecificationdefinedtoprotectotherusersofthefrequencyspectrum,bothsatelliteandterrestrial,fromharmfulinterference.Thedeterminationoftheparametersoftheuserearthstationsusingagivengeo-stationarysatellitefortheprotectionofthespectrumallocatedtothatsatellite,isconsideredtobeundertheresponsibilityofthesatelliteoperatororthesatellitenetworkoperators.Therequirementshavebeenselectedtoensureanadequatelevelofcompatibilitywithotherradioservices.Thelevels,however,donotcoverextremecaseswhichmayoccurinanylocationbutwithalowprobabilityofoccurrence.Thepresentdocumentmaynotcoverthosecaseswhereapotentialsourceofinterferencewhichisproducingindividuallyrepeatedtransientphenomenaoracontinuousphenomenaispresent,e.g.aradarorbroadcastsiteinthenearvicinity.Insuchacaseitmaybenecessarytousespecialprotectionappliedtothesourceofinterference,ortheinterferedpartorboth.Thepresentdocumentdoesnotcontainanyrequirement,recommendationorinformationabouttheinstallationofSITsandSUTs.Typically,incaseofSITs,thereceivedsignalwillbeadigitallymodulatedsignalasdefinedinEN300421[6].SIST EN 301 459:2001
