SIST EN 300 392-3-2 V1.1.1:2003 is the SIST version of ETSI EN 300 392-3-2 for Terrestrial Trunked Radio (TETRA) Voice plus Data (V+D) interworking at the Inter-System Interface (ISI). It specifies the Additional Network Feature Individual Call (ANF-ISIIC), which lets an individual call be set up between users in different TETRA networks, supports call restoration after migration, and passes TETRA signalling between Switching and Management Infrastructures (SwMIs). It is written for TETRA network designers, call control implementers, and gateway engineers who need the ISI behaviour for inter-network individual calls.

What does SIST EN 300 392-3-2 V1.1.1:2003 specify?

SIST EN 300 392-3-2 V1.1.1:2003 specifies the ISI feature for TETRA individual calls. It sits in Part 3 of the TETRA V+D series and covers how two SwMIs set up, maintain, restore and clear an individual call across the ISI, including cases where the called user has migrated.

The document is organized into clause 4 for stage 1, clause 5 for stage 2, and clause 6 for partial stage 3. It also has two informative annexes for the attribute-based static description and the ISI ROSE operation.

Annex BDefinition of the ISI ROSE operation

What are the key requirements of SIST EN 300 392-3-2 V1.1.1:2003?

Clause 4 makes ANF-ISIIC always available and always activated, with no registration or interrogation procedure. In practice, a network either supports the feature for inter-TETRA individual calls or it does not offer it as a selectable user option.

Clause 4.2.2.2 defines how the feature is invoked. SwMIA invokes ANF-ISIIC when a user asks for an individual call to another TETRA network, and the call is routed to SwMIB or, if the called user has migrated, to SwMIC. This matters because the originating network must identify whether it is dealing with the called user’s home SwMI or a migrated registration.

Clause 4.2.2.2.1 allows two routeing methods, re-routeing and forwardswitching. The document also requires the special case where SwMIC coincides with SwMIA to be handled as an intra-TETRA call, avoiding a trombone connection. That keeps the route efficient and prevents a looped inter-system path.

Clause 4.2.2.2.2 to 4.2.2.2.4 cover call-time-out negotiation, transmission control, setup modification and call modification. The originating SwMI controls half-duplex transmission, and call modification does not change the ISI connection itself, except for the 8 kbit/s encoding of user information when the user data rate changes. In practice, implementations must keep the inter-system path stable while still handling mid-call service changes.

Clause 4.2.2.2.5 and 4.2.2.2.6 cover call restoration after migration and call clearing. When a user moves during an established call, ANF-ISIMM informs the earlier SwMI and ANF-ISIIC restores the call by holding and then transferring it. Clearing on one side clears the inter-system connection and the other side’s call control as well.

Clause 4.3 lists the supplementary service interactions that ANF-ISIIC must respect, including SS-CFU, SS-CFB, SS-CFNRy, SS-CFNRc, SS-CAD, SS-PC, SS-PPC, SS-CCBS, SS-CCNR, SS-BIC, SS-AoC, SS-CLIR, SS-CRT, SS-IC, SS-DL and SS-AL. This is important for implementation, because forwarding, barring, priority and charging behaviour must stay consistent with the routed call path.

Clause 4.4 defines interworking with PSTN, ISDN and PISN through a TETRA gateway. The document covers number handling, bearer selection and data-call adaptation, so gateway designers can map TETRA calls to external telephony or data services.

What terms does SIST EN 300 392-3-2 V1.1.1:2003 define?

  • ANF-ISIIC - Additional Network Feature Individual Call, the ISI feature that carries an individual call between TETRA networks.
  • SwMIA - the originating Switching and Management Infrastructure, where the calling user is registered.
  • SwMIB - the called SwMI for the first call attempt, identified by the routeing logic.
  • SwMIC - the SwMI where the called user is registered after migration.
  • forwardswitching - a routeing method that joins a first leg from SwMIA to SwMIB with a second leg from SwMIB to SwMIC.
  • re-routeing - a routeing method that replaces the SwMIA-to-SwMIB leg with a new SwMIA-to-SwMIC leg.
  • loop connection - an ISI connection whose two ends are in the same SwMI.
  • trombone connection - a special loop connection where the inter-TETRA connections in the loop are used twice.

Who uses SIST EN 300 392-3-2 V1.1.1:2003?

TETRA network operators use this standard to design inter-network individual calling. Equipment vendors and system integrators use it to implement SwMI call control, gateways and migration handling.

Test and assurance teams use it to verify signalling, service interactions and call restoration. Buyers and technical managers use it when they need to confirm that a TETRA system supports individual calls across different SwMIs and behaves correctly with forwarding, barring and priority services.

Which standards are used with SIST EN 300 392-3-2 V1.1.1:2003?

  • EN 300 392-2 - provides the TETRA air interface and the individual call procedures that ANF-ISIIC extends.
  • ETS 300 392-3-1 - gives the ISI general design on which this sub-part builds.
  • ETS 300 392-3-5 - defines ANF-ISIMM, which supplies migration information to ANF-ISIIC.
  • EN 300 392-7 - covers security protocols and mechanisms for TETRA networks.
  • EN 300 392-9 and EN 300 392-12-4 - provide supplementary-services design and the call forwarding interactions used here.
  • EN 300 172, ISO/IEC 11572, ISO/IEC 11574 and ISO/IEC 11582 - provide the PISN and circuit-mode signalling model used for the inter-exchange call basis.
  • ITU-T Recommendations I.130, I.140 and I.210 - provide the service-characterization and attribute method used for the static description.
  • ITU-T Recommendation Z.100 - defines SDL, the notation used for the overall process model.
  • ITU-T Recommendation V.110 and ITU-T Recommendation I.460 - support data interworking and 8 kbit/s stream multiplexing.
  • ETS 300 395-2 - provides the TETRA speech codec referenced for speech services.

What does the SIST EN 300 392-3-2 V1.1.1:2003 document contain?

The document contains detailed stage 1, stage 2 and partial stage 3 descriptions, including procedures, functional entities, information flows and signalling behaviour. It gives an overall SDL model, functional models for the SwMI entities, and message-sequence diagrams for call set-up, migration, restoration, transmission control and clearing.

Clause 6 also defines the protocol coding side of the feature, including TETRA PDUs, information elements, PSS1-related signalling on the ISI, and timer values. Tables 1 and 2 give the attribute-based static description of the ISI connection element, including a basic 64 kbit/s form and an optional Nx8 kbit/s form for multirate calls.
