Aircraft ground support equipment - Specific requirements - Part 14: Disabled/incapacitated passenger boarding vehicles

This European Standard specifies the technical requirements to minimise the hazards listed in Clause 4 which can arise during the commissioning, operation and maintenance of disabled/incapacitated passenger boarding vehicles when used as intended and under the conditions of misuse which are reasonably foreseeable by the manufacturer or his authorised representative. It also takes into account some performance requirements recognized as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies.
This European Standard defines specific safety requirements for transporters/boarding vehicles for transporting/boarding incapacitated or disabled passengers as defined under 3.1, hereafter referred to as boarding vehicles.
This European Standard applies to pedestrian controlled self-propelled boarding vehicles, self-propelled boarding vehicles with integrated driver’s accommodation and towable boarding vehicles, used for moving disabled or incapacitated passengers at an airport between the terminal building and the aircraft ramp and to board and disembark those passengers to and from civil aircraft.
Examples of some typical boarding vehicles are shown in Annex A.
This European Standard assumes that a disabled or incapacitated passenger may be accompanied by an attendant and may be seated in a wheelchair or reclining on a stretcher trolley.
This European Standard also assumes that the types of wheelchairs which may be employed could be:
?   Standard type wheelchairs, e.g. in accordance with EN 12183;
?   Wheelchairs with or without occupant self-restraint system;
?   Aircraft aisle-width wheelchairs;
?   Non-standard wheelchairs used at airports;
?   Non occupant propelled wheelchairs;
?   Battery powered wheelchairs, e.g. in accordance with EN 12184.
NOTE   It is assumed that battery powered wheelchairs would not be taken into the cabin of an aircraft.

Diese Europäische Norm legt die technischen Anforderungen zur Minimierung der in Abschnitt 4 aufgelisteten Gefährdungen fest, die bei Inbetriebnahme, Betrieb und Wartung von Behinderten Transportgeräten auftreten können, wenn diese ihrer Bestimmung nach verwendet werden und wenn der Hersteller oder sein Beauftragter einen möglichen Missbrauch voraussehen kann. Sie berücksichtigt auch einige Funktions- und Gestaltungs¬anforderungen, die von offiziellen Stellen, Luftfahrzeug- und Bodengeräteherstellern sowie Luftverkehrs- und Abfertigungsgesellschaften als wesentlich erachtet wurden.
Diese Europäische Norm legt spezielle Sicherheitsanforderungen für Fahrzeuge zur Beförderung von behinderten Personen, wie sie unter 3.1 definiert werden, fest. Diese Fahrzeuge werden nachfolgend Behinderten-Transport¬geräte genannt.
Diese Europäische Norm gilt für mitgängergeführte Behinderten-Transportgeräte mit eigenem Antrieb, Behinderten-Transportgeräte mit Fahrerplatz und eigenem Antrieb, schleppbare Behinderten-Transportgeräte, die für den Transport von behinderten oder handlungsunfähigen Passagieren auf dem Flughafen zwischen dem Flughafengebäude und dem Luftfahrzeug, auf dem Vorfeld sowie als Hilfseinrichtung an dem zivilen Luftfahrzeug für behinderte oder handlungsunfähige Passagiere zum Ein  und Aussteigen verwendet werden.
Beispiele für einige typische Behinderten-Transportgeräte sind in Anhang A enthalten.
Diese Europäische Norm setzt voraus, dass behinderte oder handlungsunfähige Passagiere von einer Beauf¬sichtigungsperson begleitet werden und in einem Rollstuhl sitzen oder auf einer fahrbaren Trage liegen können.
Diese Europäische Norm setzt ferner voraus, dass der Einsatz folgender Rollstuhlausführungen möglich ist:
-   nach Norm gebaute Rollstühle, z. B. nach EN 12183;
-   Rollstühle mit oder ohne selbsttätigem Rückhaltesystem für Insassen;
-   auf Gangbreite von Luftfahrzeugen angepasste Rollstühle;
-   auf Flughäfen eingesetzte, nicht nach Norm gebaute Rollstühle;

