Low height mobile working platform - Materials, dimensions, design loads, safety and performance requirements

This European Standard applies to the design of small mobile access and working platforms (S-MAT):
- with wheels- for assembly and use by one person- with no more than one platform level
- made of prefabricated elements with dimensions which are fixed by the design
- with a platform height limited by the design up to 2,0m. S-MATs can be used indoors and outdoors.
S-MATS can be removed immediately in case of arising wind   greater   than   an   equivalent   dynamic   pressure   0.1kN/m2  or at the end of the work shift.This document:
- gives dimensional requirements and
- safety and performance requirements.
This product standard does not apply to:
- scaffolds according to EN 12810-1 and EN 12811-1
- mobile access towers according to EN 1004-1
- mobile ladders with platform according to EN 131-7
- ladders with separate platform according to EN 131-8
where different load assumptions and verification methods are applied.

Introduction
Low height mobile working platforms with platform heights limited by design up to 2,0 m are common
on the market. Special requirements for these products are specified in this document.
The need for this document has arisen because for mobile access towers with heights from 2,50 m to
12 m were standardized in EN 1004:2004, and with the version of EN 1004-1:2020 the minimum height
was extended to 0 m. With this extension to 0 m, low height mobile working platforms would fall under
the scope of EN 1004-1. For these structures, different load assumptions and verification methods are
appropriate.
Attention is drawn to the requirements of the European Council Directive 2001/45/EC (the Temporary
Work at Height Directive).

1 Scope
This document applies to the design of low height mobile working platforms:
— with wheels;
— for assembly and use by one person;
— with no more than one platform level;
— made of prefabricated elements with dimensions which are fixed by the design;
— with a platform height limited by the design up to 2,0 m;
— used indoors or outdoors.
Low height mobile working platforms are suitable for use where the equivalent dynamic pressure

including gusts is less than 0,1 kN/m .
This document:

4 Classification
The applicable loads and dimensional classes are given in Table 1.

5 Designation
The following data are required for the designation of all low height mobile working platforms:
a) product name (name given by the manufacture/supplier);
b) number of the standard;
c) class;
d) maximum height of the platform;
e) access type.
An example of a designation is given in Figure 1.

6 Materials
The following requirements apply to materials:
1) Materials shall fulfil the requirements given in European Standards, where design data are
provided. If European Standards do not exist, ISO Standards can be applied.
2) Materials shall be sufficiently robust and durable to withstand normal working conditions.
3) Additional requirements for some materials are given in EN 12811-2.
4) When materials are used, whose properties in relation to the intended application (e.g.
temperature, ageing, UV-degradation) are not given in any available standard an adequate
assessment is required.
5) Steel shall be protected by one of the methods given in EN 12811-2, or zinc plated to the level
required for the design service environment stated in EN ISO 2081.
7 General requirements
The following general requirements apply:
1) A low height mobile working platform shall have a maximum platform height of 2 m.
2) A low height mobile working platform shall only consist of a single bay structure.
3) A low height mobile working platform shall be designed such that it can be assembled, altered and
dismantled without the need for personal fall protection equipment.
4) A low height mobile working platform shall be designed such that it can be assembled and
dismantled by one person.
5) Screws and nuts shall be secured against loosening, e.g. by means of self-locking or mechanically
locked safety devices.
6) Low height mobile working platforms with vertically telescopic end frames shall also comply with
the requirements of Annex A.

8 Requirements for access to the platform
8.1 Introduction
The class and dimensions for access to the platform for low height mobile working platforms shall
comply with EN 1004-1.
8.2 General access requirements
The following general access requirements apply:
1) Access for low height mobile working platforms shall comply with the verification tests in Clause 12
and Annex A where applicable.
2) Access for low height mobile working platforms shall be provided by a component of the low height
mobile working platform.
3) Access, other than the upright elements of the end frames, of low height mobile working platform
shall not rest on the ground.
4) Access openings in platforms through which the user will climb shall have a minimum clear opening
of 0,40 m wide × 0,60 m long.
5) Type A stairway and Type B stair ladder access shall be provided with handrails in accordance with
EN 131-7:2013, 5.7.
8.3 Methods of access to the platform
The methods of access to the platform shall be as follows:
1) Access through the trapdoor by climbing from the inside of the LHMWP trough the trapdoor to
access the platform where the height of the platform is greater than 0,9 m.
2) Access to the platform by climbing from the outside of the structural supports. An additional
stability test is required, see 12.5.1.
3) Access to the platform by sitting on the platform. This is only allowed for platform heights ≤ 0,90 m.

