Pasta processing plants - Dryers and coolers - Safety and hygiene requirements
This draft European Standard applies to shaker pre-dryers, belt dryers, rotary dryers, nest pasta dryers, long goods dryers and coolers (see clause 3), used in continuous pasta processing plants able to produce more than 100 kg/h.
Maschinen zur Teigwarenherstellung - Trockner und Kühler - Sicherheits- und Hygieneanforderungen
Diese Europäische Norm gilt für Schüttelvortrockner, Bandtrockner, Trommeltrockner, Nesttrockner, Trockner für lange Ware und Kühler (siehe Abschnitt 3), die in kontinuierlich arbeitenden Teigwarenherstellungsanlagen mit einer Produktionsleistung von mehr als 100 kg/h verwendet werden.
Dies Europäische Norm spezifiziert die Sicherheitsanforderungen für die Konstruktion und die Herstellung sowie für die Benutzerinformation aller oben genannten Maschinen, die unter den Bezeichnungen Trockner und Kühler bekannt sind, klassifiziert als stationäre Anlagen, die während des Betriebes nicht bewegt werden können.
Diese Europäische Norm ist nicht anwendbar auf statische oder halbautomatisch arbeitende Trockner und Kühlern mit manueller Beschickung oder für besondere Anwendungen (z.B. Experimental-Trockner).
Trockner in einer Teigwarenherstellungsanlage sind Maschinen, deren Zweck es ist, den Feuchtigkeitsgehalt mittels zirkulierender Warmluft zu reduzieren. Beim Trocknungsvorgang kann die Verwendung eines Kühlers notwendig sein, um die Temperatur zu reduzieren, wobei der richtige Feuchtigkeitsgehalt der Teigwaren auf einem konstanten Niveau gehalten wird. Die Kühlung kann entweder im Trockner oder in einer separaten ähnlichen Maschine erreicht werden.
Die signifikanten von dieser Norm erfassten Gefährdungen sind in 4 aufgeführt.
Diese Gefährdungen sowie die Maßnahmen für deren Reduzierung sind in dieser Europäischen Norm beschrieben.
Hilfseinrichtungen, die nicht Bestandteil der Anlage sind (z.B. Trichter, Förderbänder, Einrichtungen zum Erzeugen heißer oder kalter Flüssigkeiten, usw.), werden nicht von dieser Europäischen Norm erfasst.

Domaine d'application
La présente Norme européenne s'applique aux pré-séchoirs a secousses, séchoirs a tapis, rotatifs, a alvéoles, pour le séchage et le refroidissement des pâtes (voir article 3) utilisés dans les installations de production en continu des pâtes alimentaires pouvant produire plus de 100 kg/h.
La présente Norme européenne spécifie les prescriptions de sécurité relatives a la conception, a la fabrication et aux spécifications pour l'utilisation des machines susdites, désignées sous le nom de séchoirs et refroidisseurs, classées dans la catégorie des unités fixes qui ne peuvent donc etre déplacées pendant leur fonctionnement.
La présente Norme européenne ne s'applique pas aux séchoirs et refroidisseurs statiques ou semi-automatiques nécessitant un chargement manuel, ni a ceux destinés a une application particuliere (exemple : séchoirs expérimentaux).
Les séchoirs utilisés dans une installation pour pâtes alimentaires sont des machines destinées a réduire l'humidité a l'aide d'une ventilation a l'air chaud. L'utilisation d'un refroidisseur peut etre nécessaire au cours de l'opération de séchage afin d'abaisser la température, en maintenant constante la teneur en eau choisie des pâtes. Le refroidissement peut etre obtenu dans le séchoir ou dans un équipement analogue distinct.
La liste des phénomenes dangereux significatifs couverts par la présente norme figure a l'article 4.
Ces phénomenes dangereux ainsi que les mesures a prendre pour les limiter sont décrits dans la présente Norme européenne.
La présente Norme européenne ne traite pas des équipements auxiliaires qui ne font pas partie intégrante des machines (par exemple trémies, convoyeurs, des équipements utilisés pour produire des fluides chauds ou froids, etc.).
La présente Norme européenne s'applique aux séchoirs et refroidisseurs qui sont fabriqués apres (date d'approbation par le CEN).

FOREWORD
This European Standard has been prepared by Technical Committee CEN/TC 153 "Food
processing machinery", the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by
publication of an identical text or by endorsement, at the latest by October 2001, and
conflicting national standards shall be withdrawn at the latest by October 2001.
It is one of a series of safety standards for machines used in continuous pasta processing
plants.
This European standard has been prepared under a mandate given to CEN by the European
Commission and the European Free Trade Association, and supports essential requirements of
EC directive(s).
For the relationship with EC directive(s), see informative Annex ZA which is an integral part of this
standard.
The annexes A and B are normative.

