“Safety of toys”, the secretariat of which is held by DS.
This document is currently submitted to the CEN Enquiry.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive(s).

1 Modification to Clause 2, Normative references
Add the following new reference:

Replace the existing definitions by the following:

narrow piece of flexible textile or non-textile material of which the length is significantly greater than
its thickness and width
Note 1 to entry: examples of cords include elastic material, monofilament polymeric material, tape, ribbon, rope,
strap, woven and twisted material and string as well as certain weak and long springs.
Note 2 to entry: Electrical cables (see 3.18) are not considered to be cords. Accessible electrical wires (e.g.
between a battery box and a sound source in a soft filled toy) which are not electrical cables are however
considered to be cords.

tangle and form a tangled loop or noose during reasonably foreseeable use and without excessive or
intricate manipulation
3 Modification to Clause 4, General requirements
Add the following new subclause
4.26 Toy Disguise Costumes
The requirement in 4.26 shall not apply to toy disguise costumes where cords become separated from
the toy disguise costume and where there are no remaining cords attached to the toy disguise costume,
when tested in accordance with 8.38 (breakaway feature separation test).
In addition to the requirements of this European standard, toy disguise costumes shall comply with the
applicable requirements of EN 14682.
Where any cord that becomes separated from the toy disguise costume after testing to 8.38 (breakaway
feature separation test), it shall be possible to join the parts after they have been separated without
altering the characteristics of the joints
NOTE 1 This requirement applies to any cords remaining attached to the toy disguise following the test.
NOTE 2 EN 14682, if referenced in the official journal of the EU, will provide a presumption of conformity with
directive 2001/95/EC for applicable products. It is advised that the referenced version is consulted since it may
differ from the latest version specified in this requirement.
NOTE 3 Clause 5.4 applies in addition to this clause for toys that are intended for children under 36 months.
4 Modification to Clause 5, Toys intended for children under 36 months
Replace the existing text in Clause 5.4 with the following:
5.4 Cords, chains and electrical cables in toys (see A.29)
5.4.1 General
Cords and chains on toys intended for children under 36 months shall comply with the requirements of
this clause.
The requirements in this clause do not apply to ropes and chains that are covered by the requirements
of EN 71-8 (e.g. climbing and swinging ropes).
The requirements in this clause do not apply to:
— straps intended to be worn fully or partially around the neck (see 5.14);
— straps in safety harnesses;
— straps in imitation safety harnesses (e.g. on toy pushchairs);

— shoulder or waist straps (e.g. on toy bags, backpacks and fairy wings);
— handles (e.g. on toy bags, toy cradles, toy carry cots, toy buckets and boxes);
— cords intended for pulling sledges/toboggans, intended for outdoor use in snow under adult
supervision.
NOTE Safety harnesses include straps for securing children to ride-on toys and seats.
The requirements of Clauses 5.4.2 to 5.4.8 do not apply to toys intended to be strung across a cradle, cot
or perambulator, however, any elements hanging down from such toys, where the elements are
intended to be within the reach of children, shall fulfil these requirements as applicable. Toys intended
to be strung across a cradle cot or perambulator shall comply with Clause 5.4.9.
The requirements of Clauses 5.4.2 to 5.4.8 do not apply to cords or chains on toys attached to a cradle,
cot or perambulator where those cords or chains are out of the reach of the child. Toys intended to be
attached to a cradle cot or perambulator shall comply with Clause 5.4.9.
The requirements of Clauses 5.4.2 to 5.4.5 and Clauses 5.4.7 to 5.4.9 do not apply to electrical cables on
toys intended for children aged 18 months or older; such electrical cables shall comply with 5.4.6.
5.4.2 Cords and chains in toys intended for children under 18 months
5.4.2.1 Cords or chains with the potential to tangle attached to a toy shall either:
a) have a length not exceeding 220 mm when measured according to 8.40 (length of cords, chains and
electrical cables); or
b) separate into parts when tested according to 8.38 (breakaway feature separation test). It shall be
possible to join the parts after they have been separated without altering the characteristics of the
joints (see Figure 15).
5.4.2.2 Any two cords or chains with the potential to tangle that are attached to the toy shall either:
a) not be able to make contact at the tangle point when tested in accordance with Clause 8.XX
(Assessment of the tangle potential of two cords); or
b) have a combined length not exceeding 220 mm including the length of both cords or chains with the
potential to tangle and the distance which they are apart (see Figure 14), when each cord or chain
with the potential to tangle is measured according to 8.40 (length of cords, chains and electrical
cables); or
c) separate into parts when tested according to 8.38 (breakaway feature separation test). It shall be
possible to join the parts after they have been separated without altering the characteristics of the
joints (see Figure 15).

