Overview

EN 71-1:2011/prA3 is a CEN draft amendment to EN 71‑1:2011 - Safety of toys, Part 1: Mechanical and physical properties, addressing toy books and paper‑based components and aligning the standard with the Toys Safety Directive 2009/48/EC. The amendment clarifies definitions, exclusions and test methods for paper and paperboard toys, updates packaging rules, and adds specific test conditions relevant to toys intended for children under 36 months.

Key topics and requirements

  • Scope and purpose
    • Amendment 3 focuses on toys made of paper and paperboard (including toy books) and clarifies where general mechanical/physical requirements apply or are exempted.
  • Definitions
    • Paper: sheet of cellulose fibres with mass per unit area of 400 g/m² or less.
    • Paperboard: sheet of cellulose fibres with mass per unit area over 400 g/m² (excludes MDF, chipboard).
  • Exclusions from general requirements (Clause 5.1)
    • Paper, fabric (including felt and elastic fabric), elastics, yarn, strings, fuzz, crayons, balloons, modelling clay.
    • Tightly packed stuffed fabric/yarn components are NOT excluded and remain subject to 5.1.
  • Small parts and paperboard
    • Toys made entirely of paperboard or removable paperboard components are exempt from 5.1(b) only if they do not fit entirely in the small‑parts cylinder (8.2) in their as‑received or removed state.
    • Discrete paperboard components that detach must be attached with sufficient force to prevent becoming small parts unless they don’t fit the cylinder.
  • Testing and mechanical requirements
    • Use existing tests: small parts cylinder (8.2), torque (8.3), tension (8.4.2.1), drop (8.5), impact (8.7), compression (8.8), sharpness of edges/points (8.11/8.12).
    • Additional provision: tension test gripping force for paperboard components set to (25 ± 2) N.
    • Note: for paperboard, torque testing (8.3) might not have been performed first - guidance added.
  • Packaging
    • Small flexible plastic bags up to 100 × 100 mm are treated separately.
    • Plastic sheeting/bags with opening perimeter > 380 mm must have average thickness ≥ 0.038 mm (tested per 8.25.1).
  • Magnets
    • Toys containing magnets must meet magnet requirements (4.23.2 b) and c)); release of magnets with low magnetic flux index is restricted when released pieces fit the small‑parts cylinder.

Applications and users

  • Who uses this standard
    • Toy manufacturers, product designers and material suppliers (especially of paper/paperboard toys and toy books).
    • Test laboratories and conformity assessment bodies performing safety testing against EN 71‑1.
    • Regulatory authorities, importers and retailers ensuring compliance with the Toys Safety Directive 2009/48/EC.
  • Practical value
    • Helps determine when paper or paperboard components are exempt from small‑parts rules and where extra attachment strength or testing is needed.
    • Guides packaging design and material selection to reduce choking and entrapment risks for children under 36 months.
    • Supports conformity documentation for CE marking and market access in the EU.

Related standards

  • EN 71‑1:2011 (base standard)
  • Reference to ASTM F963 (use and abuse test similarity for under‑36‑months)
  • Bibliography entries including EN 14765 and EN/IEC standards for electric toys (e.g., EN 62115)

Keywords: EN 71-1, toy safety, mechanical and physical properties, toy books, paperboard, small parts, toy testing, Toys Safety Directive 2009/48/EC.