La présente Norme européenne spécifie les exigences techniques destinées a réduire les phénomenes
dangereux énumérés a l'Article 4 qui peuvent survenir lors des opérations de mise en ouvre, d'exploitation et
de maintenance des véhicules d'acces des passagers handicapés, lorsqu'elles sont réalisées conformément
aux spécifications données par le fabricant ou son représentant légal. Elle tient également compte de
certaines exigences reconnues comme essentielles par les autorités, les constructeurs d'aéronefs et de
matériel au sol (GSE), ainsi que par les compagnies aériennes et les organismes d'assistance.
La présente Norme européenne définit les exigences de sécurité particulieres applicables aux
transporteurs/véhicules d'acces pour les passagers handicapés, ci-apres désignés véhicules d'acces, tels que
définis en 3.1.
La présente Norme européenne s'applique aux véhicules d'acces autotractés a conducteur accompagnant,
véhicules d'acces autotractés avec cabine de conducteur intégrée, et aux véhicules d'acces tractables utilisés
pour déplacer des passagers handicapés ou invalides sur un aéroport entre l'aérogare et l'aire de
stationnement de l'aéronef et pour faire débarquer ces passagers d'aéronefs civils et les y embarquer.
Des exemples types de tels véhicules d'acces sont illustrés a l'Annexe A.
La présente norme suppose qu'un passager handicapé ou invalide est accompagné d'un accompagnateur et
peut etre assis dans un fauteuil roulant ou couché sur une civiere.
La présente norme suppose également que les types de fauteuils roulants susceptibles d'etre utilisés peuvent
etre :
- des fauteuils roulants de type normalisé, c'est-a-dire conformes a la norme EN 12183 ;
- des fauteuils roulants avec ou sans systeme de retenue de l'occupant ;
- des fauteuils roulants d'une largeur telle qu'ils peuvent circuler dans l'allée d'un aéronef ;
- des fauteuils roulants non normalisés utilisés sur les aéroports ;

EN 12312-14:2006 (E) 4 Introduction This European Standard defines health and safety requirements, as well as some functional and performance requirements for transport and boarding vehicles intended for moving disabled or incapacitated passengers on an airfield between the terminal building and the aircraft. Major factors in the design of the equipment, with relevance to safety, are the consideration of psychological aspects, i.e. feelings of well-being and security, and the physical comfort of the passenger and the avoidance of panic. The minimum essential criteria are considered to be of primary importance in providing safe, serviceable, economical and usable disabled/incapacitated passenger boarding vehicles. Deviations from the recommended criteria should occur only after careful consideration, extensive testing and thorough in-service evaluation have shown alternative methods or conditions to be satisfactory. This European Standard is a Type C standard as stated in EN ISO 12100-1. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this document. When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard.

This European Standard does not deal with hazards in respect to a standard automotive chassis and from other vehicles on the apron. EN 12312-14:2006 (E) 8 5 Safety requirements and/or measures 5.1 General requirements 5.1.1 Disabled/incapacitated passenger boarding vehicles shall conform to the requirements of EN 1915-1, unless otherwise specified in this European Standard. They shall also conform to the specific requirements of this European Standard. NOTE The design of electrical equipment should take into account any potential interference with passengers fitted with pacemakers or accompanying electrical equipment. Consideration should be given to the requirements of EN 60601-1 in relation to any medical equipment that may be used on the boarding vehicle. 5.1.2 Strength calculations shall be carried out in accordance with EN 1915-2. 5.1.3 The overall dimensions of the boarding vehicle shall be kept to a minimum, consistent with this function in handling the loads. The overall width of the boarding vehicle in the driving condition (with stabilizers retracted) should not exceed 2 600 mm. In the fully lowered position, the vehicle should not exceed a height of 4,0 m. NOTE A practical upper limit of 3 800 mm has been found to suit the majority of major airport local height restrictions. 5.1.4 The electrical system of battery powered boarding vehicles shall conform to EN 1175-1 with the exception of standard automotive chassis. 5.1.5 Self-propelled boarding vehicles with a driver's cabin shall have an alternative means of exit for the driver in the event of an emergency. It shall be positioned as far as possible away from the normal exit. 5.1.6 Restraint systems shall be fitted to all seats on self-propelled boarding vehicles a lap type seat belt as a minimum. 5.1.7 Where a driver’s cabin is installed, it shall not obstruct the transfer of passengers to and from the aircraft. NOTE The driver’s cabin may be located at either side. 5.1.8 The driver's cabin shall not project beyond the leading edge of the boarding platform, see also 5.3.7. 5.1.9 It shall be possible to smooth the transfer of a wheelchair or stretcher trolley from the boarding vehicle to the aircraft, e.g. by providing an integral or manually attached bridging section. Variations in height in between the sections shall not exceed 5 mm. 5.1.10 The ground clearance of the boarding vehicle shall allow without interference the transversing of two surfaces intersecting at an angle of 3° (5 %) either in bridging or in cresting. 5.1.11 Structural parts or stabilizers of pedestrian controlled self-propelled boarding vehicles shall not protrude from the overall length within the operating range of the tiller. 5.1.12 Vibration measurement and protection shall be carried out in accordance with EN 1915-3. 5.1.13 Noise measurement and protection shall be carried out in accordance with EN 1915-4. 5.1.14 The vehicle chassis at ground level shall be surrounded by a protective structure in order to prevent any possibility of inadvertent access of persons under the van body while elevated (see 5.14 and Annex D of EN 1915-1:2001). 5.1.15 The van body or main platform shall be equipped with a means for safe access of staff from ground level.