Introduction
This European Standard has been prepared to be a harmonized standard providing a means
of conforming with essential safety requirements of the "machinery directive" and associated
EFTA regulations.
This European Standard is a type C standard as stated in EN 1070. The machinery concerned
and the extent to which hazards are covered are indicated in the scope of this standard.
In addition, the machinery shall comply as appropriate with EN 292 for hazards which are not
covered by this European Standard.
The machine, for which this European Standard is valid, can cause certain hazardous
situations to operators, due to moving parts, drive components and electrical equipment.
Besides the specific hygiene requirements common to all food processing machines, dryers
and coolers comply also with the requirements covering cleanability described in the present
European Standard.
1 Scope
This European Standard applies to shaker pre-dryers, belt dryers, rotary dryers, nest pasta
dryers, long pasta dryers and coolers (see clause 3), used in continuous pasta processing
plants able to produce more than 100 kg/h.
This European Standard specifies the safety requirements for the design, manufacture and
information for use for the machines mentioned above, known with the name of dryers and
coolers, classified as stationary units which cannot be moved when in operation.
This European Standard is not applicable to dryers and coolers, static or semiautomatic
requiring manual loading as well as those for special application ( i.e. experimental dryers ).
Dryers in a pasta plant are machines which to reduce moisture by means of warm air
ventilation. In the drying process the use of a cooler might be necessary in order to reduce the
temperature, maintaining constant the correct moisture of the pasta. The cooling can be
obtained in the dryer or in a separate similar machine.
The significant hazards covered by this standard are listed in clause 4.
These hazards, as well as the measures for their reduction, are described in the present
European Standard
Ancillary equipment, which is not an integral part of the machinery (e.g. hoppers, conveyors,
equipments used to produce hot or cold fluids, etc), is not covered by this European Standard.
This European Standard applies to machines which are manufactured after .( date of issue
of approval by CEN).

3 Terms and definitions
For the purposes of this standard the terms and definitions given in EN 1070 apply.
Additional terms and definitions specifically needed for this European Standard are added
below:
3.1
dryer
assembly where the pasta is dried
3.2
shaker pre-dryer
assembly of metal mesh tables (usually in stainless steel) made to vibrate by different types
of systems causing the product to advance towards the outlet. It is used for drying short cut
pasta (e.g. macaroni), in the first stages of the process, when the pasta advances in thin
layers to allow the evaporation of great quantities of water (see figure 1).
3.3
belt dryer
assembly of belts, conveying the pasta. It is used for drying short cut pasta, and placed just
after the shaker pre-dryers in the drying line (see figure 2).
3.4
rotary dryer
assembly of a rotating drum which consists of conveying channels placed along the periphery
of the drum. As a rule it is used for small dimension short cut pasta and for pastina (e. g.
soup pasta, see figure 3).
3.5
nest pasta dryer
assembly of special containers in which the nest shaped pasta is conveyed through the dryer
frame
3.6
long pasta dryer
assembly in which long cut pasta (e.g. spaghetti) is hung out on sticks which are conveyed
through the dryer

final part of the process having the same handling system as the dryer described in 3.1 to 3.6,
but with low inside air temperature in order to reduce the temperature of the pasta; it may be
separate from the dryer

4 List of significant hazards
This clause covers all the hazards, as far as they are considered in this European Standard,
identified by risk assessment to be significant for this type of machinery and requiring an
action to eliminate or reduce the risk.
4.1 Mechanical hazards
The significant mechanical hazards are:
- crushing hazard;
- cutting or severing hazard;
- entanglement hazard;
- shearing hazard;
- fluid ejection hazard;
- impact hazard;
- trapping hazard;
The examples shown in figures 1 to 3 illustrate the danger zones associated with these
hazards.
4.1.1 Protruding parts
Parts jutting out of the basic outline of the machine (e.g. motors or gearbox, valves and pipes
of the heating, cooling and humidifying plants) may cause hazards of cutting or severing of
body parts, head impact, slipping, tripping and falling with consequent broken bones, see zone
1 figures 2 and 3.
4.1.2 Moving parts
4.1.2.1 Moving parts for pasta conveyance systems, such as sticks, belts, drums, frames, and
other containers, may cause hazards of entanglement, cutting, severing and shearing of
fingers, hands, arms, and the body; see zone 2, figures 1, 2 and 3.
4.1.2.2 Moving parts for driving systems such as chains, gears, shafts, etc, may cause hazards
of entanglement, cutting, severing, and shearing of fingers or hands; see zone 3, figures 1, 2
and 3.
4.1.2.3 Fan blades may cause hazards of cutting of fingers, hands, arms, or other parts of
body.
4.1.2.4 Rotating drums may cause hazards of crushing of the body when falling from supports.
4.1.2.5 Moving parts of air inlet and outlet gates may cause hazards of cutting or severing of
fingers and hands.

