SIST EN 301 427 V1.2.1:2004 is the Slovenian adoption of ETSI EN 301 427 V1.2.1, published by SIST. It is a harmonized European standard for low data rate Mobile Earth Stations (MESs), except aeronautical mobile satellite earth stations, operating in the 11/12/14 GHz bands. The standard sets radio-spectrum limits, control and monitoring functions, and test methods for manufacturers, test laboratories, and conformity assessment teams working under the R&TTE Directive.
What does SIST EN 301 427 V1.2.1:2004 specify?
SIST EN 301 427 V1.2.1:2004 specifies the technical requirements and test methods for MESs used in the Fixed Satellite Service (FSS) frequency ranges 10.70 GHz to 11.70 GHz, 12.50 GHz to 12.75 GHz, and 14.00 GHz to 14.25 GHz. It is focused on spectrum use and interference control, not on installation.
The scope covers Land Mobile Earth Stations (LMESs) and Maritime Mobile Earth Stations (MMESs) that do not provide International Maritime Organization (IMO) distress and safety functions. The MES may be vehicle mounted, portable, or ship installable, may use one or more modules, and uses linear polarization.
The standard also assumes operation through a geostationary satellite at least 3° away from other geostationary satellites using the same band and serving the same area. The Network Control Facility (NCF) is outside the scope, and the document does not give installation requirements.
The document is organized into these main clauses:
- Clause 1 - Scope
- Clause 2 - References
- Clause 3 - Definitions and abbreviations
- Clause 4 - Technical requirement specifications
- Clause 5 - Testing for compliance with technical requirements
- Clause 6 - Test methods

What are the key requirements of SIST EN 301 427 V1.2.1:2004?
SIST EN 301 427 V1.2.1:2004 centers on five technical areas: environmental conditions, unwanted emissions, off-axis radiation, and control and monitoring behavior. These are the points that matter most in practice because they determine whether the equipment can be placed on the market and whether it will disturb other radio services.
Environmental profile and test conditions
Clause 4.1 requires the manufacturer to declare the operational environmental profile, including humidity, temperature, and supply voltage ranges. The equipment must meet the technical requirements within those declared limits. In practice, that means the declared operating envelope becomes part of the compliance case and the test report.
Clause 5.1 says tests are performed at representative points within that declared profile. Clause 6 adds that the manufacturer’s declared technical characteristics and operational conditions are recorded in the test report.
Unwanted emissions outside the 14.00 GHz to 14.25 GHz band
Clause 4.2.1 sets limits for unwanted emissions outside the 14.00 GHz to 14.25 GHz transmit band. Separate limits apply below 1 000 MHz and above 1 000 MHz, and the requirements distinguish between carrier-on and carrier-off operation. In practice, labs must check both low-frequency radiated emissions and higher-frequency EIRP emissions so the MES does not interfere with terrestrial or satellite services.
Clause 6.1 describes how those emissions are measured. It covers open area, semi-anechoic, and anechoic test sites, antenna placement, rotation axes, and the use of measuring receivers or spectrum analyzers depending on frequency.
Unwanted emissions within the band
Clause 4.2.2 protects primary services in the 14.00 GHz to 14.25 GHz band. In carrier-on state, the unwanted emission spectral density is limited relative to the number of MESs expected to transmit at the same time, and the manufacturer declares that number and the operating conditions. In carrier-off state, the emission limit is fixed.
In practice, this clause forces the manufacturer to define how the system is loaded and how many units may transmit together. The corresponding test methods in clause 6.2 allow measurements at the antenna flange or with a test antenna, depending on what the manufacturer makes available.
Off-axis EIRP emissions density
Clause 4.2.3 limits off-axis EIRP density in the nominated bandwidth so that directional antennas do not overload other satellite systems. The limit depends on the angle from the antenna main beam axis, the antenna tracking or pointing accuracy, and the power density ratio K between a fully loaded system and a single MES.
For directional antennas, the test report must include K, the technical characteristics, and the declared operating conditions. For non-directional antennas, a simpler limit applies. Clause 6.3 explains how this is checked by measuring static rms antenna pointing accuracy, transmitter power density, antenna gain, and antenna radiation patterns, then comparing the result with a mask.
Control and Monitoring Functions (CMF)
Clause 4.2.4 defines the minimum Control and Monitoring Functions (CMF) needed to reduce the risk of unwanted transmissions. Processor monitoring must detect processor hardware and software failures and force the MES into carrier-off state within 1 second. Transmit subsystem monitoring must do the same within 5 seconds after a frequency-generation fault.
The same clause requires safe behavior after power-on or reset, correct handling of Control Channel (CC) reception, response to NCF transmission enable and disable commands, and identification response on request. For systems that do not expect a transmission enable command after reset, only short initial bursts are allowed, and these are tightly limited in time. In practice, this is the part that shows whether the MES fails safe when control is lost.
Measurement quality and test setup
Clause 6 sets measurement uncertainty limits and allows Special Test Equipment (STE) when needed to simulate satellite signals. Carrier-on tests use full transmit power and, where applicable, the maximum burst rate. This matters because the test setup must reproduce realistic operating conditions, not just a simplified laboratory state.
What terms does SIST EN 301 427 V1.2.1:2004 define?
- Carrier-off state - The MES is authorized to transmit but is silent, or it is not authorized to transmit at all; this is the safe state used after faults or loss of control.
- Carrier-on state - The MES is authorized to transmit and is actively sending a signal.
- Control Channel (CC) - The channel or channels through which the MES receives control information from the NCF.
- Environmental profile - The declared range of humidity, temperature, and supply voltage within which the MES must comply.
- Nominated bandwidth - The manufacturer-selected bandwidth that contains the relevant spectral elements of the transmission and stays within the transmit band.
- Equivalent Isotropically Radiated Power (EIRP) - A power measure that expresses what the transmitted signal would be if radiated equally in all directions.
- Installable Equipment (IE) - Equipment intended to be fitted to a vehicle, possibly made of several interconnected modules.
Who uses SIST EN 301 427 V1.2.1:2004?
Manufacturers of low data rate MESs use this standard to design transmitters, antennas, control logic, and monitoring functions that fit the band and interference limits. Test laboratories use it to set up emissions and antenna measurements, including carrier-on and carrier-off checks.
Quality and compliance teams use it to prepare declarations, test reports, and conformity evidence for LMES and MMES products. Satellite network operators and system integrators also use it when defining network control behavior, because the manufacturer must declare operating conditions such as the number of simultaneous transmitters.
What changed in SIST EN 301 427 V1.2.1:2004 from the previous edition?
The history shows an earlier publication, V1.1.1, followed by V1.2.1. V1.2.1 was published in November 2001 after a one-step approval procedure, and the Slovenian edition is the 2004 adoption of that version.
Which standards are used with SIST EN 301 427 V1.2.1:2004?
Directive 1999/5/EC is the legal reference behind the standard and defines the R&TTE framework that the document addresses. CISPR 16-1 contributes the specification for radio disturbance and immunity measuring apparatus and methods, which supports the measurement approach used in the test clauses.
The document is also based on ETSI TBR 027, which is named in the introduction and bibliography as the earlier technical basis for low data rate LMESs in the same bands.
What does the SIST EN 301 427 V1.2.1:2004 document contain?
SIST EN 301 427 V1.2.1:2004 contains clause-by-clause requirements, justifications, and conformance test descriptions for emissions and control behavior. It includes the EN Requirements Table in Annex A, which summarizes the requirements for conformity assessment.
The test section contains measurement arrangements, antenna and rotation setups, substitution methods, and procedures for both conducted and radiated measurements. It also includes figures for the test arrangements, a measurement-uncertainty table, and detailed sequences for processor failure, transmit subsystem failure, power-on/reset, CC loss, network commands, and initial burst checks.