EN 12312-14:2006 (E) 9 5.1.16 Where under-run guards or sideguards are creating crushing or shearing hazards, measures shall be taken to avoid these hazards (see 5.14 and Annex D of EN 1915-1:2001). NOTE Under-run guards and/or sideguards can be required, by law, in the country of use for vehicles to be used on public roadways. 5.1.17 In deviation from 5.17.5 of EN 1915-1:2001, hydraulic fluid tanks shall be dimensioned so that during maximum system displacement at least 20 % of the fluid volume remains in the tank. 5.2 Van body or main platform 5.2.1 Cylinders in hydraulic lifting systems shall be protected against unintentional lowering by e.g. a pilot-operated check-valve mounted directly to the cylinder (see 5.20.3 of EN 1915-1:2001). 5.2.2 It shall be sufficient to carry the passengers on wheelchairs or stretchers plus attendants and any ancillary equipment as intended. The local load capacity of the van body or main platform shall not be less than 3 000 N/m2 evenly distributed. 5.2.3 The floor of the van body or main platform shall be covered with a hard wearing anti-slip surface in accordance with EN 1915-1:2001, 5.12.1. 5.2.4 Devices to restrain wheel chairs stretcher trolleys and occupants shall be provided. The design of restraint devices and anchorage points shall be capable of withstanding the imposed loads under driving conditions up to the maximum driving speed of the boarding vehicle. Restraint systems shall be designed according to ISO 10542-1, ISO 10542-2 or ISO 10542-3. 5.2.5 The interior dimensions of the main platform shall be such that wheelchair(s) or stretcher trolley(s), plus attendant(s) and equipment, can be accommodated safely. Details of the maximum dimensions for wheelchairs are given in EN 12183, EN 12184 and ISO 7193. NOTE For design purposes, stretcher trolleys can be taken as having a minimum overall length of 1 900 mm, overall width of 570 mm and maximum raised height of 940 mm. Taking anthropometric changes into account, a minimum overall length of 2 100 mm is recommended. 5.2.6 The internal height of the van body shall not be less than 1 900 mm. NOTE Preferably, a minimum height of 2 100 mm should be used wherever possible. 5.2.7 Seats with restraint systems shall be provided for the intended number of attendants accompanying disabled/incapacitated passengers according to the load capacity of the boarding vehicle. 5.2.8 Open main platforms shall be equipped with fixed railings or side panels on both sides. NOTE Preferably, full panels should be used. 5.2.9 Doors or railings with moveable parts in accordance with EN 1915-1:2001, 5.12.2, shall be provided at each end of the van body or main platform. Minimum dimensions of openings shall be in accordance with 5.2.5. Gaps between adjoining handrails shall be in accordance with EN ISO 14122-3:2001, 7.1.9. 5.2.10 It shall not be possible to inadvertently open any door/railing with the van body or main platform in the raised position. 5.2.11 Means shall be provided to gain access to the van body or main platform in the lowered position, e.g. lowering capability of the lifting system to ground level, installation of a tail-lift.