4.1.3 Mobile parts
Panels of insulation booth may cause hazard of crushing of fingers, arms, or other parts of the
body, and ejection of hot air or fluid, which may cause injury to the head or other parts of the
body; see zone 4 figures 1, 2 and 3.
4.1.4 Openings
4.1.4.1 Openings like entrance doors for cleaning and maintenance operations may cause
hazards of crushing, cutting or severing of fingers, arms and other parts of the body, trapping of
the operator in the booth and hot air and fluid ejection; see zone 5 figures 2 and 3.
4.1.4.2 Openings for drawing samples may allow contact with moving parts inside the insulation
booth with hazard of entanglement, cutting of fingers and hands; hot air or fluid ejection, may
cause injury to hands, arms and face. See zone 5 figures 2 and 3.
4.1.4.3 Openings for air inlet and outlet may cause hazard of hot air ejection with consequent
injury to hands, arms and other parts of the body.
4.1.5 Fluid ejection hazards
Failure of heating pipes under hydraulic pressure and failure of power, hydraulic and pneumatic
systems may cause hazard of ejection of fluid which may cause injury.
4.1.6 Hazards due to unexpected start or failure of emergency device
Unexpected start up or failure of emergency device may cause hazard of contact with
dangerous moving parts, with the consequences listed in 4.1, 4.2, 4.3.
4.2 Electrical hazards
Hazards of electric shock from direct or indirect contact with live components. This hazard is
present in control consoles, driving boards, motor connectors, electrical resistances, etc.
Hazard of external influence on electrical components.This hazard is present in running
operation of the dryer (e.g. caused by interference to control signals or by cleaning water or
steam) .

4.3 Thermal hazard
Accidental contact with parts of the dryer reaching high temperatures (e.g. pipelines, valves,
etc.) and contact with hot fluids ejected by the dryer, see 4.1.1, 4.1.2, 4.1.3.
4.4 Noise hazard
Noise generated by dryers and coolers can lead to
- permanent loss of hearing
- ringing in the ears
- fatigue, stress
- interference with speech communication, acoustic signals.
4.5 Vibration hazard
Vibrations transmitted to the framework by moving parts, vibrating tables and vibrating feeders
and distributors.
4.6 Hazard due to slip, trip and fall
Walkways, stairs and gangways may cause slip, trip and fall with possibility of broken bones.
4.7 Hazard due to neglecting of hygienic principles
Neglecting of hygienic principles may cause a hazard to human health and unacceptable
modification of foodstuff ( e.g. contamination by microbial growth or foreign materials and
pests).
4.8 Harmful substance
The use of cleaning agent may cause harm to the skin, eyes and respiratory system by direct
contact or by ingestion.
5 Safety requirements and/or measures
Dryers and coolers shall comply with the safety requirements and/or measures of this clause.
5.1 Mechanical hazards
5.1.1 Protruding parts (see figure 4)
Collision with protruding parts shall be prevented by a handrail. The handrail is required where
the protruding parts are less than 2500 mm from the access level (h), sticking out for more
than 300 mm (s), and less then 1000 mm high (l).
The handrail shall be 1000 mm height and positioned at least at the same dimension as the
parts that protrude (s).
Protruding parts located more than 2500 mm from the access level (h) need not be guarded.

5.1.2 Moving parts
5.1.2.1 Access to moving parts for pasta conveyance systems defined in 4.1.2.1 and external
to insulation booth, shall be prevented with fixed guards fitted with screws or bolts in
accordance with EN 953:1997 clause 3.2.
If the moving parts for pasta conveyance are reachable from the openings, the guard shall be
in accordance with 5.1.4.
5.1.2.2 Moving parts for drive systems defined in 4.1.2.2 and external to insulation booth shall
be protected with fixed guards fitted with screws or bolts in accordance with EN 953 :1997
clause 3.2.
5.1.2.3 Fan blades placed inside the insulating panels, unreacheable from the openings, could
be unguarded if the insutating panels are fixed.
Fan blades external to insulation booth shall be protected by fixed guards fitted with screws or
bolts in accordance with EN 953: 1997 clause 3.2.
5.1.2.4 For rotary dryers a system shall be adopted to prevent the uncontrolled axial sliding of
the drum (mechanical e. g. with rollers, electrical e.g.with safety switch).
5.1.2.5 Moving parts of air inlets and outlets shall be protected with meshes fixed with screws
and bolts (see EN 953: 1997 clause 3.2) or placed at safe distance according with
EN 294: 1992, clause 4.4 and 4.5.
5.1.3 Mobile parts
Fixed panels that have to be removed for cleaning and maintenance operations shall not have
a mass heavier than 25 kg; if heavier, they shall be fitted with supporting devices to maintain
them stable when in open position.
Panels covering openings which need to be removed for checking operations and sample
drawing shall be designed to prevent the operator from being injuried by the weight of the
panels.
5.1.4 Openings
Openings in the insulation booth, provided for cleaning, drawing samples, checking, etc.,
which give access to dangerous parts inside the cabinet shall be fitted with movable guard
(panel or mesh) fixed with screws, bolts, or key or interlocking device (in accordance with EN
1088:1995 clause 5).

