Cryogenic vessels - Static vacuum insulated vessels - Part 2: Operational requirements (ISO 21009-2:2015)

ISO 21009-2:2015 specifies operational requirements for static vacuum insulated vessels designed for a maximum allowable pressure of more than 50 kPa (0,5 bar). It may also be used as a guideline for vessels designed for a maximum allowable pressure of less than 50 kPa (0,5 bar). ISO 21009-2:2015 applies to vessels designed for cryogenic fluids specified in ISO 21009‑1. Static cryogenic vessels are often partly equipped by the manufacturer, but may be installed or re-installed by another party, such as the operator, user or owner. NOTE 1 For the installation of these vessels, additional requirements can apply; these are defined in specific regulations. NOTE 2 Some requirements of this standard can be covered by local regulations, e.g. safety distances, occupational safety and health. Where there is a conflict between the requirements of this International Standard and any applicable local regulation, the local regulation always takes precedence.

ISO/TC 220 “Cryogenic vessels” in collaboration with Technical Committee CEN/TC 268 “Cryogenic

vessels and specific hydrogen technologies applications” the secretariat of which is held by AFNOR.

identical text or by endorsement, at the latest by June 2016, and conflicting national standards shall be

Relationship between this European Standard and the Essential
Requirements of EU Directive 2014/68/EU

This European Standard has been prepared under a mandate given to CEN by the European

Commission to provide a means of conforming to Essential Requirements of the New Approach

Directive 2014/68/EU of the European Parliament and of the Council of 15 May 2014 on the

harmonization of the laws of the Member States relating to the making available on the market of

pressure equipment.

Once this standard is cited in the Official Journal of the European Union under that Directive and has

been implemented as a national standard in at least one Member State, compliance with the clauses of

this standard given in Table ZA.1 confers, within the limits of the scope of this standard, a presumption of

conformity with the corresponding Essential Requirements of that Directive and associated EFTA

regulations.

Operational requirements
1 Scope

This part of ISO 21009 specifies operational requirements for static vacuum insulated vessels designed

for a maximum allowable pressure of more than 50 kPa (0,5 bar). It may also be used as a guideline for

vessels designed for a maximum allowable pressure of less than 50 kPa (0,5 bar).

This part of ISO 21009 applies to vessels designed for cryogenic fluids specified in ISO 21009-1.

Static cryogenic vessels are often partly equipped by the manufacturer, but may be installed or re-

installed by another party, such as the operator, user or owner.

NOTE 1 For the installation of these vessels, additional requirements can apply; these are defined in

specific regulations.

4 Personnel training

Only persons trained for the specific task shall be allowed to install, put into service, fill, handle, operate

or maintain the vessel and its equipment.
The training programme shall include
— normal operating procedures;
— product and hazard identification;
— safe operating limits;
— emergency procedures;

— physical and chemical properties of the vessel’s contents and their effects on the human body;

— personnel protective equipment (e.g. safety boots, goggles, gloves).

Training shall be repeated as necessary to ensure that personnel remain competent. A training record

shall be maintained which details the information personnel have received.

5 General safety requirements
5.1 General
Identification labels and plates shall not be removed or defaced.

Appropriate warning signs regarding product and operational hazards and personnel protective

equipment requirements shall be displayed.

Parts under pressure shall be disconnected only if they have been previously depressurized.

All surfaces which may come in contact with the product shall be kept free from oil and grease. For

cleanliness requirements, see ISO 23208.

Leaking valves or connections should be depressurized before rectification. When this is not possible,

leaking valves under pressure shall be tightened using suitable tools and procedures. Direct flame or

intense heat shall never be used to raise the pressure or de-ice frozen components.

Valve outlets shall be kept clean, dry and free from contaminants.

Vessels and their accessories shall not be modified without proper authorization.

5.2 Safety considerations

In all operations and training, the following safety considerations shall be taken into account:

— Small amounts of cryogenic fluids will produce large volumes of vaporized gas. Spillage of oxygen can

result in an oxygen-enriched atmosphere; spillage of other cryogenic fluids can result in an oxygen-

deficient atmosphere. Provision is to be made for appropriate measures for this, e.g. ventilation.