9 Wheels
The following requirements apply to wheels:
1) A low height mobile working platform shall be provided with at least two wheels to facilitate
movement.
2) The wheels should be positioned to avoid overturning of the low height mobile working platform
when moving.
3) Load-bearing wheels shall comply with the requirements of either EN 1004-1 or EN 12532.
4) Non-load-bearing wheels shall have a minimum diameter of 125 mm and shall be capable of
supporting the self-weight of the low height mobile working platform during movement.
5) Wheels shall be of puncture less type.
6) Wheels shall be fixed to the low height mobile working platform in such a way that they cannot be
unintentionally detached. A wheel shall not detach from the end frame due to the action of its self-
weight.
7) All load-bearing wheels shall have wheel brakes.
8) All load-bearing castors wheels shall have swivel brakes if the wheels are eccentric when locked.
9) Braking mechanisms shall be designed in such a way that they can only be unlocked by a deliberate
action.
10) Each load-bearing wheel shall be capable of resisting the maximum total load given in Table 1 for
the low height mobile working platforms load class.
11) Spring loaded transportation wheels shall meet the test requirements of 12.8.

10 Side protection
The following requirements apply to side protection:
1) It shall be possible to fix side protection at the platform edges comprising:
a) both a principal guardrail and intermediate side protection (e.g. intermediate guard rail);
b) a solid toe board such that its top edge is at least 150 mm above the adjacent platform level.
2) Apertures in toe boards shall not exceed 25 mm in width. This does not apply to apertures like hand
holes.
3) The principal guardrail, intermediate side protection and toe board may be combined.
4) Side protection components shall be incapable of removal except by direct intentional action.
5) The principal guardrail shall be fixed so that its uppermost surface is a minimum of 1 000 mm above
the uppermost surface of the platform it is protecting, measured vertically. A minus tolerance of
50 mm is acceptable.
6) Intermediate side protection shall be fixed between the principal guardrail and the toe board.
Intermediate side protection can consist of:
a) one or more intermediate guardrails;
b) a frame;
c) a frame of which the principal guardrail forms the top edge;
d) a fencing structure.
7) Openings in the side protection shall be so dimensioned so that a sphere with a diameter of more
than 470 mm will not pass through them.
8) For platform heights > 1,0 m the minimum side protection that shall be supplied with the product
is at least a principal guardrail.
9) For platform heights < 1,0 the minimum side protection that shall be supplied with the product is
at least a principal guardrail at the ends and at least one of the longer sides of the platform.
10) Side protection shall meet the test requirements of 12.3.
11) Access to working platforms in an assembled tower may be from the outside of the structure. The
structure may be provided with access openings in the side protection provided that:
a) it shall be possible to close access openings in the side protection after access or egress;
b) access openings in the side protection shall be provided with a means to prevent unintentional
opening;
c) access openings in the side protection shall have a minimum clear width ≥ 400 mm;

d) the access to the platform shall be aligned with access openings in the side protection; access
openings in the side protection shall be designed in such a way that only one hand is required
for opening.
NOTE National regulations can specify more side protection requirements e.g. complete side protection from
a specific platform height.
11 Platforms
The following requirements apply to platforms:
1) The platform shall conform to the dimensional requirements for the dimension class given in
Table 1.
2) Platforms shall have a slip-resistant upper surface.
3) Platforms shall be secured at both ends so that turning or removal by wind is not possible.
4) Loads on platform units – Platform units and the supporting structure shall be designed for
concentrated loads and uniformly distributed loads in accordance with Table 1.
5) The requirements for concentrated loads and uniformly distributed loads shall be fulfilled
separately.
6) Platforms shall meet the test requirements of 12.4.
12 Verification tests
12.1 Strength test of the rungs of end frames
Procedure:
A pre-load F of 200 N shall be applied at the midpoint of the weakest rung of any design for the duration
of one minute. The position of the rung after removal of the pre-load is the origin for measurement.
In the position of use of the low height mobile working platform a test load F of 2 600 N shall be applied
vertically on the midpoint of the weakest rung of any design evenly distributed over a width of 100 mm
and a depth equal to the rung and for the duration of one min.
Requirement:
When tested in accordance with this subclause, within two minutes after the removal of the test load
the maximum permanent deformation shall be less than or equal to 0,5 % of the inner width measured
underneath the tested rung.
12.2 Torsion test of the rungs of end frames
Procedure:
A torque M of 50 Nm shall be applied on the midpoint of the rung via a 100 mm wide clamping device.
The torque shall be applied alternately 10 times in a clockwise and 10 times in counter-clockwise
direction for a period of 10 s each.
Requirement:
When tested in accordance with this subclause, during testing there shall be no relative movement in
the connection between the vertical member of the end frame and the rung.
After the test a permanent deformation shall be 1° at maximum with a tolerance of ± 0,2°.