5.1.4.1 Openings for cleaning and maintenance operations that allow the entery of the
operator inside the dryer (see 7.1 “Information for use”), shall be protected with panels fixed
with screws or bolts or keys, and fitted with supporting devices which maintain the pannel
stable in the open position. The panel shall be also fitted with a device keeping it locked in the
open position during maintenance.
5.1.4.2 Openings fitted with movable guards (or meshes) shall be permitted for sample
drawing. The sample drawing shall be carried out using special tools, supplied by the
manufacturer, or by hand following the instructions given by the manufacturer. These
openings shall also be equipped with a trip device in accordance with EN 292-1:1991, clause
3.23. 5 that warns the operator, before he overpasses the safety limit and stops the moving
part.
The transparent port-holes used for checking operations shall be made of a material resistant
to sudden heat changes and to crushing: to avoid breaking port-holes shattering into small
pieces.
5.1.4.3 Openings for air inlet and outlet shall be positioned on the top of the dryer, and the air
shall not be directed towards platform or walkway passages.
5.1.5 Fluid ejection
Water, superheated water, steam and diathermic oil piping systems together with their
intercepting and controlling devices shall be designed for a pressure 1,5 times of the
maximum working pressure.
Manually operated valves shall be fitted at the interface between the dryer/cooler and the
incoming supplies. The valves shall be fitted with a trapped device.
Hydraulic and pneumatic systems shall be designed and manufactured according to EN 982
and EN 983.
5.1.6 Unexpected start or failure of emergency device
To avoid hazard due to unexpected start up or failure of emergency device, control circuits
and control functions shall conform with EN 60204-1 :1997 clause 9 with the following
requirements.
5.1.6.1 Supply disconnecting device
Each machine shall be equipped with a supply disconnecting device according to 5.3 of
60204–1 :1997(options a, b, c) capable of being equipped with means to lock them in the off
position (e.g. trapped key system). The manually operated elements of controls shall be easily
and safely accessible and be designed, mounted and marked so as to allow instant
recognition of their purpose, as well as direction and condition of switching (see bibliography
ISO 447).
These requirements shall apply to each separate control zone.
5.1.6.2 Emergency stop device
Each machine shall be equipped with emergency stop devices in accordance with clause 10.8
of 60204–1 :1997 category 0 and according with EN 418 on the control panels end at the
interface with other machines (e.g. presses) .
5.1.6.3 Control circuits and control functions of stop device
Stop device (not for emergency) shall be in category 1 in accordance with clause 9.2.2 of
60204–1 :1997.

5.1.6.4 Safety related parts of control system
Safety related parts of control system shall be in accordance with 6.2.4 of EN 954-1 : 1996
category 1.
If it is necessary to enter the machine, category shall be 3.
5.1.6.5 Automatic start warning
Where any form of automatic starting is provided, machines shall be equipped with a start-up
warning device, complying with EN 457, in order to alert people to leave the danger zone.
5.1.6.6 Safety limit device
Safety limit devices shall be in accordance with 10.1.4 of 60204–1 :1997 and be arranged in
such a way that they cannot be overrided.
5.1.6.7 Interlocking system of guards
Interlocking system of guards shall:
- comply with 5.2, 5.3, 5.4, 4.5, 5.6, 5.7 and 5.8 of EN 1088 :1995
- comply with hygiene requirements of EN 1672-2 and annex A of this standard
- be protected from the action of cleaning and disinfection agents, oil and liquids.
5.1.6.8 Other requirements
The level of performance of safety devices shall be consistent with the control system into
which they are integrated
Control activated devices, signal and display elements shall have a degree of protection IP 54
(see EN 60529 :1991)
Interlocking system with movable parts shall have a degree of protection of IP X5