— Due to the possibility of cold embrittlement, cryogenic fluids shall not come in contact with materials

(metals or plastics) which are not suitable for low temperatures.

— Because of their extremely low temperatures, cryogenic fluids will produce cold burns when

coming in contact with the skin. Cold burns can also be produced from contact with uninsulated

equipment and pipe.

— Oxygen enrichment due to liquefaction of ambient air can occur on the cold surfaces of uninsulated

equipment which contain fluids with a boiling point lower than that of oxygen.
6 Installation
6.1 General requirements

Vessels shall be installed and operated in such a way, that employees or third parties are not endangered.

Necessary minimum safety distances shall be observed; see also Annex A.
Vessels shall be installed so that the name plate is easily readable.

The installation should allow inspection of vessels on all sides. All vessel controls shall be capable of

being operated safely.

Vessels shall be installed in such a way that their filling operation can be carried out safely and easily.

Vessels shall be erected in such a way that no inadmissible misalignment or inclination can occur due to

— the actual foundations;
— the inherent mass of the vessel including its contents;
— external forces, e.g. seismic loads, wind loads.

Gas from pressure-relief devices or vents shall be discharged to a safe place.

Appropriate warning signs regarding product hazards shall be displayed, e.g. in rooms, areas, or on

vessels. The operating instructions shall also refer to the properties of the gas.

Vessels shall be installed in locations where there is sufficient ventilation such that the formation of

dangerous explosive gas-air mixtures or an oxygen-deficient/-enriched atmosphere is avoided.

Vessels shall be installed in such a way that adequate space is provided for maintenance and cleaning,

as well as for emergency cases.

The space for maintenance and cleaning should be at least 0,5 m around the installation.

Vessels shall not be installed in corridors, passages or thoroughfares, generally accessible lobbies, stair-

wells or near steps. Vessels should not be installed close to the aforementioned areas if traffic routes,

escape routes or accessibility are limited.
Access by unauthorized persons should be prevented.

The area/foundation under vessels, as well as below detachable connections and fittings to the liquid

phase of the vessel of oxidizing gases, shall be of non-combustible materials and free of oil, grease and

other flammable contaminants.

Consideration shall also be given to the need for similar precautions for liquid-hydrogen or liquid-

helium installations where significant air liquefaction may occur around uninsulated equipment.

NOTE To prevent a risk of brittle fracture, consideration should be given to the design temperature

of the installation downstream of the installed or fitted vaporizing system and low temperature cut-off

systems, if necessary.
6.2 Outdoor installation
Vessels should be installed outdoors.
The drainage of surface water from the place of installation shall be ensured.

On sloping sites, an installation (e.g. a wall) may be necessary to prevent gas from penetrating over the

place of installation down into lower rooms, ducts, shafts or air intakes.

Vessels and their components shall be protected against mechanical damage, e.g. by vehicle buffer bars,

enclosures, safety distances. The protection of vessel supports against leaking cryogenic fluid should

be considered.
6.3 Indoor installation

If reasonable attempts to install the vessel outdoors fail, an indoor installation is permitted. Indoor

installation shall comply with the following safety precautions.

The entrance of rooms in which vessels are installed shall be labelled. Reference shall be made to the

relevant hazards of the gas.
Rooms shall:
— have self-closing doors, where these do not lead directly outside;

— consist of materials which are fire resistant or non-combustible, with the exception of windows and

other closures of apertures in external walls;
— be separated from other rooms and have a fire resistance up to 30 min;

— be separated from rooms normally occupied by the public in a gas-tight manner and without

any apertures;

NACIONALNI PREDGOVOR

Ta evropski standard (EN ISO 21009-2:2015) je pripravil tehnični odbor ISO/TC 220 "Kriogene posode"

v sodelovanju s tehničnim odborom CEN/TC 268 "Kriogene posode in uporaba posebnih tehnologij

vodika", katerega sekretariat vodi AFNOR.

Slovenski standard SIST EN ISO 21009-2:2016 je prevod evropskega standarda EN ISO 21009-2:2015.

V primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski

standard v angleškem jeziku. Slovensko izdajo standarda je pripravil tehnični odbor SIST/TC TLP

Tlačne posode.