EN 12312-14:2006 (E) 10 5.2.12 The variation in heights between the sections shall not exceed 5 mm, the breadth of gaps between different areas shall be less than 10 mm. Where the difference of height is more than 5 mm, the change-over edge shall be realized with an inclination at a maximum angle of 15°. 5.2.13 The inner surfaces of the van body or main platform shall include no projections or corners that could cause injuries, e.g. corners shall be chamfered or rounded to a minimum radius of 3 mm unless smooth corners are provided by the intrinsic design of the standard material profiles used in the construction. 5.2.14 The interior of an enclosed van body shall be compatible with repeated cleaning using strong detergents and disinfecting agents, as well as suitable for repeated water pressure and steam cleaning. 5.2.15 Fully enclosed van bodies shall have windows along each longitudinal side. The windows shall be arranged so that passengers on seats, wheelchairs and stretchers are able to look through. 5.2.16 Fully enclosed van bodies shall be ventilated.
The ventilation shall be capable of providing fresh air at the minimum rate of 43 m3/h. NOTE The need for a heating or air conditioning system should be agreed between manufacturer and user (see Clause 0 of EN 1915-1:2001 — negotiation). 5.3 Boarding platform 5.3.1 The local load capacity of the boarding platforms shall not be less than 3 000 N/m2 evenly distributed. The floor deflection shall not exceed 6 mm, to enable a safe transhipment between van body/main platform and aircraft. NOTE Boarding platforms may be an integrated part of the van body or main platform. 5.3.2 The floor surface of the boarding platform shall: a) be anti-slip in accordance with EN 1915-1:2001, 5.12.1; b) provide the possibility of elimination of water and snow, e.g. drainage. 5.3.3 The minimum usable width of the boarding platform shall be 500 mm. 5.3.4 Where the boarding platform is narrower than the full width of the vehicle, the platform shall allow for lateral movement to align with the aircraft door. Minimum lateral adjustment shall be 200 mm. 5.3.5 The boarding platform shall extend a minimum of 500 mm beyond the extreme front face of the van body/main platform when it is in fully retracted position. 5.3.6 On self-propelled boarding platforms the boarding platform shall be constructed so that the driver at the operating position is able to see the leading edge throughout its operating range. 5.3.7 Handrails against falling shall be provided on all open sides of the boarding platform except for access to the aircraft and van body or main platform. NOTE 1 Preferably, full panels should be used. NOTE 2 Gaps between adjoining handrails should be in accordance with EN ISO 14122-3:2001, 7.1.9. NOTE 3 For the purposes of this clause, it should be considered the aircraft's fuselage, located at no more than 150 mm from the edge of the boarding platform, ensures safeguarding. 5.3.8 The front end of guardrails adjacent to the aircraft shall be equipped with a suitable bumper. 5.3.9 The boarding platform and guardrails adjacent to the aircraft shall have a capability to provide an adaptation to the contour of the aircraft. Platforms and railings shall be of such design to leave a maximum gap of 150 mm to the aircraft fuselage. The profile shall conform to the interface requirements given in ISO 7718 and ISO 16004.



EN 12312-14:2006 (E) 11 5.3.10 Narrow boarding platforms, not allowing unobstructed opening and closing of aircraft doors to be serviced as intended by the manufacturer, shall be equipped with sliding guardrails. NOTE Some aircraft types have recessed doors that produce an overall door swing of 1,7 m. 5.3.11 The maximum extending force applied to the aircraft of the boarding vehicle by telescopic parts of the boarding platform and guardrails shall not exceed 400 N. Where the maximum force caused by movement of the aircraft exceeds 400 N, these telescopic parts shall give way to avoid damage to the aircraft. 5.3.12 Where a canopy over the boarding platform is fitted for weather protection, it shall have a profile in accordance with the requirements of ISO 7718 and ISO 16004. The canopy shall not interfere with the opening and closing of aircraft doors. NOTE Care should be taken to ensure that canopies meet any fire-resistance regulations which may apply at the airfield at which the boarding vehicle is intended to be used (see Clause 0 of EN 1915-1:2001 — negotiation). 5.4 Tail-lift 5.4.1 Tail-lifts shall be designed according to EN 1756-2. 5.4.2 Tail-lifts shall be designed to accommodate one wheelchair and attendant or one stretcher trolley and attendant.
5.4.3 It shall only be possible to drive the boarding vehicle or to lift or lower the van body or main platform with the tail-lift in a defined stowed position. 5.5 Stability 5.5.1 Stability calculations shall be carried out according to EN 1915-2. 5.5.2 Boarding vehicles shall be equipped with retractable stabilizers in order to provide the stability required, unless the boarding vehicle is so designed as to operate safely under all conditions without stabilizers. 5.5.3 Stabilizers in the retracted position shall not protrude beyond the vehicle's overall width. NOTE Preferably, the stabilizers in the operating position should not protrude beyond the overall width. 5.5.4 Stabilizers shall be safeguarded in extended and retracted positions in accordance with EN 1915-1:2001, 5.18.2.
