kSIST FprEN IEC 60695-11-2:2026 is an IEC basic safety publication prepared by IEC technical committee 89 for fire hazard testing. It specifies how to produce and confirm a nominal 1 kW propane/air pre-mixed test flame, so laboratories and standards writers can use the same flame source in electrotechnical fire hazard tests.

What does kSIST FprEN IEC 60695-11-2:2026 specify?

kSIST FprEN IEC 60695-11-2:2026 specifies the requirements for making and checking a nominal 1 kW propane/air pre-mixed flame for fire hazard testing. It is written as a basic safety publication for use by technical committees when they prepare product standards that call for this flame.

The document is organized into:

  • Clause 1 - Scope
  • Clause 2 - Normative references
  • Clause 3 - Terms and definitions
  • Clause 4 - Burner/supply arrangement
  • Clause 5 - Production of the test flame
  • Clause 6 - Confirmation of the test flame
  • Clause 7 - Recommended arrangements for use of the test flame
  • Annex A - Burner details, arrangements and confirmatory test
  • Annex B - Chemical composition of electrolytic tough pitch copper Cu-ETP USN C11000
  • Bibliography
AnnexWhat it covers
Annex ABurner construction, gas supply arrangement, copper block details, and the confirmatory test arrangement
Annex BMinimum copper and silver content for the specified copper material

What are the key requirements of kSIST FprEN IEC 60695-11-2:2026?

kSIST FprEN IEC 60695-11-2:2026 sets out the hardware, gas supply, chamber conditions, flame production, and confirmation checks needed to obtain a standardized 1 kW test flame. In practice, this means users need the right burner assembly, controlled gas and air flow, and a repeatable check that the flame has the intended heating effect.

Burner, gas, and chamber conditions

Clause 4 requires the flame to be produced with the hardware shown in Annex A, using propane of at least 95 % purity and air essentially free of oil and water. This matters because contamination or the wrong burner geometry can change the flame behavior and make results less repeatable.

Clause 4.2 requires flow controllers capable of measuring and controlling propane and air at the stated rates. The standard gives the target gas and air flow values for the flame and notes that mass flow controllers have been found suitable, so users need instrumentation that can hold the set points reliably.

Clause 4.2.3 specifies a copper block of a defined size and mass made from electrolytic tough pitch copper Cu-ETP USN C11000, with the composition in Annex B. This block is the reference body used to confirm the flame output, so its material and mass directly affect the check.

Clause 4.2.4 requires a fine-wire thermocouple meeting IEC 60584-1, with class 1 tolerances. This means the temperature rise of the copper block has to be measured with a sensor suitable for the high temperatures involved.

Clause 4.2.6 requires a laboratory fume hood or chamber with at least 1.0 m3 inside volume, a draught-free environment, dark internal surfaces unless otherwise stated, and visibility for observing the test. In practice, the chamber must protect the test from drafts while still allowing the operator to see the flame and specimen.

Producing the test flame

Clause 5 says method A is used unless another standard specifies otherwise, and clause 5.3 gives method B as an alternative. Both methods require leak-free connections and a visibly stable, symmetrical flame, so the operator must verify the flame shape before testing.

Clause 5 also gives the propane and air flow settings for the flame. These settings matter because the test flame is defined by its supply conditions, not just by its appearance.

Confirming the flame output

Clause 6 defines the confirmatory test by heating the copper block from 100 °C to 700 °C and checking that the time is 46 s ± 6 s. This is the practical acceptance check that shows the burner is delivering the intended effective power.

Clause 6.2 says confirmatory tests are needed when the gas supply changes, test equipment is replaced, or data are questioned, and then before use after a long gap or at least monthly during regular use. This tells users when they need to recheck the setup instead of assuming the last setting is still valid.

Clause 6.3 requires the burner to be set up as shown in Annex A, then adjusted and repeated until three successive determinations fall within the specified time window. For day-to-day work, this means the flame source must be tuned and verified, not just lit and used.

Using the flame on specimens

Clause 7 recommends that, when testing equipment, the burner be fixed about 100 mm from the test specimen unless another standard says otherwise. For strips of material, the flame tip should be kept as close as possible without touching the specimen, and the burner should be tilted so falling debris does not enter it.

What terms does kSIST FprEN IEC 60695-11-2:2026 define?

kSIST FprEN IEC 60695-11-2:2026 uses the fire-safety vocabulary from ISO 13943:2017 and defines several terms for this test flame method.