Odločitev za privzem tega standarda je dne 26. marca 2015 sprejel tehnični odbor SIST/TC TLP Tlačne

posode.

2014/68/EU

Ta evropski standard je bil pripravljen v okviru mandata, ki ga je Evropska komisija dodelila CEN, da bi

zagotovila sredstva za potrditev bistvenih zahtev Direktive novega pristopa 2014/68/EU Evropskega

parlamenta in Sveta z dne 15. maja 2014 o harmonizaciji zakonodaje držav članic v zvezi z

omogočanjem dostopnosti tlačne opreme na trgu.

Predgovor

Mednarodna organizacija za standardizacijo (ISO) je svetovna zveza nacionalnih organov za standarde

(članov ISO). Mednarodne standarde ponavadi pripravljajo tehnični odbori ISO. Vsak član, ki ga zanima

področje, za katero je bil ustanovljen tehnični odbor, ima pravico biti zastopan v tem odboru. Pri delu

sodelujejo tudi mednarodne vladne in nevladne organizacije, povezane z ISO. V vseh zadevah, ki so

povezane s standardizacijo na področju elektrotehnike, ISO tesno sodeluje z Mednarodno

elektrotehniško komisijo (IEC).

Postopki, uporabljeni pri pripravi tega dokumenta, in postopki, predvideni za njegovo nadaljnje

1 Področje uporabe

Ta del standarda ISO 21009 določa zahteve za obratovanje stabilnih, vakuumsko izoliranih posod,

konstruiranih za največji dovoljeni tlak, ki presega 50 kPa (0,5 bar). Uporablja se lahko tudi kot smernica

pri posodah, konstruiranih za največji dovoljeni tlak, ki ne presega 50 kPa (0,5 bar).

Ta del standarda ISO 21009 velja za posode, konstruirane za kriogene fluide, ki so opredeljeni v ISO

21009-1.

Stabilne kriogene posode pogosto delno opremi proizvajalec, vendar jih lahko namesti ali znova namesti

druga oseba, na primer upravljavec, uporabnik ali lastnik.

OPOMBA 1: Za namestitev teh posod lahko veljajo dodatne zahteve; te so določene v posebnih predpisih.

OPOMBA 2: Nekatere zahteve tega standarda so lahko določene v lokalnih predpisih, npr. varnostne razdalje, varnost in

zdravje pri delu. V primeru neskladja med zahtevami tega mednarodnega standarda in katerimkoli veljavnim

4 Usposabljanje osebja

Posodo in njeno opremo smejo nameščati, dajati v uporabo, polniti, upravljati ali vzdrževati samo osebe,

usposobljene za te posebne naloge.
Program usposabljanja mora obsegati:
‒ običajne postopke delovanja;
‒ prepoznavanje proizvoda in nevarnosti;
‒ omejitve varnega delovanja;
‒ postopke za ravnanje v nujnih primerih;

‒ fizikalne in kemijske lastnosti vsebine posode ter njihove učinke na človeško telo;

‒ osebno varovalno opremo (npr. varnostne čevlje, očala, rokavice).

Usposabljanje je treba po potrebi ponavljati in obnavljati znanje, da se zagotavlja ustrezna

usposobljenost osebja. Voditi je treba zapise o usposabljanju, v kateri so navedene informacije, ki jih je

prejelo osebje.
5 Splošne varnostne zahteve
5.1 Splošno
Identifikacijskih oznak in ploščic se ne sme odstranjevati ali jih poškodovati.

Nameščeni morajo biti ustrezni opozorilni znaki v zvezi z nevarnostmi, povezanimi s proizvodom in

obratovanjem, ter navedene zahteve glede osebne varovalne opreme.

Deli pod tlakom se smejo odklopiti le, če so bili predhodno tlačno razbremenjeni.

Vse površine, ki bi lahko prišle v stik s proizvodom, morajo biti brez olj in masti. Za zahteve glede čistoče

glejte ISO 23208.

Iz puščajočih ventilov ali priključkov je treba pred popravljanjem sprostiti tlak. Kadar to ni mogoče, je

treba puščajoče ventile pod tlakom priviti z ustreznim orodjem in postopki. Za dvig tlaka ali odtajanje

zamrznjenih delov se nikoli ne sme uporabljati neposredni plamen ali intenzivna toplota.

