Aircraft ground support equipment - Specific requirements - Part 18: Nitrogen or Oxygen units

This document specifies the technical requirements to minimise the hazards listed in Clause 4 which can arise during the commissioning, operation and maintenance of nitrogen or oxygen units when carried out in accordance with the specifications given by the manufacturer or his authorised representative. It also takes into account some performance requirements recognised as essential by authorities, aircraft and ground support equipment (GSE), and by manufacturers as well as airlines and handling agencies.
This document applies to:
3   all types of mobile nitrogen units and oxygen units with transportable gas cylinders interchangeable for filling purposes;
3   equipment to be carried with other GSE or vehicles, e.g. skid mounted units,
intended for the manual refill of gaseous nitrogen or oxygen on aircraft (Examples see Annex A).
NOTE   Generally oxygen units are used under aircraft maintenance conditions, not under commercial servicing conditions.
This document does not establish requirements for noise and vibration.
Noise and vibration are dealt with respectively in EN 1915 4 and EN 1915 3.
This document does not deal with hazards regarding standard automotive chassis and other vehicles on the apron.
This Part of EN 12312 is not applicable to nitrogen or oxygen units which are manufactured before the date of publication of this document by CEN.

Luftfahrt-Bodengeräte - Besondere Anforderungen - Teil 18: Stickstoffgeräte oder Sauerstoffgeräte

Dieses Dokument legt die technischen Anforderungen zur Minimierung der in Abschnitt 4 aufgelisteten Gefährdungen
fest, die bei der Inbetriebnahme, Betrieb und Wartung von Stickstoffgeräten oder Sauerstoffgeräten auftreten können,
wenn diese in Übereinstimmung mit den Anweisungen des Herstellers oder seines Beauftragten ausgeführt werden.
Es berücksichtigt auch einige Funktions- und Gestaltungsanforderungen, die von offiziellen Stellen, Luftfahrzeug- und
Bodengeräteherstellern sowie Luftverkehrs- und Abfertigungsgesellschaften als wesentlich erachtet wurden.
Dieses Dokument gilt für:
alle Bauarten von mobilen Stickstoffgeräten und Sauerstoffgeräten mit transportablen Gasflaschen, die zum
Füllen ausgetauscht werden können;
Geräte zum Mitführen auf anderen Bodengeräten oder Fahrzeugen, z. B. auf Kufen montierte Einheiten;
die für das manuelle Nachfüllen von gasförmigem Stickstoff oder Sauerstoff an Luftfahrzeugen bestimmt sind
(Beispiele siehe Anhang A).
ANMERKUNG Sauerstoffgeräte werden in der Regel bei der Wartung von Luftfahrzeugen eingesetzt, nicht im allgemeinen
Luftverkehrsbetrieb.
Dieses Dokument enthält keine Festlegungen hinsichtlich Lärm und Schwingungen.
Lärm und Schwingungen werden in prEN 1915-4 bzw. EN 1915-3 behandelt.
Dieses Dokument behandelt keine Gefährdungen, die von einem Serienfahrgestell und von anderen Fahrzeugen auf
dem Vorfeld ausgehen.
Dieser Teil von EN 12312 gilt nicht für Stickstoffgeräte oder Sauerstoffgeräte, die vor der Veröffentlichung dieses
Dokument durch CEN hergestellt wurden.

Ce document spécifie les exigences techniques pour minimiser les dangers listés a l'Article 4 qui pourraient apparaître lors de la mise en service, de l'exploitation et de la maintenance de matériels d'alimentation en azote ou oxygene réalisées conformément aux spécifications émises par le constructeur ou son représentant autorisé. Il prend également en compte certaines exigences reconnues essentielles par les autorités, les fabricants d'aéronefs et de matériels de service au sol (GSE), ainsi que les compagnies aériennes et organismes d'assistance.
Ce document s'applique :
-   a tous types de matériels mobiles d'alimentation en azote et d'alimentation en oxygene équipés de cylindres de gaz transportables et interchangeables aux fins d'avitaillement ;
-   aux matériels a transporter avec d'autres GSE ou véhicules, par exemple matériels montés sur patins ;
destinés a l'avitaillement manuel de l'aéronef en oxygene ou azote (Voir exemples en Annexe A).
NOTE   En général, on utilise les matériels d'alimentation en oxygene en maintenance, pas en service commercial.
La présente norme ne spécifie pas d'exigences pour le bruit et les vibrations.
Le bruit et les vibrations sont traités respectivement dans l'EN 1915-4 et l'EN 1915-3.
Le présent document ne traite pas des dangers relatifs a un châssis automoteur standard et provenant d'autres véhicules sur la zone de stationnement.
La présente partie de l'EN 12312 ne s'applique pas aux matériels d'alimentation en azote ou oxygene fabriqués avant la date de publication de cette norme par le CEN.

This document (EN 12312-18:2005) has been prepared by Technical Committee CEN/TC 274 “Aircraft ground
support equipment” the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an identical text or
by endorsement, at the latest by October 2005, and conflicting national standards shall be withdrawn at the latest
by October 2005.

Introduction
This document specifies health and safety requirements, as well as some functional and performance requirements
for nitrogen or oxygen units intended to be used for all aircraft types commonly in service in civil air transport.
The minimum essential criteria are considered to be of primary importance in providing safe, serviceable, economical
and practical nitrogen or oxygen units. Deviations from the recommended criteria should occur only after careful
consideration, extensive testing, risk assessment and thorough service evaluation have shown alternative methods or
conditions to be satisfactory.
This document is a Type C standard as stated in EN ISO 12100:2003.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this document.
When provisions of this Type C standard are different from those which are stated in Type A or B standards, the
provisions of this Type C standard take precedence over the provisions of the other standards, for machines that
have been designed and built according to the provisions of this Type C standard.
