This document provides guidelines for the application of automatic fire detection and fire alarm systems in and around buildings. The Technical Specification covers planning, design, installation, commissioning, use and maintenance of the systems.
The guidelines cover systems intended for the protection of life and/or the protection of property.
The guidelines cover systems with at least one fire detector. The systems may be capable of providing signals to initiate, in the event of a fire, the operation of ancillary equipment (such as fixed fire extinguishing systems) and other precautions and actions (such as machinery shutdown), but the guidelines do not cover the ancillary services themselves.
The guidelines do not cover systems combining fire alarm functions with other non-fire related functions.
The guidelines do not recommend whether or not an automatic fire detection and/or fire alarm system should be installed in any given premises.
It has been assumed in the drafting of this Part of EN 54 that the execution of its provisions will been trusted to appropriately competent persons. However, guidance is also given to other persons purchasing or using a fire detection or fire alarm system.

Anwendungsbereich
Diese Europäische Norm legt Regeln für die Anwendung automatischer Brandmeldeanlagen und/oder Feueralarmanlagen in Gebäuden und deren Nähe fest. Die Norm umfasst Planung, Projektierung, Montage, Inbetriebnahme, Betrieb und Instandhaltung der Anlagen.
Der Leitfaden gilt für Anlagen, die für den Personenschutz und/oder den Sachgüterschutz vorgesehen sind.
Der Leitfaden gilt für einfache Anlagen wie beispielsweise mit einem oder zwei Handfeuermeldern bis zu kom-plexen Anlagen mit automatischen Brandmeldern, Handfeuermeldern, Anschluss an die öffentliche Feuerwehr usw.. Die Anlagen dürfen im Brandfall Signale zur Ansteuerung von zusätzlichen Einrichtungen (wie stationäre Löschanlagen) und anderen Sicherheitsmaßnahmen und Aktionen (wie Abschaltung von Maschinen) liefern. Der Leitfaden behandelt jedoch nicht diese zusätzlichen Einrichtungen selbst.
Der Leitfaden behandelt keine Anlagen, die Alarmierungsfunktionen mit Funktionen verknüpfen, die keine auf einen Brand bezogene Funktion besitzen.
Der Leitfaden sagt nichts darüber aus, ob in Gebäuden eine automatische Brandmeldeanlage und/oder Feueralarmanlage installiert werden sollte.
Bei der Erarbeitung dieses Teils der EN 54 wurde angenommen, dass sie durch entsprechend qualifizierte und erfahrene Personen angewendet wird. Trotzdem werden auch Hinweise für andere Personen gegeben, die Brandmeldeanlagen kaufen oder betreiben.

La présente Norme européenne établit des lignes directrices pour la réalisation de systemes automatiques de détection et/ou d'alarme incendie a l'intérieur et autour des bâtiments. La présente norme traite la planification, la conception, l'installation, la mise en service, l'utilisation et la maintenance de ces systemes.
Les présentes lignes directrices concernent les systemes destinés a la surveillance des personnes et/ou des biens.
Les présentes lignes directrices concernent les systemes allant des plus simples, par exemple ceux ayant 1 ou 2 déclencheurs manuels, aux plus complexes comportant des détecteurs automatiques d'incendie, des déclencheurs manuels, un dispositif de transmission a la brigade des sapeurs pompiers, etc.. Ces systemes peuvent etre en mesure de fournir des signaux pour amorcer, en cas d'incendie, le déclenchement de dispositifs auxiliaires (tels que des systemes fixes d'extinction incendie) et d'autres actions et mesures préventives (tel qu'un arret machine), toutefois les présentes lignes directrices ne concernent pas les dispositifs auxiliaires en eux-memes.
Les présentes lignes directrices ne concernent pas les systemes associant des fonctions d'alarme incendie avec d'autres fonctions non-liées a l'incendie.
Les présentes lignes directrices ne donnent aucune recommandation précisant s'il convient ou non d'installer un systeme automatique de détection et/ou d'alarme incendie dans des locaux donnés.
Il a été supposé dans la rédaction de la présente partie de l'EN 54 que la mise en application de ses dispositions sera confiée a des personnes possédant la compétente appropriée. Toutefois des indications sont également données aux personnes qui peuvent avoir besoin d'acheter ou d'utiliser un systeme de détection ou d'alarme incendie.

This Technical Specification (CEN/TS) was approved by CEN on 29 April 2004 for provisional application.
The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to submit their
comments, particularly on the question whether the CEN/TS can be converted into a European Standard.
CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS available
promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in parallel to the CEN/TS)
until the final decision about the possible conversion of the CEN/TS into an EN is reached.
CEN members are the national standards bodies of Austria, Belgium, Cyprus, Czech Republic, Denmark, Estonia, Finland, France,