Izhodi ventilov morajo biti čisti, suhi in brez onesnaževal.
Spreminjanje posod in njihove opreme ni dovoljeno brez ustrezne odobritve.
5.2 Varnostni vidiki

Pri vseh postopkih in usposabljanju je treba upoštevati naslednje varnostne vidike:

‒ majhne količine kriogenih fluidov proizvedejo velike količine uparjenega plina. Pri razlitju kisika

lahko pride do nastanka ozračja, obogatenega s kisikom; pri razlitju drugih kriogenih fluidov lahko

nastane ozračje s pomanjkanjem kisika. Za te primere je treba določiti ustrezne ukrepe, npr.

prezračevanje;

‒ zaradi možnosti razvoja krhkosti zaradi nizkih temperatur kriogeni fluidi ne smejo priti v stik z

materiali (kovinami ali plastičnimi masami), ki niso primerni za nizke temperature;

‒ kriogeni fluidi lahko ob stiku s kožo zaradi svoje ekstremno nizke temperature povzročijo ozebline.

Do ozeblin lahko pride tudi pri stiku z neizolirano opremo in cevmi;

‒ na hladnih površinah neizolirane opreme, ki vsebuje fluide z vreliščem, nižjim od vrelišča kiska,

lahko pride do obogatitve s kisikom zaradi utekočinjenja zraka okolice.
6 Namestitev
6.1 Splošne zahteve

Posode je treba namestiti in upravljati tako, da zaposleni ali tretje osebe niso ogroženi. Upoštevati je

treba najmanjše varnostne razdalje; glejte tudi dodatek A.
Posode morajo biti nameščene tako, da je napisna ploščica lahko čitljiva.

Namestitev naj omogoča pregled posod z vseh strani. Omogočeno mora biti varno upravljanje vseh

nadzornih točk posode.
Posode morajo biti nameščene tako, da je omogočeno varno in enostavno polnjenje.

Posode morajo biti postavljene tako, da ne more priti do nedopustne neporavnanosti ali nagiba zaradi:

‒ samih temeljev;
‒ lastne mase posode, vključno z njeno vsebino;
‒ zunanjih sil, npr. obremenitve pri potresni dejavnosti, vetru.

Plin iz naprav za razbremenitev tlaka ali oddušnikov je treba odvesti na varno mesto.

Nameščeni morajo biti ustrezni opozorilni znaki o nevarnosti proizvoda, npr. v prostorih, na območjih ali

posodah. V navodilih za uporabo morajo biti navedene tudi lastnosti plina.

Posode morajo biti nameščene na lokacijah, kjer je zagotovljeno zadostno prezračevanje, da ne pride

do nastanka nevarnih eksplozivnih zmesi plina in zraka ali ozračja, obogatenega ali osiromašenega s

kisikom.

Posode morajo biti nameščene tako, da se zagotovi ustrezen prostor za vzdrževanje in čiščenje ter tudi

za nujne primere.
Okrog nameščenih posod naj bo vsaj 0,5 m prostora za vzdrževanje in čiščenje.

Posode ne smejo biti nameščene na hodnikih, prehodih ali prometnicah, splošno dostopnih vežah,

stopniščih ali v bližini stopnic. Posode naj ne bodo nameščene v bližini zgoraj omenjenih območij, če so

prometne poti, izhodi v sili ali dostopnost omejeni.
Prepreči naj se dostop nepooblaščenim osebam.

Območje/temelji pod posodo ter pod odstranljivimi priključki in fitingi posode za oksidativne pline v tekoči

fazi morajo biti iz negorljivih materialov ter brez olj, masti in drugih vnetljivih onesnaževal.

Razmisliti je treba tudi o potrebi po podobnih previdnostnih ukrepih za utekočinjeni vodik ali utekočinjeni

helij, kjer lahko v okolici neizolirane opreme pride do večjega utekočinjanja zraka.

OPOMBA: Da se prepreči lom zaradi krhkosti, naj se upošteva temperatura, za katero je bila naprava konstruirana, za

vgrajenim ali nameščenim uparjalnim ali prekinitvenim sistemom, ki se aktivira ob nizkih temperaturah, kadar je

to potrebno.
6.2 Namestitev na prostem
Posode naj bodo nameščene na prostem.
Zagotoviti je treba drenažo površinskih voda z mesta namestitve.