5.4.2.3 Any cord or chain with the potential to tangle that becomes separated from the toy or remain
attached to the toy after testing to 8.38 (breakaway feature separation test) shall comply with the
requirements of 5.4.2.1 a) and 5.4.2.2.
Other cords or chains that become separated or remain attached to the toy after testing to 8.38
(breakaway feature separation test) shall comply with 5.4.2.4.
5.4.2.4 The free length of individual cords and chains (excluding pull-along toys) shall not exceed
300 mm when measured independently according to 8.40 (length of cords, chains and electrical cables).
NOTE This clause applies only to individual cords or chains, regardless of the number of cords or chains
affixed in close proximity.
5.4.3 Cords and chains in toys intended for children of 18 months and over but under 36 months
5.4.3.1 Cords or chains with the potential to tangle attached to a toy shall either:
a) have a length not exceeding 300 mm when measured according to 8.40 (length of cords, chains and
electrical cables); or
b) separate into parts when tested according to 8.38 (breakaway feature separation test). It shall be
possible to join the parts after they have been separated without altering the characteristics of the
joints (see Figure 15).
5.4.3.2 Any two cords or chains with the potential to tangle that are attached to the toy shall either:
a) not be able to make contact at the tangle point when tested in accordance with Clause 8.XX
(Assessment of the tangle potential of two cords); or
b) have a combined length not exceeding 300 mm, including the length of both cords or chains with the
potential to tangle and the distance which they are apart (see Figure 14), when each cord or chain
with the potential to tangle is measured according to 8.40 (length of cords, chains and electrical
cables); or

c) separate into parts when tested according to 8.38 (breakaway feature separation test). It shall be
possible to join the parts after they have been separated without altering the characteristics of the
joints (see Figure 15).
5.4.3.3 Any cord or chain with the potential to tangle that becomes separated or remains attached to the
toy after testing to 8.38 (breakaway feature separation test) shall comply with the requirements of
5.4.3.1 a).
Other cords or chains that become separated after testing to 8.38 (breakaway feature separation test)
that remain attached to the toy shall comply with 5.4.3.4.
5.4.3.4 Toys with attached cords and chains (excluding pull-along toys) with a free length exceeding
300 mm when measured according to 8.40 (length of cords, chains and electrical cables), shall carry a
warning (see 7.22).
NOTE This clause applies only to individual cords or chains, regardless of the number of cords or chains
affixed in close proximity.
5.4.3.5 Cords or chains with the potential to tangle which comply with the requirements of
Clauses 5.4.3.1 to 5.4.3.3 but not with Clauses 5.4.2.1 to 5.4.2.3 shall bear a warning indicating that the
toy is not suitable for children under the age of 18 months (see 7.22)

5.4.4 Fixed loops, and nooses
Cords or chains that comprise fixed loops or nooses on toys, as received shall either:
— have a perimeter not exceeding 380 mm when measured according to 8.36.2.1 (cords and chains
with a single fixing point or with fixing points less than 94 mm apart), or a distance “d” not
exceeding 96 mm when measured according to 8.36.2.2 (cords and chains fixed to a toy at points of
94 mm or more apart); or
— separate such that the loop or noose is no longer intact, when tested according to 8.38 (breakaway
feature separation test).
In addition, any cord or chain attached to the toy after the breakaway has been separated, without a free
end shall continue to comply with the requirements of 5.4.2.1 a) and 5.4.2.2.a) or 5.4.3.1 a) and 5.4.3.2
a) and 5.4.3.5, as appropriate for the age of the product.
Where the distance between fixing points of cords and chains can change during play due to the
flexibility of the toy (e.g. cords on soft filled toys or on textile toys without rigid parts) the perimeter
shall be determined according to 8.36.2.1 regardless of the at-rest distance between the fixing points.
5.4.5 Cords and chains on pull along toys
Cords and chains on pull-along toys intended for children under 36 months shall have a free length not
exceeding 800 mm when measured according to 8.40 (length of cords, chains and electrical cables).
5.4.6 Electrical cables
Electrical cables on toys longer than 300 mm when measured according to 8.40 (length of cords chains
and electrical cables) intended for children aged 18 months or older shall carry a warning (see 7.21).
