Abstract

The present document together with ETSI EN 301 843-1 [1], covers the assessment of VHF radiotelephone transmitters
and receivers for the maritime mobile service, and ancillary equipment in respect of ElectroMagnetic Compatibility
(EMC).
Technical specifications related to the antenna port and emissions from the enclosure port of marine radiotelephone
transmitters and receivers are not included in the present document. Such technical specifications are found in the
related product standards for the effective use of the radio spectrum.
The present document specifies the applicable test conditions, performance assessment, and performance criteria for
VHF radiotelephone transmitters and receivers for the maritime mobile service, and the associated ancillary equipment.
Examples of types of radiotelephone transmitters and receivers for the maritime mobile service covered by the present
document are given in annex A.
In case of differences (for instance concerning special conditions, definitions, abbreviations) between the present
document and ETSI EN 301 843-1 [1], the provisions of the present document take precedence.
The electromagnetic environment used in the present document to develop the technical specifications encompasses the
electromagnetic environment on-board ships as identified in CENELEC EN 60945 [i.5].

Overview

SIST EN 301 843-2 V2.1.1:2016 is a harmonised European standard that specifies requirements for the ElectroMagnetic Compatibility (EMC) of VHF radiotelephone transmitters and receivers used in maritime mobile services. Developed by SIST and aligned with ETSI EN 301 843 series, this standard supports compliance with the essential requirements of Article 3.1b of the Directive 2014/53/EU (Radio Equipment Directive - RED).

The standard covers assessment processes, test conditions, and performance criteria that ensure VHF marine radiotelephone equipment and their ancillary devices operate reliably and do not cause harmful electromagnetic interference when installed on ships. This facilitates safe maritime communications and ensures equipment compatibility with the electromagnetic environment as defined in related maritime standards.

Key Topics

  • Scope of Application: Focuses specifically on the EMC requirements for VHF radiotelephone equipment and associated ancillary equipment for maritime mobile service, operating typically in the 156 MHz to 174 MHz frequency range.
  • Compliance Requirements: Ensures that marine radio equipment meets the essential EMC requirements under the RED, facilitating presumption of conformity for manufacturers.
  • Test Conditions and Performance Assessment: Covers necessary test setups, performance checks, and criteria for firm evaluation of both transmitters and receivers, including equipment that provides continuous or non-continuous communication links.
  • Special Testing Conditions: Details special immunity and emission test arrangements, including specified input levels and exclusion bands for both receivers and transmitters to avoid misleading test results.
  • Relationship with Common Standards: Works in conjunction with ETSI EN 301 843-1, which defines common technical EMC requirements for marine radio equipment.

Applications

This standard is essential for:

  • Manufacturers of Marine VHF Radios: Required for product development, type approval, and market access within the European Economic Area.
  • Maritime Operators and Shipbuilders: Ensures onboard communication equipment does not interfere with other electronic systems and is compliant with maritime safety regulations.
  • Test Laboratories and Conformity Assessment Bodies: Forms the technical basis for EMC testing and certification of marine VHF radiotelephone transmitters, receivers, and similar equipment.
  • Suppliers of Ancillary Equipment: Applies to associated equipment such as handsets, speaker-microphones, and control units intended for use with VHF radios on ships.

Adopting this standard helps ensure:

  • Reliable marine communications critical for navigation and safety at sea
  • Reduced risk of electromagnetic interference between onboard systems
  • Alignment with legal requirements for CE marking under the Radio Equipment Directive

Related Standards

  • ETSI EN 301 843-1: Common technical requirements for EMC in marine radio equipment and services.
  • CENELEC EN 60945: General requirements for maritime navigation and radiocommunication equipment, including methods of EMC testing.
  • ETSI EN 302 885: EMC requirements for portable VHF radiotelephone equipment for maritime services.
  • ETSI EN 301 025: Requirements for VHF radiotelephone equipment with Digital Selective Calling (DSC) for marine use.
  • Directive 2014/53/EU (RED): Broad regulatory framework for radio equipment in the EU, with specific references to EMC compliance.

Summary

The SIST EN 301 843-2 V2.1.1:2016 standard offers a clear framework for demonstrating EMC compliance of marine VHF radiotelephone transmitters and receivers. By fulfilling these requirements, manufacturers and maritime stakeholders can ensure both regulatory conformity and the safe, effective operation of essential maritime communication systems. This contributes to efficient, interference-free shipboard operations and reliable communications across the maritime sector.