  • Combustion - an exothermic reaction of a substance with an oxidizing agent; in practice, this is the basic burning process the test is meant to expose.
  • Draught-free environment - a space where local air speed does not significantly affect the result; this matters because drafts can alter flame shape and test times.
  • Flame - rapid, self-sustaining combustion in a gaseous medium, usually with light emission; this is the phenomenon being generated and controlled.
  • Pre-mixed flame - a flame in which fuel and oxidizing agent are intimately mixed before combustion; this defines the flame type used here.
  • Standardized 1 kW test flame - a test flame meeting the requirements of Clauses 4 to 6; this is the reference flame used for repeatable fire hazard testing.

Who uses kSIST FprEN IEC 60695-11-2:2026?

kSIST FprEN IEC 60695-11-2:2026 is used by IEC technical committees writing fire hazard test standards for electrotechnical products. It is also used by test laboratories that need to set up the burner, confirm the flame, and run repeatable ignition or flame exposure tests.

The document is relevant to product safety engineers, quality managers, and buyers who need to specify a standardized test flame in procurement or compliance documents. It supports work on components, circuits, and products where fire risk has to be assessed under normal use, foreseeable abnormal use, malfunction, or failure.

What changed in kSIST FprEN IEC 60695-11-2:2026 from the previous edition?

kSIST FprEN IEC 60695-11-2:2026 is the fourth edition and it cancels and replaces the third edition published in 2017. The edition states that it is a technical revision, and its significant technical change is the correction of errors in the notes of subclauses 5.2 and 5.3.

Which standards are used with kSIST FprEN IEC 60695-11-2:2026?

kSIST FprEN IEC 60695-11-2:2026 uses the following standards and guidance documents with it:

  • IEC 60584-1 - gives the thermocouple EMF specifications and tolerances used for the temperature measurement system in Clause 4.2.4.
  • ISO 13943:2017 - provides the fire-safety vocabulary used in Clause 3 and supports the document’s defined terms.
  • IEC TS 60695-11-40 - gives guidance on confirmatory tests for test flames, complementing the confirmation procedure in Clause 6.
  • IEC 60695-1-10 - provides general guidance for assessing the fire hazard of electrotechnical products.
  • IEC 60695-1-11 - provides fire hazard assessment guidance for electrotechnical products.
  • IEC GUIDE 104 and ISO/IEC Guide 51 - set the safety-publication principles under which this document is presented as a basic safety publication.

What does the kSIST FprEN IEC 60695-11-2:2026 document contain?

kSIST FprEN IEC 60695-11-2:2026 contains the procedural and apparatus details needed to build the burner, control the gas supply, and verify the flame against a copper-block response. It includes a flame-dimension figure, detailed burner assembly drawings, an example gas supply arrangement, the copper block drawing, and the confirmatory test arrangement.

The document also gives two flame-production methods, a confirmation procedure with repeated measurements, and recommended specimen-to-burner arrangements for equipment and strips of materials. Annex B gives the required chemical composition note for the copper material used in the confirmatory test block.

INTRODUCTION
In the design of any electrotechnical product, the risk of fire and the potential hazards
associated with fire need to be considered. In this respect the objective of component, circuit,
and product design, as well as the choice of materials, is to reduce to acceptable levels the
potential risks of fire during normal operating conditions, reasonable foreseeable abnormal use,
malfunction, and/or failure. The IEC has developed IEC 60695-1-10 [4] , together with its
companion, IEC 60695-1-11 [5], to provide guidance on how this is to be accomplished.
The primary aims of IEC 60695-1-10 [4] and IEC 60695-1-11 [5] are to provide guidance on
how:
a) to prevent ignition caused by an electrically energized component part, and
b) to confine any resulting fire within the bounds of the enclosure of the electrotechnical
product in the event of ignition.
Secondary aims of these documents include the minimization of any flame spread beyond the
product’s enclosure and the minimization of harmful effects of fire effluents such as heat,
smoke, toxicity and/or corrosivity.
Fires involving electrotechnical products can also be initiated from external non -electrical
sources. Considerations of this nature should be dealt with in the overall fire risk assessment.
IEC 60695-11-2 provides a description of the apparatus required to produce a 1 kW test flame,
and provides a description of the principle of a confirmation procedure to check that the effective
power output of the flame is as intended. Guidance on confirmatory tests for test flames is given
in IEC TS 60695-11-40 [3].
This part of IEC 60695 may involve hazardous materials, operations, and equipment. It does
not purport to address all of the safety problems associat