Na nagnjenih lokacijah bo morda treba namestiti objekt (npr. zid), da se prepreči uhajanje plina z mesta

namestitve v nižje ležeče prostore, odtoke, jaške ali odprtine za dovod zraka.

Posode in njihovi sestavni deli morajo biti zaščiteni pred mehanskimi poškodbami, npr. z odbojniki za

vozila, ogradami, varnostmi razdaljami. Razmisli naj se o zaščiti podpornikov posode pred uhajanjem

kriogenega fluida.
6.3 Namestitev v zaprtem prostoru

Če razumni poskusi namestitve posode na prostem ne uspejo, je dovoljena namestitev v zaprtem

prostoru. Pri namestitvi v zaprtem prostoru je treba izpolnjevati naslednje varnostne previdnostne

ukrepe.

Vhod v prostor, v katerem so nameščene posode, mora biti označen. Navesti je treba ustrezno

nevarnost, ki jo predstavlja plin.
Prostori morajo:
‒ imeti vrata, ki se zapirajo sama, kjer ta ne vodijo neposredno ven;

‒ biti izdelani iz materialov, ki so požarno odporni ali negorljivi, razen oken in drugih zapiral za

odprtine v zunanjih stenah;
‒ biti ločeni od drugih prostorov in imeti požarno odpornost do 30 min;

‒ biti ločeni od prostorov, ki se običajno uporabljajo v javne namene, in sicer tako, da so neprepustni

za plin in nimajo nobenih odprtin;

– imeti ustrezno prezračevanje – pri ocenjevanju zahtev glede prezračevanja je treba upoštevati

izpust plina pri prelivnem ventilu.

Uvesti je treba previdnostne ukrepe/postopke, da se zagotovi, da osebje, ki vstopa v prostor oziroma se

v njem zadržuje, ni izpostavljeno nevarnemu ozračju.

Prostori, v katerih so nameščene posode, se ne smejo uporabljati na noben drug način, ki bi lahko

predstavljal nevarnost za posodo zaradi mehanskih učinkov, požara ali eksplozije.

Vsi priključki za polnjenje, odvodi za cevi, merilniki tlaka, merilniki nivoja tekočine in oddušniki, potrebni

za varno polnjenje posode, morajo biti speljani na varno lokacijo na prostem. Vsi odvodi naprav za

razbremenitev tlaka morajo biti speljani na varno lokacijo na prostem. Vsi cevovodi morajo biti združljivi

z ustrezno plinasto in tekočo fazo fluida in brez konstrukcijskih omejitev, ki bi vplivale na varno delovanje

posode.

Vse naprave za razbremenitev tlaka morajo biti konstruirane za delovanje v zaprtem prostoru.

V prostorih ne sme biti:
‒ odprtin za dovod zraka za prezračevanje drugih prostorov;
‒ odprtih kanalov;
‒ odprtin vodov, nezaščitenih pred prodiranjem plina;
‒ odprtih jaškov;
‒ odprtin do nižje ležečih prostorov.
6.4 Varnostne razdalje

Najmanjše varnostne razdalje niso predvidene, da bi zagotovile zaščito pred katastrofalnimi dogodki ali

večjimi izlivi; te naj se obravnavajo drugače, da se njihova pogostost in/ali posledice zmanjšajo na

sprejemljivo raven.
Varnostne razdalje obsegajo:

‒ razdaljo med posodo in sosednjimi napravami, stavbami ali javnimi cestami, da se posoda zaščiti

pred poškodbami, kot je pregrevanje zaradi požara ali mehanska poškodba;

‒ razdaljo med posodo in predmetom zunaj naprave, ki mora biti zaščiten pred učinki izpusta plina,

do katerega pride pri normalnem obratovanju.

Te razdalje se merijo od tistih točk na posodi, pri katerih lahko pri normalnem načinu obratovanja pride

do izpusta plina, npr. odzračevalno mesto, polnilni priključek, prirobnice in drugi mehanski spoji.

‒ v primeru vnetljivih plinov odpravljena nevarnost zaradi