The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1].
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present
document essential requirements in these areas have to be adopted by the Commission. If such essential requirements
are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to
be specified by function or interface type.
The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The
scopes of these standards are specified either by frequency (normally in the case where frequency bands are
harmonized) or by radio equipment type.
For article 3.1b figure 1 shows the new single multi-part product EMC standard for radio, and the existing collection of
generic and product standards currently used under the EMC Directive. The existing separate product EMC standards
can be used until their dates of cessation of presumption of conformity published in the O.J.E.C. For article 3.1a
figure 1 shows the existing safety standards currently used under the LV Directive and new standards covering human
exposure to electromagnetic fields. New standards covering acoustic safety may also be required.
The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal
equipment. A particular equipment may be radio equipment, telecommunications terminal equipment or both. A radio
spectrum standard will apply if it is radio equipment. An article 3.3 standard will apply as well only if the relevant
essential requirement under the R&TTE Directive [1] is adopted by the Commission and if the equipment in question is
covered by the scope of the corresponding standard. Thus, depending on the nature of the equipment, the essential
requirements under the R&TTE Directive [1] may be covered in a set of standards.
The modularity principle has been taken because:
- it minimizes the number of standards needed. Because equipment may, in fact, have multiple interfaces and
functions it is not practicable to produce a single standard for each possible combination of functions that may
occur in an equipment;
- it provides scope for standards to be added:
• under article 3.2 when new frequency bands are agreed; or
• under article 3.3 should the Commission take the necessary decisions;
without requiring alteration of standards that are already published;
- it clarifies, simplifies and promotes the usage of Harmonized Standards as the relevant means of conformity
assessment.
The present document is based on TBR 027 (see Bibliography).
The requirements have been selected to ensure an adequate level of compatibility with other radio services. The levels,
however, do not cover extreme cases which may occur in any location but with a low probability of occurrence.
The present document may not cover those cases where a potential source of interference which is producing
individually repeated transient phenomena or a continuous phenomenon is present, e.g. a radar or broadcast site in the
near vicinity. In such a case it may be necessary to use special protection applied to either the source of interference, or
the interfered part or both.
The present document does not contain any requirement, recommendation or information about the installation of the
MES.
The determination of the parameters of the user earth stations using a given geostationary satellite for the protection of
the spectrum allocated to that satellite, is considered to be under the responsibility of the satellite operator or the
satellite network operators.

9 ETSI EN 301 427 V1.2.1 (2001-11)
1 Scope
The present document applies to Mobile Earth Stations (MESs), except aeronautical mobile earth stations, which have
the following characteristics:
- The MES are operating in one or more frequency ranges of the Fixed Satellite Service (FSS):
- 10,70 GHz to 11,70 GHz (space to earth);
- 12,50 GHz to 12,75 GHz (space to earth);
- 14,00 GHz to 14,25 GHz (earth to space).
Because the transmissions from the MES to the Satellite in the 14,00 GHz to 14,25 GHz band fall under a secondary
allocation, the transmissions should not cause harmful interference to primary services (e.g. the Fixed Satellite Service