12.3 Side protection tests
12.3.1 Vertical loads on the side protection
Procedure:
Apply a 1,25 kN point load vertically downwards in most unfavourable position for a period of one
minute within a sector of ± 10 degrees to any principal or intermediate guardrail or any other side
protection component such as a fencing structure which has a potential foothold of 50 mm wide or
greater and regardless of its method of support. This load shall be considered as an accidental load.
Requirement:
When tested in accordance with this subclause, any principal or intermediate guardrail or any other
side protection component such as a fencing structure which has a potential foothold of 50 mm wide or
greater, and regardless of its method of support, shall be able to resist the vertically downwards point
load of 1,25 kN without detachment, cracking or rupture.
12.3.2 Horizontal load on the side protection
There are two tests for the horizontal load on the side protection:
Test 1 – Procedure:
Establish a datum as the origin for measurement of the deflection of the side protection except toe
boards regardless of their span and with reference to the supports at the points where they are
connected. Apply a 0,3 kN horizontal point load, in the most unfavourable position for a duration of one
minute, to each component of the side protection, except toe boards. This load may be distributed over
an area of 300 mm × 300 mm, e.g. when applied to the grid of a fencing structure. Measure the deflection
while the load is applied after one minute.
Test 1 – Requirement:
When tested in accordance with this subclause and while subjected to the test load, the maximum
deflection of all components of the side protection except toe boards, shall not be more than 35 mm
measured with reference to the supports at the points where they are connected.
Test 2 – Procedure:
Apply a 0,3 kN x 1,5 safety factor horizontal point load, for a duration of one minute in the most
unfavourable position and regardless of their span, to each component of the side protection except toe
-boards. This load may be distributed over an area of 300 mm × 300 mm, e.g. when applied to the grid
of a fencing structure.
Test 2 - Requirement:
When tested in accordance with this subclause all components of the side protection, except toe boards,
shall resist the load without detachment, cracking or rupture.
12.3.3 Horizontal load on the toe boards
There are two tests for the horizontal load on the toe boards:
Test 1 – Procedure:
Establish a datum as the origin for measurement of the deflection of the to-boards with reference to the
supports at the points where they are connected. Apply a 0,15 kN horizontal point load, in the most
unfavourable position for a duration of one minute, to each toe-board.
This load may be distributed over an area of 300 mm × 300 mm, e.g. when applied to the grid of a fencing
structure. Measure the deflection while the load is applied after one minute.

Test 1 – Requirement:
When tested in accordance with this subclause and while subjected to the test load, the maximum
deflection of all toe boards shall not be more than 35 mm.
Test 2 – Procedure:
Apply a 0,3 kN x 1,5 safety factor horizontal point load, for a duration of one minute in the most
unfavourable position and regardless of their span, to each toe board. This load may be distributed over
an area of 300 mm × 300 mm, e.g. when applied to the grid of a fencing structure.
Test 2 – Requirement:
When tested in accordance with this subclause any toe board shall resist the load without detachment,
cracking or rupture.
12.4 Platform deflection test
Procedure:
With the low height mobile working platform positioned as in use, a pre-load F of 200 N shall be applied
at the test location, as shown in Figure 2, for the duration of one minute. The position of the platform
after removal of the pre-load is the origin for measurement.
A test load L of 1,0 kN concentrated on an area of 200 mm × 200 mm in the most unfavourable position
on the platform (see Figure 2).
A test load L of 1,5 kN concentrated on an area of 500 mm × 500 mm in the most unfavourable position
on the platform. If the width of the platform unit is less than 500 mm, the load shall not be reduced.
