General Information

Abstract

The present document together with ETSI EN 301 843-1 [1], covers the assessment of MF/HF radiotelephone
transmitters and receivers for the maritime mobile service, and ancillary equipment in respect of ElectroMagnetic
Compatibility (EMC).
Technical specifications related to the antenna port and emissions from the enclosure port of marine radiotelephone
transmitters and receivers are not included in the present document. Such technical specifications are found in the
related product standards for the effective use of the radio spectrum.
The present document specifies the applicable test conditions, performance assessment, and performance criteria for
radiotelephone transmitters and receivers for the maritime mobile service and the associated ancillary equipment.
Examples of types of MF/HF radiotelephone transmitters and receivers for the maritime mobile service covered by the
present document are given in annex A.
In case of differences (for instance concerning special conditions, definitions, abbreviations) between the present
document and ETSI EN 301 843-1 [1], the provisions of the present document take precedence.
The electromagnetic environment used in the present document to develop the technical specifications encompasses the
electromagnetic environment on-board ships as identified in CENELEC EN 60945 [i.3].

Overview

SIST EN 301 843-5 V2.1.1:2016 is a harmonised European Standard focused on the electromagnetic compatibility (EMC) of marine MF/HF radiotelephone transmitters and receivers and their associated ancillary equipment. Developed under the framework of the Directive 2014/53/EU (Radio Equipment Directive, RED), this standard helps ensure that marine radio equipment operates effectively and safely within the challenging electromagnetic environment of ships.

This document, used alongside ETSI EN 301 843-1, provides specific EMC requirements, test conditions, and performance criteria uniquely applicable to MF/HF (medium frequency/high frequency) maritime radio communication devices. The standard is a practical reference for compliance with European regulations and supports a high standard of safety and communication reliability at sea.

Key Topics

  • Scope and Applicability

    • Covers fixed-installation MF/HF marine radiotelephone transmitters and receivers for the maritime mobile service.
    • Applies to main radio units and ancillary equipment (e.g., speaker microphones, control units).
    • Excludes antenna port and enclosure port emission specifications (addressed in product-specific standards).
  • Test Conditions and Performance Assessment

    • Defines required electromagnetic environments (aligned with CENELEC EN 60945).
    • Specific procedures for emission and immunity testing, reflecting shipboard operational environments.
    • Distinct test arrangements for both transmitter and receiver functions.
  • Performance Criteria

    • Equipment classified based on the ability to maintain communication links under electromagnetic disturbance.
    • Multiple performance levels for different types of electromagnetic phenomena (continuous, transient, power supply failure).
  • Special Requirements

    • Describes special test setups for artificial antennae and test signal modulation.
    • Outlines the methods for identifying and handling exclusion bands and narrowband responses.
  • Presumption of Conformity

    • Compliance supports presumption of conformity with the essential requirements of Directive 2014/53/EU Article 3.1b regarding EMC.

Applications

Implementation of SIST EN 301 843-5 V2.1.1:2016 is crucial for:

  • Manufacturers of marine MF/HF radiotelephone equipment, ensuring products meet required EMC standards before placing them on the European market.
  • Maritime equipment specifiers and shipyards, who need assurance that installed communication systems will function reliably and in accordance with European directives.
  • Conformity assessment bodies and testing labs, which use this standard as a technical basis for EMC verification and certification activities for marine radio devices.
  • Regulatory compliance teams, supporting the demonstration of compliance during audits or inspections.

By following this standard, stakeholders contribute to safe, interference-free shipboard communications, supporting essential maritime safety operations and compliance with legal requirements throughout the European Union.

Related Standards

  • ETSI EN 301 843-1: Common technical requirements for EMC in marine radio equipment and services - the foundational and companion document to Part 5.
  • CENELEC EN 60945: Addresses maritime navigation and radiocommunication equipment requirements, including general EMC conditions for shipboard systems.
  • ETSI EN 300 373-2: Covers EMC and radio spectrum matters for maritime MF and HF radio equipment.
  • Directive 2014/53/EU (RED): Specifies the essential regulatory requirements for placing radio equipment on the European market.

SIST EN 301 843-5 V2.1.1:2016 forms a critical part of the regulatory framework ensuring that marine radio equipment is both fit for purpose and aligned with current maritime EMC and safety standards. For full technical details or implementation guidance, referring to the complete published text and its related documents is recommended.

Foreword This Harmonised European Standard (EN) has been produced by ETSI Technical Committee Electromagnetic compatibility and Radio spectrum Matters (ERM). The present document has been prepared under the Commission's standardisation request C(2015) 5376 final [i.4] to provide one voluntary means of conforming to the essential requirements of Directive 2014/53/EU on the harmonisation of the laws of the Member States relating to the making available on the market of radio equipment and repealing Directive 1999/5/EC [i.1]. Once the present document is cited in the Official Journal of the European Union under that Directive, compliance with the normative clauses of the present document given in table A.1 of ETSI EN 301 843-1 [1] confers, within the limits of the scope of the present document, a presumption of conformity with the corresponding essential requirements of that Directive, and associated EFTA regulations. The present document is part 5 of a multi-part deliverable. Full details of the entire series can be found in part 1 [1].

ETSI ETSI EN 301 843-5 V2.1.1 (2016-03) 6 1 Scope The present document together with ETSI EN 301 843-1 [1], covers the assessment of MF/HF radiotelephone transmitters and receivers for the maritime mobile service, and ancillary equipment in respect of ElectroMagnetic Compatibility (EMC). Technical specifications related to the antenna port and emissions from the enclosure port of marine radiotelephone transmitters and receivers are not included in the present document. Such technical specifications are found in the related product standards for the effective use of the radio spectrum. The present document specifies the applicable test conditions, performance assessment, and performance criteria for radiotelephone transmitters and receivers for the maritime mobile service and the associated ancillary equipment.
Examples of types of MF/HF radiotelephone transmitters and receivers for the maritime mobile service covered by the present document are given in annex A. In case of differences (for instance concerning special conditions, definitions, abbreviations) between the present document and ETSI EN 301 843-1 [1], the provisions of the present document take precedence. The electromagnetic environment used in the present document to develop the technical specifications encompasses the electromagnetic environment on-board ships as identified in CENELEC EN 60945 [i.3]. 2 References 2.1 Normative references References are either specifi
